Present were: Mayor: Clerk: Trustee: Trustee: Also Present: Attorney: Engineer: Public Works: Administrative Clerk: Motion by Malvin to accept the sented. Seconded by Sullivan. Donald C. Hodges Lloyd J. Blanchard John L. Sullivan Perry Malvin Richard Meyers Les Knutson Walter Skiba Paul Boog minutes of December 9, 1963 as pre 4 Ayes. Motion by Sullivan to accept the minutes of the special meeting of December 16, 1963 as presented. Seconded by Malvin. 4 Ayes. Mr. Samuel Fried, 2069 Sherwood Road, stated that he and several neighbors had not received notice of the sewer hearing on December 19. Referred to the Clerk for investigation. Mr. Eigenheer presented a proposed plot plan for council approval. This was referred to the Planning Commision for study and recommendation. Motion by Malvin to allow Mr. Eigenheer to install and use a shallow well system on a temporary basis. Village water to be installed as soon as water is available. Seconded by Hodges. 4 Ayes. Mr. Eigenheer expressed his agreement to the above motion. The Mayor announced that the lights would be installed at the skat- ing rinks as soon as possible. The Engineer will contact the contractor responsible and, if necessary, the bonding company of the contractor, in regards to the Oak- wood skating rink not being properly graded. The Attorney was directed to contact N.S.P. regarding the minimum gas rate being charged for well #2 prior to the time when well #2 was servicable. The Engineer presented Mr. Skiba with a handbook on methods for Water Works Superintendents. Change order #2 for well #2, which was approved at the last regular meeting, was signed by the Mayor and Clerk. At the Attorney's recommendation: Motion by Blanchard to include in Mr. Chestik's casement the follow- ing: "If, in the future, Mr. Chestik decides to subdivide his property into 3 lots, the Council will waive the 100' frontage requirement." by Sullivan. 4 Ayes. -2. 0J0142 The Planning Commission was .;irected to re -study the minimum front footage required after sanitary sewer is available. Mr. Meyers will furnish copies of a 'snowbird ordinance to the Council for study. The Clerk was directed to check the insurance the Village has for liability, to see if it is adequate. The Planning Commission minutes were read and filed. A request from Bell Telephone Co. to place an underground cable in the Village was referred to the Engineer. Motion by Blanchard to approve renewal of plumbing license for Moller Plumbing, Seconded by Malvin. 4 Ayes. Motion by Blanchard to sell $35,000.00 worth of Government notes held by the Village. $25,000.00 to go to Bond Redemption Fund and $10,000.00 to be transferred to Water Construction Fund, as this last amount was inadvertently put in Bond Redemption Fund. Seconded by Sullivan. 4 Ayes. PUBLIC HEARING The Mayor opened the public hearing for rezoning of a portion of the Mueller property. The Clerk read the published legal notice and attested to the mailing of same to affected property owners. Mr. J. Bell, re- presenting Mr. Mueller, stated the reasons for this request. Mr. Mueller stated that he did not intend any construction until sanitary sewer was available. The only objector to the proposal was Mr. Karjalahti, 5092 Longview Drive, who objected because of possible &crease in value of surrounding homes and property. Motion by Malvin to rezone,Lot 4, Block 1, Mueller's Addition and Lot E, Lot F,and Lot located So. of Cty. Rd. H2 and East of Knollwood d Co., contigent upon application and acceptance of building permit. Se- conded by.Hodges. 4 Ayes. THE MAYOR CLOSED THE PUBLIC HEARING. The Attorney was directed to prepare an amendment to the zoning ordinance regarding landscaping in all commercial and industrial zones. A representative of Carlson- Lavine Co. requested rezoning of a por- tion of their property in the 12 Oaks area for multiple dwellings. This was referred to the Planning Commission for study and recommendation. Motion by Sullivan to set public hearing on this matter for 9:30 P.M., Jan. 27, 1964. Seconded by Blanchard. 4 Ayes. es. The applicant was warned that if proper papers were not in the village office early enough, said hearing would not be held on the date. Upon recommendation of the building inspector, motion by Hodges to allow variance of square footage requirement of Mr. James Monson, 8145 Groveland Road, and allow him to construct home with 660 sq. ft. of living area. Seconded by Sullivan. 4 Ayes. -3- 0d0143 Motion by Blanchard to pay bills submitted totaling $14,757.30. Seconded by Malvin, 4 Ayes. Mr. Malvin, who is the outgoing the Council for their cooperation over tha past LPi years and asked that the following appointments be made, if possible, for 1964: Engineer: Attorney: Fiscal Advisor: Newspaper: Public Works Dept.: Comstock and.Davis, Inc. Richard Meyers Juran and Moody New Brighton Bulletin Skiba and Johnson The Council thanked Mr. Malvin for his service to the Village and Mr. Sullivan moved that a certificate of appreciation be presented to Mr. Malvin at a ceremony to be held in January of 1964. Respectfully submitted, NOTICE OF HEARING VILLAGE OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA Notice is hereby given that the Mounds View Village Council will meet on December 23, 1963 at 9:30 o'clock p.m. at the Mounds View Village Hall, 2401 Highway 10, New Brighton 12, Minnesota to consider amending the official zoning map pursuant to section 11.1 of Ordinance Nu. 67 to rezone the following described property from R -1B to R -3, Lot 4, Block 1. Mueller's Addition according to the recorded plat thereof on file and of record in the office of the Register of Titles within and for Ramsey County and Lot E, Lot F and Lot G as in Registered Land Survey 153 Ramsey County Minnesota, generally located South of County Road H2 and East of Knollwood Motors Co.
