Boog Mayor: Clerk: Trustee: Trustee: Turstee: The regular meeting of the Mounds View Village Council was called to order by Mayor Hodges at 8:00 P.M., September 14, 1964 at 2401 Highway 10. Donald C. Motion by Schott to accept the minutes of September 1, 1964 as presented. Seconded by Rustad. 5 Ayes. Motion Carried. Mayor Hodges recognized Mr. Le:: Knutson, Engineer, and Mr. Charles Walton, developer. They presented a _�:c est to the Council for the temporary use of the Mounds View Sanitary Sewer Interceptor lines for waste disposal for an area located at the S.E. Corner of Blaine. This area, appro::imately 200 acres, will be severed from the Village of Blaine by new Highway construction. Mr. Walton stated that the owners agree ;:o met Mounds View Village's requirements regarding the maintenance, repair, and posting of necessary bonds to cover these items. The use of this system would be until such time as is indicated by exceeding the flow capacity of the trunk sewer, or by the direction of the Village Council, or by North Suburban Sanitary Sewer District Action. Motion by Rustad to approve the request to connect to the Mounds View Village Sanitary Sewer Interceptor System subject to the approval of the NSSSD. Seconded by Hodges. 5 Ayes. Motion Carried. Motion by Blanchard to allow Mr,. Marvin Friedlund a variance to build on a 33' frontage and divide his lot on completion of proper applications. Seconded by Rustad. 5 Ayes. Motion Carried. Mr. D. Dahl and Bobendrier, owners of the Colonial Village, Inc. Mobile Home Park North of Hillview Road, reported the receipt of approval of their plans from the State Health Dept. They requested permission to begin construction and submitted a letter of approval from the Department of Health. They submitted plans for their community building together with the plot layout for the Mobile Home Park. Motion by Blanchard to authorize the Attorney to prepare the final special use permit for the Colonial Village, Inc. and refer plans to the Building Inspector. Seconcae"' by Schott. 5 Ayes. Motion Carried. Mr. E. Ramacker, Manager a Ballroom, stated the 0u009 temporary sewer permit was being held up by the State Health Dept. Mr. Ramacker requested the Council to do something. Matter ref to attorney. Motion by Hodges to approve subdivizion of Lot 121 es Hillview Addition, located at Sherwood and Red Oak Drive submitted by Mrs. Harstad on completion of proper application. Seconded by Schott. 5 Ayes. Motion Carried. Mayor Hodges reported that the warming houses are painted and that gas has been installed into the warming houses. After discussing the reasons for hydrants on the Village Parks for flooding rinks, Mr. Hodges moved to request preliminary plans for hydrants on Lambert and Hillview Parks from the Engineer, Seconded by Rustad. 5 Ayes. Motion Carried. The monthly report of the Police Department was read by Rustad. A request for a four way stop sign at Quincy and Terrace was read and referred to the Chief of Police. The Dog Catchers report for August was read by Rustad. The request by the Civil Defense for a place to store their truck was discussed by Rustad. He stated that no site was available at this time. Mr. La Vaque reported 115 deliquent accounts at this time. He discussed the progress of the drainage and sewer construction. On suggestion by La Vaque the Mayor referred to the Engineer the problem of the open end of cement culverts at street corners. Some children were observed playinj in these drainage culverts. Mr. Schott reported he is investigating the condition of the Village roads. He stated that the County would soon be notified as to what roads are to be repaired. Mr. Jackson, Civil Defense Director, reported that a benefit dance will be held for the family of Mr. Petro who recently died of cancer. The Dance will be held October 17, 1964 at 8:00 P.M. in the New Brighton Village Hall. Mr, Jackson stated the Civil Defense truck was taken to the State Training Center in Arden Hills to assist the Fire Department. for the Engineer, Shelly Boehm, reported that alternate proposals gas engine at Tlell House 2 are being studied by the installer and himself. They will try to eliminate the present hydralic system. The Engineer submitted the final plans for water extension to Lakeside Park Ballfield and the final plans for the extension of Quincy Street North of Hillview Road. Motion by Rustad to accept the final plans for the extension of Quincy, Mater and Street Improvement Project 1964-2 and authorize the Clerk to advertise for bids to open October 5, 1964 at 6:30 P.M. Mayor Hodges opened the Public Hearing on vacation of North half of Woodcrest Drive between fourth street and Edgewood Dr. Motion by La Vaque to grant !.r. Borwyn Christensen an interior lot North of his present houo and South of the proposed walk through. Seconded by Rustad. 5 Ayes. Motion Carried. -3- (L (J G99 Mayor Hodges asked for any objections in easements. The Attorney explained what changes would be made. None appeared. Hearing closed by Mayor. Motion by Schott to vacate the North 30 feet of the South 774.43 feet of the East of the Southwest '4 of the Southwest of Section 8, Township 30, Range 23. Seconded by Blanchard. 5 Ayes. Motion Carried. 9:15 P.M. Mayor Hodges opened the Public Hearing on rezoning lot 78,79, and 80, Spring Lake Park Hillview Addition, from R -3 to B -3. This property is located generally in the vicinity of Highway 10 and County Road I owned by Ole Bacon. Mayor Hodges asked for objectors after Mrs. E. Bacon explained the reasons for this request. Objectors Address Reason Emma Kuszler 7800 Eastwood Drive too close Warren Pabst 7745 Eastwood Drive no specific business Mr. Block 7854 Eastwood Drive opposed Mr. Cunningham: 7715 Eastwood Drive need definite answer Mayor Hodges called for further "objectors, none appeared. Mayor closed the hearing. Motion by Rustad to deny the rezoning because of the number of objectors and also the fact that no definite or specific business was requested. Seconded by La Vaque. 5 Ayes. Motion carried. 9:55 P.M. Mayor Hodges opened the Public Hearing on rezoning the l.'est 150 feet of the East '/a of the Northeast 4 of Section 8, Township 30, Range 23 except the N. 8 acres therof, and except the E 400 feet of the 5400 feet thereof from R -1 to R -2. This property is located along the East side of Raymond Avenue from County Road H -2 to Belle Lane formerly owned by Toner. Mayor Hodges called for objectors, none appeared. Mr. Charles Larson spoke in favor of this rezoning. Motion by Hodges to rezone this strip of property from R -1 to R -2. Seconded by La Vaque. 5 Ayes. Motion Carried. Motion by Blanchard to approve the final plot plan for Park View Terrace submitted by Charles Larson and authorize the Clerk to sign the plot plan. Seconded by Rustad. 5 Ayes. Motion Carried. Attorney Meyers announced he would hold condemnation meetings on Wednesday, Thursday, and Friday evening at the Village Hall. Motion by La Vaque to adopt Resolution 171 setting forth the terms of the asses ments for Road and Water Im: m -nt 1963 -1, Muell €r Addition. Seconded by Schott. 5 Ayes. Motion Carried. Attorney Meyers explained Ordinance 117 establishing a Civil Service Commission for Policemen. Motion by Blanchard to pay the bills totaling $87,382.27. Seconded by Rusted. 5 Ayes. Motion Carried. Motion by Blanchard to approve the licenses with the exception of the Dog Kennel, and have the Clerks Office request the Police Department to investigate the applications for Dog Kennel Licenses. Seconded by Schott. 5 Ayes. Motion Carried. -4- Clerk Blanchard read the Lakeside Beach Report for 1964, noting that swimming lessons were given to 1,096 people this summer at Lakeside Park. He stated three tennis courts are planned for the park next year. Motion by Blanchard to join with the Village of Spring Lake Park in the cost of installing a water hydrant in the baseball field at Lakeside Park. The cost not to exceed one thousand dollars. Seconded by Rustad. 5 Ayes. Motion Carried. Clerk Blanchard reported NSSSD sewer main to Mounds View border will be a gravity line instead of a force main. This may eliminate need of one lift station. Motion by Blanchard to authorize the Mayor and Clerk to execute the supplementary agreement SP6203 with the Highway Dept. Seconded by La Vague. 5 Ayes.
