VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
The regular meeting of the Mounds View Village Council was
called to order by Mayor Hodges at 8:00 P.M., July 27, 1964 at
2401 Highway 10.

Motion by Rustad to approve minutes of July 13 as presented.
Seconded by La Vaque. 5 Ayes.
Motion by La Vaque to approve minutes of July 14 as presented.
Seconded by Schott. 5 Ayes.
Mr. George Gustafson appeared requesting a subdivison.
Motion by Rusted to allow subdivision of C. J. Staffords land at
8466 Eastwood Road, subject to completion of proper forms and payment
of fees. (plot plan on file) Seconded by Schott. 4 Ayes. La Vaque Naye.
At 8:30 P.M. the Mayor re-opened the assessment hearing for
the water and street improvement project 1963 -1, recessed from
May 25, 1964.
Motion by La Vaque to adopt the assessment role as prepared
for Water and Street Improvement Project 1963 1. (Assessment 44,
45, 46) Seconded by Rustad. 5 Ayes.
Mr. Samuel Fried requested a subdivison

Motion by La Vaque to grant subdivison

The Mayor directed the Clerks Office to set an informal
meeting with residents along the proposed Silver Lake Road extension
to determine if they feel the need for water and /or sewer services
in the next four years, due to the counties order regarding open
cutting of new county roads.
The Pinewood-Terrace Drive drainage problem was again
referred to the Engineer for a possible alternate drainage method since
tae Attorney was unable to obtain the necessary easements.
Motion by Hodges to allow Oriei and Sons, Inc. to store their
construction equipment and machinery n' =-r pump house 2 during the
period of Sanitary Sewer Construction. S ni•-d by Schott. 5 Ayes.

The Mayor opened the Public Hearing on the Water and Street
Improvement at 9:00 P.M. The Clerk read the published legal and mailed
notices of hearings for the Quincy Street Etension and for the
Woodcrest and 4th Street extension.
The Mayor asked if anyone was present regardhg the Quincy
Street Extension and there were no answers.
Upon advise from the Attorney:
Motion by Rustad to continue the hearing on this project until
August 24, 1964 at 9:00 P.M. and to have the Clerks Office notify by
mail all affected property owners urging their presence at this
hearing. Seconded by La Vaque. 5 Ayes.
The matter of the extension of Woodcrest and4th Street was
discussed by the Council and those present.
The Mayor called for objectors to the proposal and they are
as follows:
Mr. Hubert Bona 5155 4th Street objects to the proposed method
f assessing cost and does not need the road. (not concerned with water)
There being no further objectors the Mayor closed the hearing.
Motion by Rustad to order the improvement: Water and Street
Improvement on Woodcrest Drive from Irondale to 4th Street and 4th Street
from Woodcrest to Woodale Drive. Seconded by La Vaque. 5 Ayes.
Motion by Blanchard to order final plans and specs and
advertise for bids on above project. Bid opening to be August 24, 1964
at 8:00 P.M. Seconded by Hodges. 5 Ayes.
The Clerk's Office was instructed to notify by mail Mr. Glisan
nd Mr. Eigenheer of the above action.
Motion by La Vaque to set a charge of $2.00 per seal to replace
broken seals on water meters after the first replacement.

The minutes of the Planning Commission meeting were read
and filed.
Mr. Schott reported that the County road crew had used 392
tons of hot mix at 27 locations in the Village to patch holes.
The Attorney was directed to prepare amendments to the
Trailer Park Ordinance providing for permit fees and a heavier patio

The Engineer reported the following:
1. Presented the preliminary report on water service extension
`n Lakeside Park.
2. A report for the informal meeting regarding Silver Lake Road.
3. A report on comparable costs for sewer maintenance building
.icing concrete blocks for construction and stool building.
4. A preliminary report on the Sanitary Sewer Lateral Services.
The Engineer was instructed to prepare an estimate of cost
-+f cleaning the Judicial Ditch from Highway 8 to Rice Creek.

The Clerk's Office will prepare a new schedule of procedure
for sub divison of property.
Motion by Blanchard to authorize the Attorney to obtain
court approval to realign Judicial Ditch 1. Seconded by Rustad.
5 Ayes.
Motion by Blanchard to adopt Ordinance 114 rezoning the
Eastman property for a ballroom. Seconded by La Vaque. 5 Ayes.
Motion by Blanchard to adopt Ordinance 115 amending
Ordinance 15 Building Code Ordinance. Seconded by Schott. 5 Ayes.
A sewer disposal agreement was presented.
Motion by La Vaque that the agreement be approved and that the
Mayor and Clerk be authorized to sign said agreement.

Motion by Hodges to adopt Resolution 168. (Re: Dahlberg Plot)
Seconded by Schott. 5 Ayes.
Motion by Blanchard to pay bills totaling $20,990.56.
Seconded by Hodges. 5 Ayes.
Motion by Blanchard to approve licenses. Seconded by Schott.
5 Ayes.
Motion by Rustad to adjourn. Seconded by Blanchard.

conveyed or replatted and are described according to the attached
list, said list made a part herein.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL
Of Mounds View, that the assessments for Lateral Water Service Water approve
against the heretofore mentioned properties be correctly certified 1 60 -3
to the Auditor of Ramsey County for further collection in the
amount stated on the attached list, said list made a part herein.
