HomeMy WebLinkAboutMinutes - 1964/05/25PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA The regular meeting of the Mounds View Village Council was called to order by Mayor Hodges at 8:00 P.M., May 25, 1964 at 2401 Highway 10. Seconded by La Vaque. 5 Ayes Motion by La Vaque to approve minutes of special meeting May 18, 1964 as presented. Seconded by Sullivan. 5 Ayes RESIDENTS REQUESTS AND COMMENTS: A letter from Blaine Farms, Inc. operator of the race track and daegstrip on County Road J and Highway 8 requested permission to extend the treated portion of the dragstrip approximately 1000 feet into the Village as a safety measure and not for racing. The Clerk's Office was directed to write to the above company approving this extension as long as no racing is done or con- templated on this portion and it is used for a safety lane only. (letter on file) Mrs, Lietz of 7092 Pleasant View Drive requested permission to remove three trees from the right of way for the future extension of Woodale Drive so she can use this as an entry to her property. The Engineer will check on the location of the right of way and report at the next regular meeting. Mrs. Lietz further requested the removal or relocation of the street sign at the intersection of Woodale and Pleasant View Drive to make access to this right of way feasable. Mx. Skiba was directed to remove this sign and relocate it at a better position. A letter requesting permission to remove certain trees for better visual access to the station at Long Lake Road and Highway 10 was referred to Mr. Rustad for action. A request from Explorer Post 400 from the Pinewood School to have a car wash at the Village Hall on June 6 from 10 A.M. to 5 P.M, was approved. A notice of a hearing to remove a private covenent from the land across Edgewood from the Village Hall on May 27 was noted. 7� -2- Mr. Charles Larson appeared requesting of land on Highway 10, South of Groveland Road The Engineer was instructed to prepare for the extension of Fairchild South from Highwa Road I, with a 66 foot right of way. O 0060 rezoning of a parcel for 4- four- plexes. easements required y 10 to County Motion by La Vaque to set a public hearing on the rezoning of Lot 89, Auditors Subdivision 89 from R -1A to R -3 on June 22, 1964 at 9:00 P.M. Seconded by Sullivan. 5 Ayes. Mr. Ronald Smith presented a letter petitioning the Council for the extension of Sherwood Drive from Edgewood to 1321.56 feet east and the Construction of Johnson Drive, both in Johnson Terrace. Motion by Blanchard to set public hearing for road improvement project (lisl:ed above) 19641 on June 22, 1964 at 9:30 P.M. Seconded by Hodges. 5 Ayes. Motion by Blanchard to authorize engineer to prepare preliminary report on road improvement project 1964 -1. Seconded by La Vaque. 5 Ayes. The Mayor opened the assessment hearing on Water and Street Improvement Project 1963 -1. The Clerk read the published and mailed legal notice6 The Engineer presented the history of the project and the location of the roiect and then presented the itemized costs of the project. (Mueller Addition on file) The Mayor asked for statements or questions from interested persons. Mr. Midell Lundquist 2750 County Boad H -2 stated that he preferred not to have the assessment levied immediately as he may sell in a short time and the assessment would confuse the sale. There was no further statements and no objectors to the assessment. Motion by Sullivan to adjourn hearing until July 20, 1964 at 8:30 P.M. Seconded by Rustad. 5 Ayes. The Attorney was instructed to attempt to obtain the necessary easements for the Pinewood- Terrace drainage ditch at no cost. Mr. Sullivan suggested that the County could do the con- struction for the above project. Mr. Rustad stated that the County started pumping into Spring Lake on May 22, 1964 and would cont_nue until the proper lake level was reached. Mr. Charles Jackson, Civil Defense Director, presented estimates on a suitable garage for Civil Defense use for Council study and suggested the Council investigate the possible use of matching funds for the purpose, using a basement as a bomb shelter area. A meeting will be held on June 15 at 7:15 P.M. to further investigate the above proposal. (regular agenda meeting) The Civil Defense will conduct a vehicle safety check on the 10th and llth of June on Quincy Street in front of Pinewood School. Motion by Blanchard to concur with the building inspectorc recommendation and allow a variance at 5364 Clifton for side yard set back. Variance will allow 4 feet set back on side yard. Seconded by Rustad. 5 Ayes. -3- O OGG1 The Engineer presented a certificate of survey of a parcel of land donated to the Village for park purposes by Mr. Newton of 8319 Groveland Road. The Clerk's Office was directed to notify Mr. Newton that the Council does approve of his proposed lot split on the remaining portion of land and would act favorably upon such a request when presented. The Attorney will prepare the necessary legal papers to convey the park land to the Village. The Attorney reported that the Minnesota Water Pollution Control Commission has denied the request of Chies Brothers to operate a dump and have so informed the New Brighton Village Council (copy of letter from Commission on file.) Resolution 162. establishing Edgewood Drive from County Road H to County Road H -2 as a Minnesota State Aid road was moved for adoption by Blanchard and Seconded by Rustad. 5 Ayes. Mr. Skiba was instructed to place posts around the S.E. cornor of Spring Lake to hlep eliminate the motor boat problem. Motion by Sullivan to appoint Mr. Samuel B. Fried as Justice of Peace to fill the unexpired term of John Bell. Said term expires December 31, 1964. Seconded by Rustad. 5 Ayes. The Clerk administered the oath of office to Mr. Fried. Motion by Blanchard to approve licenses. (list attached) Seconded by La Vaque. Motion by Blanchard to pay bills submitted totaling 0,51Q119 Seconded by Rustad. 5 Antes. The Village Office will be open May 29 and July 3 on a limited basis with one employee in attendance. The employee who works either day will receive compensatory time. Mr. Hodges read the resignation from the Planning Commission of Mr. Bob Goff. Motion by Blanchard to accept the resignation and to have the Clerk's Office write a letter of appreciation for services rendered. Seconded by Sullivan. 5 Ayes. The Mayor then read a letter of resignation from Trustee John L. Sullivan. Motion by La Vaque to accept this resignation with the regret of the entire council. Seconded by Blanchard.
