Blanchard Also Present: Attorney: Richard Meyers Engineer: Les Knutson Public Works: Walter Skiba Administrative Clerk: Paul Boog Motion by LaVaque to approve the minutes of March 9, 1964 as present- ed. Seconded by Sullivan. 5 Ayes. Motion carried. Clerk Blanchard reported that the N.S.S.S.D. let bids for additional construction. Gene Skiba announced that he was willing to give the Village a thirty foot easement on his property. This proposed road easement would be for 660 ft. Motion by Sullivan to direct the Attorney to prepare an Ease- ment from Mr. Skiba. This is to be an extension of Quincy from Oakland Ave. te+ Highway #8. Seconded by LaVaque. 5 yes. Motion carried. Mr. Werner, resident from Sherwood Road, asked about the progress of the extension of Silver Lake Road. The Attorney replied that a letter was sent to the County Engineer to designate Red Oak Drive North of Highway #10 as the extension route. Mr. James Schlichtmann reported that the Mounds View Businessmen's Association is planning to co- spr'nsor an Easter Egg Hunt for Pre School and School children thru the 5th grade. Motion by Hodges to authorize the use of the Village Hall and grounds for Saturday, March 28, between 2:00 and 4:00 P.M. to he used for the First Annual Easter Egg Hunt and author- ize the Recreation Committee to spend up to twenty dollars for this event. Seconded by Rusted. 5 Ayes. Motion carried. The minutes of the Planning Commission meeting held March 17, 1964 were read by LaVaque. Motion by Blanchard to concur with the Planning Commission's recommendation to approve the preliminary plot by Gulf Oil Company for construction of a service station in the South corner of 11.6 acres(a portion of the S.E.t of the S.E. u of Section 8, Township 30, Range 23) on which Gulf Oil "ompany has an option, subject to further evaluation of ancess onto H ;hway Avenue and subject to giving the Village a minimum 60 foot easement of the Easterly and South easterly line of -2- 030038 their property for construction of a service drive. Seconded by LaVaque. 5 Ayes. Motion carried. Motion by Sullivan to instruct the Clork's Office to send a letter to Mr. T.O. Flowers informing him that the Village Council would be favorably inclined to issuing a permit for a motel and restaurant in the forementioned area subject to approval of the proper application and building permit. Seconded by Hodges. 5 Ayes. Motion carried. Motion by Blanchard to adopt Resolution #15jr, certifying a list of nine assessments of 1962 -2 has been paid. Seconded by Rustad. 5 Ayes. Motion carried. Mayor Hodges reported that the Recreation Committee is considering installing a girls' soft ball diamond North of the Village Hall. The committee is studying the possibility of installing permanent foundations under the ''arming Houses. Motion by Hodges to set the 1963- 1(Mueller Addition) Assessment Hearing for April 27, 1964 at 9:00 P.fl. Seconded by LaVaque. 5 Ayes. Motion carried. Mayor Hodges reviewed the progress on the planning of Sanitary ;Sewer; its costs, and some of the alternates. Motion by Blanchard to order the Sanitary Sewer Interceptor Mains and drainage for those areas marked on the interceptor map as A -1, A-2, B -1, B -2, B -3, C -2, D -1, D -2 and direct the Village Engineer to prepare final plans and specifications and advertise for bids for this serer project. Seconded by Hodges. 5 Ayes. Motion carried. Clerk Blanchard explained that the C -1 and C -3 areas were not in- cluded because of the indicated opposition to sanitary sewer. Motion by Blanchard to hold an informal informational meeting for the residents in the C -1, C -3 and E areas. This meeting to be held on Monday, April 20, 1964 at 8:00 P.M. the purpose to explain the costs of sanitary sewer for this area. Seconded by LaVaque. 5 Ayes. I•iotion carried. The Clerk's Office is to send post cards to residents within these areas. Mayor Hodges read thank you notes from the Minnesota Heart Assoc., and the Lake Region hockey Assoc. He referred a notice of the 4th Annual Planning Conference to Trustee LaVaque. Trustee LaVaque reported that the unsanitary house brought to his attention is being cleaned. LaVaque stated that he is investigating prices of steel buildings. Trustee Rustad reported that the B. E. Patrol is following the correct procedure in removing dead animals. Rustad stated that the building inspector is looking at structures to house the Civil Defense -3- truck. OSU Motion by Sullivan that the Village of Mounds View should partici- pate with ?`aterous Co. to sand blast and paint the two hundred water hydrants at one dollar and sixty -two cents (01.62) each upon receipt of a letter from the "aterous Co. guaranteeing the work for one year. Seconded by LaVaque. 5 Ayes. Motion carried. Sullivan stated that sections of the roads would be patched. He re- ported the Lakeside Park Commission approved the Swimming Program. It would start on June 15, 1964. The swimming program to cost *7.00 per person or 05.00 per family. Sullivan said he plans to meet with repre- sentatives of Ramsey County to get an estimate on the cost of a bituminous parking lot; and meet'with representatives of N.S.P., to determine the cost and type of lighting for Lakeside Park. Motion by Blanchard to refer the League of Municipalities liability insurance survey to the Village Insurance agents to fill out the in- formational sheets. Seconded by Sullivan. 5 Ayes. Motion carried. Motion by Sullivan to revise the health and accident insurance by increasing cost of premium and by deleting Jo Ann Monson from the plan. Mrs. Monson is to receive an increase of ';.10.00 per month in her salary to compensate for this deletion. Seconded by Rustad. 5 Ayes. Motion carried. Motion by Blanchard to approve of the Final Estimate of D. Hickey Company for 04,737.80 "ell „`2 and enter into a one year maintenance bond agreement. Seconded by Sullivan. 5 Ayes. Motion carried. Attorney Meyers stated that enlarging the drag strip could be acc- omplished only by Council approval. Motion. by Rustad to adopt resolution ,'15 providing for division of ?Water Assessments Division ;:33144 Area, Lateral, and Service; Division '3.,152 Area. Seconded by LaVanue. 5 Ayes. Notion carried. Attorney Meyers submitted a proposed Ordinance on Vacating a Premise after 1:30 A.M.; the Police Hankbook; a memo pertaining to creation of a new job classification. [Motion by Blanchard to pay bills totaling 14,600.52. Seconded by LaVaque. 5 Ayes. Motion carried. Motion by Blanchard to approve the licenses submitted(list attached.) Seconded by Sullivan. 5 Ayes. Motion carried. Motion by Blanchard to authorise the Treasurer to transfer $15,000.00 from the Water Utility Fund to the General Fund. Seconded by Sullivan. 5 Ayes. notion carried. Od004 Blanchard read correspondence from the League announcing conferences. No action taken. Read a letter from Lexington Village stating that they were asking to be removed from the Hospital District. No action taken. Blanchard reported on a request from the Sportsmen's Club to use the Village Hall. The Clerk's Office is directed to inform this organization that the Hall is not available on Tuesday, Wednesday, or Thursday even- ing. Motion by Blanchard to adjourn. Seconded by Rustad. 5 Ayes. The Clerk shall frthweith transmit a certified duplicate of this list tD the County Auditor. The motion for the adoption of the foregoing resolution was duly seconded by Member Rustad and upon a vote being taken, the following members voted in favor thereof: Donald Hodges, John L.
