HomeMy WebLinkAboutMinutes - 1964/11/23PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA The regular meeting of the Mounds View Village Council was called to order by Mayor Donald Hodges at 8:00 P.M., November 23, 1964, at 2401 Highway 10. Roll call of Officers: Present Were: Mayor: Clerk Trustee: Also Present: Attorney: Engineer: Adm. Clerk: Public Works: Donald C. Hodges Lloyd J. Blanchard Charles La Vaque Ingram Rustad Arthur Schott Richard Meyers Shelly Boehm Paul E. Boog Walter Skiba OJ0131 The Mayor called for further bids for Sanitary Sewer Improve- ment Project 1964 -2. (3 calls) The Mayor closed the bidding and directed the Clerk and Engineer to open the bids. Bids were opened and read, copy attached. The Mayor asked if any bids submitted were not read and there were none. Motion by Hodges to refer bids to the Engineer for tabulation and recommendation. Seconded by Schott. 5 Ayes. The Mayor thanked the bidders for their submission of bids. Minutes of November 9 corrected as follows: Page 5, Para. 4, Line 1, shall read: "Motion by La Vaque to approve the plans and authorize the Clerk to advertise for bids." Motion by Rustad to approve minutes of November 9, 1964 as corrected. Seconded by La Vaque. 5 Ayes. Mr. Samuel B. Fried, raised several questions regarding the recent election, but on advise from the Attorney, the C:,uncil took no action and issued no statements on this matter. Motion by Hodges that the firm of Comstock and Davis be allowed to do survey work for Fankhanel Ellsworth Properties, a firm interested in the Moga property. Seconded by Rustad. 5 Ayes. Mr. Charles Larson, developer, requested a motion from the Council regarding his lots on County Road I. Motion by Rustad to allow the developer to grant an additional easement to Ramsey County of 10 feet on lots 12,13,14, and 15 of Block 1, Parkview Terrace making these lots measure 132.3 feet by 89 feet. Seconded by Hodges. 5 Ayes. Mayor Hodges reported that the hydrants were being placed on the parks now. Mr. Rustad reported that the Village Police had solved the local postal pilferage problem. -2- CA A letter from the Chief of Police regarding the resent teen -age dance at the Ballroom was read and filed. Motion by La Vaque to accept the low bid of Midway Ford in the amount of $1,688.00 for a new pick -up truck as bid. Seconded by Rustad. 5 Ayes. Mr. La Vaque read the minutes of the last Planning Commission meeting. (on file) Motion by La Vaque to concur with the Planning Commissions recommendation and approve license application for a used car lot for Joseph Dolphy and Byron Westberg at 1925 Highway 10 after Building Inspector has certified that points 6.1 -4 and 6.1 -5 of Ordinance 67 have been complied with. Seconded by Rustad. 5 Ayes. The Attorney advised the Council that due to the absence of gas service at the above locations, before a new station license could be issued a special use permit would have to be applied for. Motion by Schott to send a work order to the Ramsey County Engineer to repair (patch) Edgewood Drive from County Road H -2 to the Edgewood Jr. High School. Seconded by La Vaque. 5 Ayes. Motion by Schott to send work order to N.S.P. for installa- tions of street light, 6000 lumens, at the following intersections: 4th Street and Woodcrest, Adams and Bronson Drive. Seconded by Rustad. 5 Ayes. The changing of name of Greenfield Place was referred to the Attorney. The Clerk was directed to again notify the County Engineer of the change in names of Spring Lake Road. The Engineer reported on the lift stations bids. Motion by Rustad, upon advise from the Engineer, to award the bids for Sanitary Sewer Improvement Project 1964 -2, lift stations, to low. bidder, Northern Contracting Company, Bid amount is 154,000, com- pletion time is 210 days, bid bond in the amount of 5% cf the amount of bid. Seconded by La Vaque. 5 Ayes. Mr. Schott reported that the County used 12 tons of bituminous material patching Village streets in October.. Motion Hodges concur with the building inspectors recommenda- tion and grant variance to building code to J. Saterback, 2350 Hillview, allowing 6 foot side yard set back for garage. Seconded by Schott. 5 Ayes. Motion by Blanchard to waive license fees for contractors doing public improvements in the Village while under contract with the Village. Seconded by Rustad. 5 Ayes. The quesb of the Bell Telephone cables and the cost of relocations of them in case of need was referred to the Attorney. A letter regarding Greenfield Place surfacing, from the Engineer, was read and filed. -3- The Engineer stated that it is the Councils intenti 3 extend both sewer and water on Fairchild Avenue (Silver Lake Road) from County Road H to Bronson Drive. Motion by Blanchard to adopt Resolution 178, regarding abatement and lot splits on the following properties: Resolution 178 -1 Lot Splits Street Improvement 1958, Division 34126, Lateral !dater Improvement 1960 -3, Division 34119, Later Water Improvement 1960 -1 and 1960 -2 Divison 33760, Area ?Water Improvement 1960 -1 and 1960 -2, Division 34242, 33760, 34119, Lateral Water Improvement 1962 -3, Division 34242. Resolution 178 -2 Abating water assessments on Registered Land Survery 153, Tract A, M.A. 42 in the amount of $102.62 and Registered Land Survery 153, Tract A M.A. 34, in the amount of 11.47 Resolution 178 -3, Abating :eater assessments, subject to Road and Avenue the E of the z of NE of the NW of Section 8, Township 30, Range 23 in the amount of S by Hodges. 5 Ayes. Motion by La Vaque to adopt Resolut-or:t,' 179 regarding sewer and water contracts with the County, (Rcsolution as follows: Village Requests that the sewer and water contracts Se let with the County road contracts and further to aut:;orize he Mayor and Clerk to execute an agreement with the County regarding this matter.) Seconded by Schott. 5 Ayes. Motion by Blanchard to adopt Ordinance 121, an ordinance amending 15 a lso known as the building code, providing for the regulation of outside lighting. Seconded by Rustad. 5 Ayes. Motion by La Vague to adopt Ordinance 122, an ordinance amending Ordinance 15, providing for the regulation of air condition- ing units and specifying an inspection fee therefore. Seconded by Schott. 5 Ayes. A meting with the Highway Department regarding proposed Highway 10 will be held on December 7, 1964 at 7:00 P.M.
