PROCEEDINGS OF THE VILLAGE COUNCIL
VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
The regular meeting of the Mounds View Village Council was
called to order by Mayor Hodges at 8:00 P.M., June 8, 1964 at
2401 Highway 10.

Motion by Rustad to accept minutes of May 25, 1964 as presented.
Seconded by La Vaque. 4 Ayes.
Mr. Win Peterson, who owns property at the intersection of
Highway 8 and Highway 10 requested signatures for the Village on
a condemnation check received from the Highway Department. He presented
a receipt showing that the assessments were paid.
Motion by La Vaque to authorize the Mayor and Clerk to endorse
a condemnation check for Mr. Win Peterson. Seconded by Rustad. 4 Ayes
Motion by Blanchard to set a Public Hearing on June 22, 1964
P.M. to rezone the front portion of Gilbertson property on
10, Lot 59, Auditors Subdivision 89, Ramsey County to
the remainder of the property to R -3 as described in legal
at the request of Charles Larson, developer. Seconded by
4 Ayes.
Motion by Rustad to set Public Hearing on June 22, 1964
at 9: 15 P.M. to rezone the Lambert Property (North of Village Hall)
The NW of the NIAN of Sec. 8, T. 30, R. 23 except the S. 15 acres
thereof, except the W. 388.5 feet thereof and except the E. 541.96
feet of the W. 930.46 feet of the N. 321.5 feet thereof. Subject
to County Road I from R -1A to R -3 at the request of the developer
Charles Larson. Seconded by La Vaque. 4 Ayes.
Motion by Rustad to set a Public Hearing on July 6, 1964
at 7:30 P.M. to rezone the Toner property(South of Pinewood Club)
The E. Wi of the NE of Section 8, Township 30, Range 23, except
the N.8 acres thereof and except the E. 400 feet of the S. 400 feet
thereof, from 8 -1 to B -3 with a special use permit for trailer park
as requested by Charles Larson, Developer. Seconded by La Vaque. 4 Ayes.
Motion by Rustad to change the location of voting place in
Precinct 1 from Messiah Lutheran Church to Edgewood Jr. High School.
Seconded by Blanchard. 4 Ayes.

A letter from the Glisan Realty petitioning for water and
street improvement on Fourth Street was received and filed.
Motion by Blanchard to order prel plans fr
Engineer (COmatoc and Davis) for Water and Street Improvement on
4th Street from Woodcrest to Woodale; Woodcrest from 4th Street to
Irondale; Quincy from Hillview approximately ;1321 feet North
Seconded by La Vaque. 4 Ayes.
Motion by Blanchard to set Public Hearing on July 27, 1964
at 9:00 P.M. on above listed street and water improvements.
Seconded by Rustad. 4 Ayes.
Motion by Hodges to appoint Rustad as acting Mayor.
Seconded by La Vaque. 4 Ayes.
Motion by Hodges to make the following appointments.
1. LaVaque to Water Department
2. Rustad to Roads
3. Blanchard to Lakeside Park
Seconded by Blanchard. 4 Ayes.
The B E Patrol report for May was. read and filed.
The Police Department report for the month of May was
read and filed.
Mr. Rustad reported that the County was patching the Village
roads at the present time.
A request for speed signs and more intensive traffic patrolling
was referred to the Police Commission.
Charles Jackson, Civil Defense Director, reported that a
meeting with the Council regarding matching funds will be held on
the 15th of June.
Motion by Blanchard to concur with the Building Inspectors
recommendation and allow a variance as requested for Mr. Ed. Dropps
at 7950 Fairchild Avenue (Approximate address firt house South
of Porters) Variance allows 8' side yard setback.
Seconded by Hodges. 4 Ayes.
The Engineer returned the plans for a Clark Service Station
at County Road H -2 and Highway 10, to the Council and it was
referred to the Planning Commission;
The Engineer presented the Council with the preliminary
report for the Johnson Terrace street improvement for study.

The Attorney advised the Council that the financing of small
projects in newly platted areas should be guaranteed by the developers
to save the strain on the Village budget.
The Attorney reported that ground breaking ceremonies
for the new Centennial State Bank at Lexington would be held on
June 15, 1964 at 7:15 P.M.

Motion by Blanchard to pay bills submitted totaling
$21,325.84. Seconded by La Vague. 4 Ayes.

A letter: from the Ramsey County Engineer regarding proposal
by the County to complete Silver Lake Road within the Village
was referred to the Engineer.
Motion by Blanchard to concur with the Building Inspectors
recommendation and allow a variance for Mr. I.D. Evans 2292 Lois Dr,
as requested. Variance allows garage to be within 4 feet of house
if f irewall construction is used. Seconded by Rusted. 4 Ayes.
Motion by Blanchard to adjourn. Seconded by La Vague.
4 Ayes.
