Double Bungalow Present Were: Mayor: Clerk: Trustee: PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEPJ RAMSEY COUNTY, MINNESOTA Gi00 73 Pursuant to due call and notice thereof a Special Meeting of the Village Council was called to order at 7:30 P.M., July 6, 1964 at the Village Hall 2401 Highway 10 by Mayor Donald Hodges. Boog Engineer: Sheldon Boehm Attorney: Richard Meyers Mayor Hodges opened the Public Hearing on Rezoning: Clerk Blanchard stated that notices were mailed to all apparent owners of the property within a radius of 250 feet of the property to be rezoned and that the notice was published in the New Brighton Bulletin. The Clerk read the legal notice: "Except the West 150 feet thereof, the East quarter of the NorthEast quarter of Section 8, Township #30 Rnage 23, except the North 8 acres thereof and except the East 400 feet of the South 400 feet to be rezoned from B -1 to B -3 for the purpose of establishing a trailer park. The Mayor explained the reason for the request and asked if anyone wished to speak for the rezoning. Mr. Samuel D. Finkelstein, Attorney, representing the parties requesting the rezoning, stated that this land was largely low, marshy marginal land unsuited for residentail buildings. The lack of access makes this land undersirable for commercial enterprises. The tax revenue would increase from the present $600.00 per year to an estimated $44,445.00. He presented a .chart showing the annual tax distribution form the proposed 178 mobile homes and 14 double bungalows payable to the taxing units. Trustee Charles La Vaque read the tax summary from the New Brighton Trailer Parks. Mayor Hodges asked to hear from those opposed to this rezoning. Mr. Jack Bell, Attorney, representing residents who opposed this action submitted a petition with 105 names requesting the application to rezone be not allowed, Mr. Bell stated that it would be unwise to change the zoning because the Village has a good comprehensive zoning plan in operation and that a better use of the land could be made by other methods. The 153 foot strip on Raymond Ave. is to be rezoned to R -2. 2. That the building permits are purchased and construction commenced on the double bungalows '.'ithin 53 days after rezoning to -2. 3. That a mutually agreeable special use permit is prepared prior to the final rezoning to B -3. 4. That the applicants will not attack the validity of the conditional rezoning hereby made. s.
