PROCEEDINGS OF THE VILLAGE COUNCIL

The regular meeting of the Mounds View Village Council was
called to order by Acting Mayor Rustad at 8:00 P.M., October 26, 1964
at 2401 Highway 10.

Motion by La Vaque to approve minutes of October 14, 1964
as presented. Seconded by Schott. 4 Ayes.
Mr. Blanchard gave a report on N SSD and replied to a letter
in the Minneapolis paper October 23. (copy of answer attached to
official minutes.)
Mr. Joe Stork 8016 Red Oak Drive stated that the storm
drainage in front of his home was on his private property and requested
that the situation be corrected. Matter referred to Village Engineer
for action if necessary. Mr. Stork also reported that the contractors
employees were consuming beer and had discarded cans in his yard.
Matter referred to Mr. Skiba for investigation and correction.
The Clerk's Office was directed ti notify locrl papers
of system of registration for voting.
Mr. La Vaque referred a protrlem of water billing to the
Clerk's Office and reported that 1377 water meters were now in
use in the Village.
Mr. Schott gave the road report Motion by Schott
to send work order to the County Engineer to re- surface Red Oak Drive
from Woodcrest to County Road H -2. Seconded by La Vaque. 4 Ayes.
Motion by Schott to send werk order to the County Engineer
to make necessary road repairs in the Sanitary Sewer C-1 and C -3
Districts. .Seconded by La Vaque. 4 Ayes.
Mr. Robert Edmond, Electrical Inspector gave a brief report
on the Street Lighting seminar sponsored by N.S.P.
Mr. Chris Piehowski, building inspector, requested two
changes in the building ordinance regarding 24" on center rafters
and the use of rprebuilt truss construction., Matter referred to
Attorney and Engineer.

The Engineer reported that the Attorney is to attempt
to get the necessary easements for Silver Lake Road and the County
Engineers Office will provide the legal descriptions for same.
Motion by Blanchard to receive and approve the plans and
specs for Sanitary Sewer Improvement Project 1964 -3, calling for
lateral service in the Pinewood and Twelve 'Mks areas.
Seconded by Rusted. 4 Ayes.
After some discussion regarding costs for water service on 2
parks, Motion by La Vaque to hire Clark and Moore to work together
with the Village labor to install water services and hydrants on
Jdillview and Lambert Parks at an approximate costs of $742.50.
Seconded by Schott. 4 Ayes.
The Engineer read a letter from the County Engineer
that in effect, denied the request of the Village for a service road
along 35W from County Road H -2 to Highway 10.
The matter of relocation of Highway 10 to the North
end of the Village was referred to an agenda meeting.
They plans for 35W from South Corporate Limits to the North
Corporate limits of the Village were referred to the Engineer for
study and recommendation.
The Attorney noted that the owners of the race track in
Blaine have made an informal request to the Council for annexation to
Blaine.
The Attorney stated that he was still working on the
Shoreview Agreement.
Motion by Blanchard to adopt Resolution 177 regarding
lot splits for assessments. Seconded by Schott. 4 Ayes.
Above resolution covers division 34119, 34134,.
Motion by Blanchard to pay bills submitted totaling
$5,115.24. Seconded by Schott. 4 Ayes.
Motion by Blanchard to approve licenses. Seconded by Schott.

Motion by Blanchard to adopt Resolution 176 reducing
the amount levied for dept redemption. Seconded La_.Vague. 4 Ayes.
Motion by Blanchard to enter into agreement and authorize
the Mayor and Clerk to sign supplemental agreement with Highway Dept.
for additional work Highway 35W surface water drainage crossing.
Seconded by La Vaque. 4 Ayes.

The editorial page of the Minneapolis Star, Friday Evening
Edition, contained a letter from Patrise Cochran. This letter offered
comments concerning the efforts of the North Suburban Sanitary Sewer
Districts efforts to receive permission from the Water. Pollution Control
Commission to build a regional sewage plant on the Mississippi River
in Fridley.
Contrary to the opinion stated in the above mentioned letter,
the NSSSD does have an outlet for the Sanitary Sewage for its member
communities. Said outlet is into the Minneapolis sewer system.
Ultimate disposal is through Minneapolis -St. Paul Sanitary Sewer
Districts sewage treatment plant at Pigs Eye.
The NSSSD is "seeking" permission to construct a regional
plant in the Mississippi River in Fridley because it would be a more
economical solution for an outlet. Rather than transport the sewage
through expensive trunk lines more than 20 miles to Pigs Eye, the
NSSSD would like to treat the sewage at a plant in Fridley and thus
eliminate these expensive transportation costs. Any savings thus
realized would result in reduced costs to the citizens of the District.
An estimated 112,000,000 can be saved if the regional plant is utilized.
Sewer lines are now being constructed by the NSSSD as well
as member communities. Before construction takes place, plans and
specifications are approved by the Minnesota Health Department as
well as the '.Water Pollution Control Commission. The above mentioned
agencies do not approve plans for serier systems which have no outlet.
The sole purpose of oraaniz_ina the MSSSD r.as to provide an outlet
to the member communities.
