Pursuant to duo call and notice thereof, a regular mooting of the
Village Council 4 the Village of Mounds View, Minnesota was held at the
Village Mall in said Village on the 27th day of January, 1984 at e:00 p.s. with
the following embers premmet: Donald H ;dyes, Ll :yd Blanchard,
Ingram nustad, Charles I aVaque
and the following members absent: J L. Sullivan
Member Donald Hodges introduced the following resolution and

assessments for Water Area Improvement Project 1920-1 and 1980-2 have been
levied against the following described property in the Village of Mounds View
and suck essessment should be abated as follows:

The regular meeting of the Mounds View Village Council was called
to order by Mayor Hodges at 8:00 P.M., January 27, 1964 at 2401 Highway
#10.

The Mayor reported that Mr. Sullivan was hospitalized, but was ex-
pected to be home by Wednesday.
Motion by LaVaque to approve the minutes of January 13, 1964 as
SP presented. Seconded by Rustad. 4 Ayes.
Mr. Eliason approved as requested by the Council at the previous
meeting and explained why he requested an extension of time for parking
of mobile homes.
Motion by Hodges to renew permit for above use for 60 days, allowing
Mr. Eliason to live in mobile home at 8323 Eastwood Road. Seconded by
Rustad. 4 Ayes.
Mr. C. Larson requested approval of the remainder of the building
permits on the Montgomery Trailer Park Site. Motion by Rustad to authorize
the building inspector to issue building permits for a total of 21 four
plexes at this location. Seconded by Hodges. 4 Ayes.
Mayor Hodges informed the residents and papers of the mailing of an
advisory -type notice to the land owners and residents regarding sewer.
(Copy of said notice attached to the official minutes.)
A complaint from a resident regarding the unsanitary conditions in
a rental unit was referred to Mr. LaVaque for action.
Mr. Rustad read a letter from the Police Chief regarding needed stop
signs in the village. Letter on file. Motion by Rustad to concur with the
Police Chief's r:canmendation and o::der stop signs at the intersection
of Red Oak Drive and County Road H -2, and at Red lak Drive and Woodcrest
Drive. Seconded by LaVaque. 4 Ayes.
The Minutes of the Planning Commission were read and filed.

Motion by Blanchard to set a public hearing to rezone from R2 to
53 the Nprth 390 f -et of the .East quarter of the Northeast quarter of
the Notthwes,t quarter, Section 8, Toehhs ipp 30, Range 23, Ramsey GoUnty,
Minn Bota. Hearing to be held oh Monday, Feb. 10,1964 at 9:00 P.M.
(Siwek Apts. on Groberg) Seconded by L aVaque. 4 Ayes.
Mr. Skiba reported that the meters removed from the village by a
realtor,(reported at previous meeting) have been returned.
Mr. Piehowski presented plans for Cross of Glory Church and requested
approval. Motion by Olanchatd to cohcur with building inspector's re
commehdatioh and d orize,him to issue building petmit for Cross of
Glory Church. Secoh ed by LaVacIue& 4 Ayes.
The Engineer reported that the new state aid requirements necessitated
the purchase of a new traffic counter by the village. This was laid over
to the next regular meeting for cost estimates by the Engineer.
The Attorney was directed to work with the Engineer and to prepare a
formal contract for engineering services.
The Engineer presehted orally a recfuest by the County as follows:
1. County to designate Fairchild Ave. as County Road.
2. TWo altetnates north of Highway #10.

The Attorney presented a resolution to request the County to change
the name of Spring Lake Park Road to Spring Lake Road. Motion by Blanchard
to adopt Resolution #145. Seconded by Rustad. 4 Ayes.

A resolution regarding certain assessments was presented. Motion by
LaVaque to adopt Resolution #148. Seconded by Rustad. 4 Ayes.
Resolution #148 covers the following divisions: #32738(MA 34,35,43), 32987
(MA 34 35), 32478, 32773'(MA 35,37), 32849 (MA 34 37).
A resolution abating assessment of 11.36 was presented. Motion by
Hodges to adopt Resolution #149. Seconded by Blanchard. 4 Ayes.
Copies of letters from the Attorney to the Board of Health, New Brighton
Council, Chies Bros., regarding the condition and operation of the Chies
dump were placed on file.
Motion by Hodges to adopt Ordinance #109, entitled: (Snowbird)
AN ORDINANCE REQUIRING REM')VAL CF MCI VEHICLES FROM
PUBLIC PARKING AREAS AFTER PROPER WARNING. AND PROVIDING
A PENALTY F FAILURE TO OBSERVE WARNING.
Seconded by Rustad. 4 Ayes.

The Mayor opened the public hearing for the house moving called for
this date at 9:00 P.M. The Clerk read the published notice and stated
that all forms were in order and that requested mailed notices had been
sent. Several citizens questioned th petitioner about the home in an
informal manner and the Mayor then called 3 times for objectors to the
proposal. There were none.
The Mayor closed the hearing.
Motion by Blanchard to approve the request and to grant the building
inspector authority to issue the necessary permits to Mr. Evert T. Boer
have to move the home onto lot 6, block 2, Johnson Terrace. Seconded by
Rustad. 4 Ayes.
Motion by Blanchard to pay bills submitted totaling $10,353.74.
Seconded by Rustad. 4 Ayes.
Motion by Blanchard to issue Electrical Contractor license to B. N.
Grinde, 8864 Lexing +on. Seconded by Rustad. 4 Ayes.
The meeting was recessed for 15 minutes.
The meeting was called to order by Mayor Hodges at 9:30 P.M.
The Mayor opened the Public Hearing for rezoning of Clint's Addition.
The Clerk read the published notice and stated that all necessary
forms and procedures had been completed and that required mailed nbtices
had been sent.
The petitioner presented preliminary plans for the duplexes he
wanted to construct and answered several questions from the audience.
The Mayor called for objectors to the proposal:
