ill Pursuant to due call and notice thereof a Special Meeting
of the Village Council was called to order at 6:40 P.M., October 5,
1964 at the Village Hall, 2401 Highway 10, by Acting Mayor I.C. Rusted.
Present Were:

Acting Mayor Rusted called three times for further bids for
Street and Water Project 1964..2 and then announced the bidding closed.
Bids were opened by the Clerk and read by the Engineer as
follows:

The Mayor asked if any bids submitted were not read and there
Motion by Blanchard to refer the bids to the Engineer for
tabulation and recommendation for the next meeting. Seconded by Schott.
3 Ayes. Motion Carried.
Letter from F. W. Gallagher, St. Paul Supt. of Water Supply
requesting negotiation of proper authority for installing sewer lines
in the Board of Water Commissioner's right of way in the vicinity
of County Road I and Quincy Street. Mayor Rustad directed the Clerk's
Office to refer the proposed R.0.W. Agreement to the Village Attorney
for a report at the next meeting.

Mr. I. Comstock, reported that all suite banners have been
Ash removed from the construction areas and that r egot e tions were in
177 progress with the union.
Motion by Blanchard to direct the Ercinee= to attend the
Public Hearing on Report on Comprehensive Sewer Works Plan for the
Minneapolis -St. Paul Metropolitan Area to be held in the State Office
Building, St. Paul, November 4, 1964 at 10 :00 A,M_ Seconded by Schott.
3 Ayes. Motion Carried,
Clerk Blanchard read a letter from Attorney Meyers stating
the Village had acquired easement 139P from Mr and Mrs, Albert D. Foust.
Without opposition the Council agreed to transfer $100.00 from the
Sewer Construction Account to the !`Water Utility Account to cover the
Water Connection c:iarge for this party.
Engineer Boehm explained the revised plan of the NSSSD and how
this change might eliminate the need of the lift station in our C -2 Zone.
After an explanation by Mr. Larson of the need of additional
time for building, Clerk rlanchard moved to grant Mr., Leeson a six
month extension on the time limit f o= the balding of the d tf 1 in
the Park View Addition. Seconded by Rusted. 3 Ayes. Motion Carried.
Motion by Blanchard to adjourn. Seconded by Schott. 3 A /es
