Blanchard Charles La Vaque Ingram Rustad Arthur Schott Eldon Comstock Richard Meyers Walter Skiba The Mayor called three times for further bids for street and water project 1964 -1 and then announced the bidding closed. Bids were opened by the Clerk and read by the Engineer as follows: Planholder Bid Bond Lump Sum Bid Comp. Days The Mayor asked if any bids submitted were not read and there were none. Motion by Blanchard to refer the bids to the Engineer for tabulation and recommendation. Seconded by La Vaque. 5 Ayes. The Engineer presented the revised estimate for the above project for council study. (Copy on file) Motion by La Vaque to accept minutes of August 10, 1964 as presented. Seconded by Schott. 5 Ayes. Motion by request of property owner to set public hearing for the rezoning of Lots 78, 79 and 80 of the S.E. 4 of Section 6, Township 30 Range 23 Hillview Addition from R -2 to B• -3. Hearing to be held at 9:00 P.M., September 14, 1964 at the regular Council Meeting. Seconded by La Vaque. 5 Ayes. Motion by Blanchard to concur with the Building Inspectors •ecommendation and allow variance as requested by S and W construction. Phis is to allow a 5 foot side yard set back at the West 85 feet of Lot 96, Spring Lake Park Hillview Addition. Seconded by Rusted. 5 Ayes. -2 Mr. J. Dolphy, operator of Mounds View D X on Highway 10 appeared regarding juck vehicles at his place of business. At the request of the Council Mr, Dolphy agreed to remove these vehicles C00091 and fence in his rear yard. The matter of a billboard on Highway 8 and Hillview Road was referred to the Building Inspector. A request for appropriate speed and thru stop signs at Irondale and Woodcrest Drive was referred to Mr. Skiba for installation. The Mayor reported that the peat fire was still burning in some spots, but the 4,000,000 gallons of Village water dumped onto the worst area seems to have done the job in that area. A meeting between the Mayor and the Fire Chief regarding the remaining fire will be held within the next few days. The minutes of the Police Commission Meeting of August 20, 1964 were read and filed. Motion by Rustad to concur with the Police Commissions recommendation and place the Police Department under a Civil Service system. Further to adopt the Civil Service Ordinance 117. Seconded by Blanchard. 5 Ayes. Motion by Rustad to concur with the Police Commissions recommendation and advertise for bids for a new Police car. (Specs approved and on file at office.) Bids will close October 12, 1964 at 8:00 P.M. Seconded by La Vaque. 5 Ayes. The B and E Report for July was read and filed. Motion by Blanchard to allow N.S.P. Gas Company to open cut Hillview Road for the installation of gas service to the North side of the street. Seconded by Schott. 5 Ayes. The Clerks Office was instructed to send letters to both Minneapolis and St. Paul Bell Telephone Company Offices stating that when open cuts are made in Village Streets for any reason the street must be repaired immediately and before this crew leaves the Village they must check with the Supt. of Public Works so that he will be able to determine if work is satisfactory and properly assess blame if it is not. The Mayor reopened the Public Hearing recessed on Hillview Quincy Project at 9:00 P.M. After considerable discussion the Mayor asked for objectors to the improvement and there were none. Motion by Blanchard to order the improvement. Seconded by Hodce;. 5 Ayes. Motion by Blanchard to order final plans and specs from the Engineer for this project. Seconded by La Vaque. 5 Ayes. Mr. Bobendrier represented the owners of the Trailer Park and Mr. Babinski and Mr. Julkowski of the Moon Corporation were present at this meeting. The Mayor declared the hearing closed. Mr. Bobendrier then stated that he does object to the proposal if the proposed trailer park will be assessed for it. C ;tlG3: Mr. Charles Jackson, Civil Defense Director, stated that the Civil Defense Department feels they should not expend further money on the rescue truck until a heated garage is available for their use. Mr. Rusted will investigate the possibility of renting a garage until the new maintenance garage is constructed. The Engineer reported that the Chies Company was the low bid and recommend acceptance. Motion by La Vaque to accept the bid of Chies Brothers in the amount. of $4,105.71 for Water and Street Improvement Project 1964 -1. Seconded by Rusted. 5 Ayes. Change Order 1 to McCrossan Contract was presented by the Engineer. Motion by Hodges to authorize the Mayor and Clerk to execute the Change order and instruct the Engineer not to allow the contractor to do any of this work until the executed agreement from the Highway Department is in the Village files. Seconded by Schott. 5 Ayes. Motion by Blanchard to approve the agreement with the Village of Shoreview for Judicial Ditch cleaning and to authorize the Mayor and Clerk to execute the same. Seconded by La Vaque. 5 Ayes. The Attorney presented a Resolution regarding the extension of Water and Sewer services on proposed Silver Lake Road. Motion by Rusted to adopt Resolution} #'_17O Seconded by Schott. 5 Ayes. Motion by Blanchard to pay bills totaling $3,255.20. Seconded by Hodges. 5 Ayes. Motion by Blanchard to approve licenses. (List Attached) Seconded by La Vaque. 5 Ayes. Motion by Hodges to refund dog license fee to Arnold Freese 244 Pinewood Drive as dog has died before license was actually due. seconded by Rusted. 5 Ayes. At the direction of the Council, Mr. Skiba will work closely i'.ntil further notice, with the sewer contractors, investigating and attempting to satisfy all complaints and acting as a public relations man, in regards to the projects as well as acting as an unofficial for the Village. During this time Mr. Johnson will be in charge of the Water Department Duties. The Council decided that water used by the sewer contractors 'tll be charged for by the truck load. Mr. Blanchard is to advertise for a clerk typist for the Village Office. Seconded by Hodges. 5 Ayes. ,This is to be a new position.) Motion by Blanchard that the cost of a water extension at '_:elide Park will be divided equally between the Lakeside Park Commission .nd the Village of Spring Lake Park and the Village of Mounds View. Seconded by La Vaque. 5 Ayes. G.;(JG:33 Motion by Blanchard to order final plans and specs for the Lakeside Park Water extension project from the Engineer. Seconded by Rusted. 5 Ayes. The Clerk reported the following: 1. Letter from Spring Lake Park Plumbing and Heating Inspector. (Council feels no action necessary at this time.) 2. A letter to Mounds View Citizens regarding sewer projects. 3. Addendum to basic contract with McCrossan executed and filed in the Village Office. 4. Tax Receipt of 85,922.61 5. Copies of letters from E. A. Monick County Auditor and to County Engineer Dean Anklan regarding Village requesting for Service Road along 35W. 6. Copies of a letter from Eugene A. Monick to County Engineer regarding County approval of Sewer projects. 7. Copy of a letter from Minnesota Water Pollution Control Commission to Minnesota Industrial Parks denying the permit for trailer park. 8. 167 tardy accounts for water. Motion by La Vaque to adjourn.
