HomeMy WebLinkAboutMinutes - 1964/03/09The regular meeting of the Mounds View Village Council was called to order by Mayor Hodges at x:00-- P..M., March 9, 1964 at 2401 Highway #10. PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA Donald Hodges Ingram Rusted John Ivan__ Charles LaVaque Lloyd J. Blanchard Richard Meyers Les Knutson Walter Skiba Paul Boog Motion by Sullivan to approve the minutes of February 24, 1964 as 5 Ayes. Five residents from Fairchild Ave., north of Highway #10, requested the Council to reconsider any previous action and not designate Fairchild Ave. north of Highway #10 as a county road continuation of Silver Lake Road. After considerable discussion by council members, the Attorney and the Engineer, with questions and answers from the residents present, the following action was taken: Motion by Hodges to direct the Attorney to inform the County Engineer to disregard previous correspondence re- garding this matter and to request the County to designate Red Oak Drive, north of Highway #10, as the continuation of Silver Lake Road County Highway. Seconded by Rusted. 5 Ayes. A representative of the Mounds View Sportsmen's Club requested the use of the village hall for meetings. This was referred to the Clerk's office for proper application. A resident requested village action on a house at 2091 Pinewood Drive that is in an extremely unsanitary condition. This was referred to the Attorney and Building Inspector for immediate action. Mayor Hodges reported that the Industrial Development Committee was in need of a chairman as John Bell, the present chairman, was moving from the village. Mr. LaVaque reported that a steel building is now being contemplated for the Sanitary Sewer service building instead of the brick building previously planned, because of lower cost. Mr. Rustad read the Police report for February, 1964. Copy on file. -2- QJ(f032 The Chief of Police would not recommend the installation of "yield" sign at Pinewood and Quincy. Motion by Blanchard to leave the atop signs as they presently are on Pinewood Drive and Quincy intersection, Seconded by Sullivan. 5 Ayes. Mr. Rustad read the February report for the B. E. Patrol.(on file) The animal control contract will be reviewed on Friday, March 13 at 6:30 P.M. at the agenda meeting. Mr. Sullivan read a 36 point report on the activities of the Public Utilities department. The inventory records for the Public Utility and Civil Defense de. partment were returned to the Clerk. Mr. T.O. Flowers, representing Gulf 011, requested permission to erect a service station at the intersection of Highway #8 and #10 on 11.60 acres. He suggested the possibility of further development of a restaurant, motel, and shopping center. Motion by Blanchard to 'set a public hearing for a special use permit for above request on March 23, 1964 at 9:00 P.M., and to request the Planning Cnmmissien to prepare a report r, this for presentation at that time. Seconded by LaVaque. 5 Ayes. The Engineer presented the final estimate fnr well #2 building for action at the next regular meeting. The Attorney presented a resolution adopting the N.S.S.S.D. eontract. Motion by Blanchard to adpt Resolution #153. Seconded by LaVaque. 5 Ayes An ordinance 'hanging the name of Spri`•'; Lake Park Road.to' Spring Lake Road was presente(f.. Motiongby Sullivan to adopt Ordinance #110. Seconded by Rusted. 5 Ayes. Mr. Meyers reporte-'. that the Dedolph case is now in court. Mr. Skiba presented an r ;ffer by the Waterous Company to repaint the 2')O fire hydrants in the village at a cost to the village of $1.62 per hydrant. He was directed to determine if this would be a reasonable price in comparison with ^they crmmunities expert ^nce, and to report at the next regular meeting. Motion by Sullivan to authorize Mr. Skiba to attend the University of Minnesota extension schc -1 for water -perators, and the sewage works operators sohnol, with the village to pay all expenses incurred. Seconded by LaVaque. 5 Ayes. Motion by Blanchard to pay bills presented in total amount of $8,399.60. Seconded by Sullivan. 5 Ayes. Motion by Blanchard to approve licenses. Motion by Blanchard to authorize Paul Boog to attend gers scho.,l at the University of Minnesota, with expenses paid by the village. Seconded by LaVaque. Motion by Rusted to allow the Chief of Police to atte school at Ardon Hills, and to use a part time man as his the village, while attending, Seconded by Sullivan.
