Motion by Rustad to approve minutes of July 6, 1964 as presented. Seconded by La Vaque. 5 Ayes. Motion by Rustad to grant extension of permit for junk vehicle parked at 2294 Bronson Drive. Seconded by La Vaque. 5 Ayes. The Council gave informal approval to Mr. A. Berkeland's request for a subdivison allowing 832 front footage on his lot adjacent to Johnson Terrace. Mr. William Bobendrier requested the Council to grant him the special use permit for a trailer park at Hillview Road and Highway 8. He was advised by the Village Attorney that before the permit could be granted all conditions of the ordinance must be met. Mr. J. Clobes appeared before the Council with an informal complaint about a neighbor raising chickens, ducks, etc. He presented a copy of a letter from his doctor stating the allergies of his children and this letter and complaint were referred to Mr. La Vaque. for investigation and recommendation. Motion by Blanchard to approve revised preliminary plot plan for Parkview Addition. (C.Larson Developer) Seconded by Rustad. 5 Ames. The Attorney was instructed to prepare a revision to the Building Code abolishing the contractors bond and requiring a certificate of insurance including liability coverage. The Clerks Office will notify contracts of the above action. The Council advised the Clerk's Office that the requirement Df seperate licenses for Plumbing and Heating contractors will remain as it is. The Mayor announced that a special meeting would be held on Tuesday, July 14, 1964 at 8:00 F.M. for the opening of the bond bids. C 00A Mr. Rustad reported on the following: 1. B and E report for June, 1964 (Copy on file) 2. Police Report for June, 1964 (Copy on file) 3. A letter commending Chief Grabowski for service to a motorist in trouble. The Clerk's Office was instructed to prepare a letter of commendation for Mr. Grabowski' "s ersonal file and to send another letter to Mrs. Lang (the motorist) thanking her for calling our attention to this action by the Chief. Motion by Hodges to appoint Arthur Schott as head of the Road and Bridge Department. Seconded by La Vaque. 5 Ayes. The Water Department report for June awas read and filed. Motion by LaVaque that before any pumping of residents basements is undertaken by the Village a written agreement by the Village and the property owner must be made stating that if the flooding is not due to Village negligence or fault, the owner must pay for the pumping. Seconded by Hodges. 5 Ayes. Clerk's Office and Attorney to prepare necessary agreement mentioned above. The minutes of a special meeting of the Planning Commission regarding the proposed Mobile Home Court on Highway 8 and County Road H -2 was read and filed. Motion by Blanchard to concur with the Building Inspectors recommendation and allow a secondary building for tool storage at 2712 Sherwood Road. Seconded by Schott. 5 Ayes. The matter of a contractor placing a future Sanitary Sewer line with a water line in a trench was discussed and Mr. Skiba was instructed to make the inspection and hook -up of the water and to notify the contractor that the sewer line would never be usable as it is too close to the water line. The Engineer was instructed to notify the public works department when N.S.P. and N.W. Bell Telephone were going to do any construction involving Village streets or water lines so the water department will be able to check back for leaking or broken lines, etc. The Engineer presented 1. Freliminary report 2. Preliminary report Water Extension. 3. Progress report on the following: on Quincy Road and water extension. on Fourth Street and Woodcrest Road Sanitary Sewer Bids. Motion by Rustad that the Council will require all developers to abide by the terms of the subdivison regulations in regards to all future services such as roads, sewers, and water. Seconded by La Vaque 5 Ayes. Motion by Blanchard to concur with the Engineers recommendation and award the contracts for Schedule P and r, of the Sanitary Sewer Project 1964 to Orfei and Sons, Inc. and to authorize the Mayor and Clerk to execute same together with the addendum to the basic contract prepared by the Village Attorney. Seconded by Schott. 5 Ayes. -3- Ou UO'1'7 The Attorney was instructed to prepare a letter and agreement from the Village to Minnesota Industrial Parks Inc. regarding use of the Mounds View Sewer System. (Letter on file) An Agenda meeting will be held on August 3:3 at 6:30 P.M. to disuss the proposed sewer ordinance. A list of assessment charges and resolutions covering them was presented by the Attorney. Motion by Rustad to adopt Resolution 165 regarding the following: Lot and Area Improvement 1960 -1 and 1960 -2 MA 35 Division 33447 MA 34 Division 33447 Area Water Improvement 1960 -1 and 1960 MA 34 Division 33448 Laterial Water Improvement 1961 MA 41 Division 33448 The above motion was seconded by Hodges. 5 Ayes. Motion by Blanchard to pay bills submitted totaling $53,162.58. Seconded by Rustad. 5 Ayes. Motion by Blanchard to approve licenses. (list attached) Seconded by Rusted. 5 Ayes. Motion by Rustad to enter into a coop agreement with the Highway Department as submitted by the Department of Highways on July 10, 1964. Seconded by Blanchard. 5 Ayes. Motion by Schott to adopt Resolution 166 entitled For Payment by the State for the State's share of the cost of the realignment of Judicial Ditch 1 which crossed Truck Highway 8 within'the corporate Village limits, and to authorize the Mayor and Clerk to sign the above agreement.
