HomeMy WebLinkAboutMinutes - 1964/04/27PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA 01.100Z30 The regular meeting, of the Mounds View Village Council was called to order by Mayor Hodges at 8:00 P.M., April 27, 1964 at 2401 Highway #10. Sullivan Ingram Rusted Charles LaVaque Richard Meyers Les Knutson Walter Skiba Paul Boog Motion by RodBes to approve the minutes of April 13, 1964 as pre- salted. Seconded by LaVaque. 5 Ayes. The Mayor announced that due to a delay in the mailing of legal notices the assessment hearing scheduled for this meeting would not be held until a later date. At the request of several citizens, the information regarding costs of Project 1963 -1 were read by the Engineer and several questions were answered. Motion by Hodges to reset assessment hearing for Improvement Pro- ject 1963 -1, at May 25, 1964 at 9:00 P.M. Seconded by Ruetad.5 Ayes. Mr. Blanchard reported that the N.S.S.S.D. was advertising for bids for over 50% of their system, and that bids would be opened on May 19, 1964 at 2:00 P.M. at the Mounds View Village Hall. A large delegation of residents from the Hillview area of the Village appeared, requesting information on the drainage portion of the Sanitary =Sewer rogram. A general discussion period was held for approximately 3 5 minutes during which time the Engineer, Attorney, and various Council members attempted to explain the reasons for surface water drainage. Motion by Hodges to set a special meeting in the near future to arrive at a decision, on surface water drainage, for the entire Village, with the exception of the C -1 and C -3 areas. Seconded by Sullivan. 5 Ayes. Gene Castle, 2090 Hillview Road, appeared in response to a Council request regarding the non conforming use of his welding shop and the possible danger of outdoor welding to persons nearby. He informed the Council that there actually was little danger, but would attempt to do -t- all welding indoors from now on. Co0051 Jack Sell, Justice of the Peace, tendered his resignation from that office due to the fact that he had moved from the Village. He thanked the Council for their cooperation and cautioned them to choose a suc- cessor oarefully. 'Motion by Blanchard to accept the resignation of Jack Bell as Jun. tice of the Peace. Seconded by Rusted. 5 Ayes. Motion by Sullivan that a certificate of recognition be prepared for Mr. Bell. Seconded by Blanchard. 5 Ayes. Motion by Blanchard to concur with the reccomendation of the Pollee Commission and allow special use permits for storage of vehicle under Ordinance #92: 1. Roy E. Aske, 7435 Spring Lake Rd. 1 car, from Apr.13 to Aug. 15, 1964. 2. Ken Bonin, 8380 Spring Lake Rd. 4 oars, from Apr.13 to July 13, 1964. 3. Mary Peteraon,2294 Bronson Dr. 1 car, from Apr.8 to July 8,'64. Seconded by Sullivan. 5 Ayes. The Clerk's office was directed to send a letter to James Moinicken, 7200 Knollwood Drive regarding junk vehicles and requesting owners appearance at the next regular Council meeting. The Attorney was intructed to prepare a resolution designating Pleasant View Drive as a County Road and to extend the road to North Corporate limits. This came as a joint request from Fridley, Mounds View, and Spring Lake Park councils. Motion by Rusted to delete the C -1 and C -3 areas from the Sanitary Sewer project. Seconded by Hodges. 5 Ayes. Motion by Blanchard to order the Sanitary Sewer project for the area of the Village designated as "E Seconded by LaVaque. 5 Ayes. The Attorney advised the Council that the laterals on the Sanitary Sewer must be ordered in May to meet the 6 month period after hearings were held. The Clerk's office was directed to request the County Engineer to continue furnishing legal descriptions of Village property when re- quested since the Village does not have the facilities to do so. Mayor Hodges reported that the Little League program for this year has 750 boys enrolled, with 206 ofthese from Mounds View. The Board of Directors reported that it needed $1.90 per boy to carry out their program for this year and to erase last year's deficit. 'he Clerk's office was instructed to notify Mr. Bob Tompkin that tillage could not exceed the budget allowance of $250.00 for this program this year, but will raise the amount budgeted for the year 1965 program to a per capita baeia;further, that a request for this year's -3 Ot.10052 funds be returned to this Village so that payment could be made. Mr.LeVaqud read the minutes of tLe Planning Commission meeting. (On file) Mr. Sullivan reported on the Lakeside Park program, and stated that Mr. James Johnson has not attended any meetings since his appointment. After some discussion, Motion was made by Sullivan to remove Mr. Johnson from his Position on the Lakeside Park Commission and to appoint Mrs. Florence Peterson, 2277 Knoll Drive, to fill Mr. Johnson's unexpire'' term. Seconded by LaVaque. 5 Ayes. The Clerk's office is to notify Mr. Johnson of the Council action. Mr. Sullivan reported that if legally possible, the Spring Lake Park Jaycees would operate a soft drink and popcorn concession stand at Lakeside this summer. Motion by Rusted to have the Civil Defense conduct an Auto Saf Check program, with the Village to pay expenses incurred from the Gen- eral Fund. Seconded by Blanchard. 5 Ayes. The problem of issuing burning permits was referred to the Police Commission to contact the Spring Lake Park Fire Department and come up with a workable solution. Motion by Rusted to concur with the Building Inspector's recommenda- tion and allow variance at 7927 Eastwood Road. Variance allows 6 foot side yard set back. Seconded by Sullivan. 5 Ayes. Motion by LaVaque to concur with the Building Inspector's recommend ation and allow variance at 5386 Quincy Street. Variance allows 8 foot side yard set back. Seconded by Blanchard. 5 Ayes. Motion by Rusted to concur with the Building Inspector's recommend- ation and allow variance at 5053 Rainbow Lane. Variance allows 4 foot clearance between buildings. Seconded by LaVaque. 5 Ayes. Mr. Skiba requested Council opinion on a shallow well for gardening and lawn Dare. The Council stated that they felt a permit was not required as long as the water was not for human consumption. Mr. Knutson presented: 1. Copies of the proposed sewer ordinances for Council study. 2. Possibility of designation of Edgewood Drive as a State Aid Road as the Village has 47/100 of a mile not designated. 3. Office copies of Schedule A -B -C Sanitary Sewer plans. A bill for vent work on the Municipal Building from Sassco Co. is to be paid and back charged against contractor, advised the Attorney. 0J0053 The Attorney presented a proposed ordinance repealing Ordinance #100 and returning plumbing inspection to full time employees. Motion by Sullivan to adopt Ordinance #112. Seconded by LaVaque. 5 Ayes. The Attorney presented the revised Dance Hall Ordinance for study. Motion by Blanchard to pay bills totaling $3471.34. Seconded by Hodges. 5 Ayes. Motion by Blanchard to issue licenses to Roto Rooter Service and to Coon Rapids Cesspool. Seconded by Sullivan. 5 Ayes. Motion by Blanchard to accept the resignation of Jo Ann Monson as clerk- typist, effective May 1, 1964. Seconded by Sullivan. 5 Ayes. Motion by Blanchard to hire Joanne LaCasse as clerk typist at an hourly rate of $1.75 per hour. Seconded by Hodges. 5 Ayes. Motion by Blanchard to authorize change in policy regarding the Village Safe Deposit Box, from present system to designation of Mayor, Treasurer, and Administrative Deputy Clerk, without using names. Seconded by Hodges. 5 Ayes. Motion by Blanchard to invest funds of $65,000.00 in Certificate of Deposit at the First State Bank of New Brighton. Seconded by Hodges. 5 Ayes. Motion by LaVaque to adjourn. Seconded by Blanchard. 5 Ayes. Meeting adjourned at 11:30 P.M.
