HomeMy WebLinkAboutMinutes - 1965/01/11PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIE" RAMSEY COUNTY, MINNESOTA The regular meeting of the Mounds View Village Council was called to order by Mayer Hodges at 8:00 P.M., January 11, 1965 at 2401 Highway 10. Roll Call of Officers: Present !ere: Mayor: Clerk: Trustee: Donald C. Hodges Lloyd J. Blanchard Charles D. La Vaque Perry Malvin Ingram Rustad 0d0002 Also Present: Adm. Clerk: Paul E. Boog Engineer Shelly Boehm Attorney Richard Meyers Public Works: waiter Skiba The Mayor called three times for further bids for the office bookeeping machine and then declared the bidding closed. The Clerk opened the bids as follows: 1. Monjoe- International No )aid 2. N.C.R. $4,320.00 Security Certified Check $216.00 The Mayor asked if any bids presented were not read. There were none. Motion by La Vaque to refer bid to Clerk for tabulation and recommendations at next meeting. Seconded by Hodges. 5 Ayes. Motion by La Vaque to approve minutes of December 28, 1964 as presented. Seconded by Rustad. 5 Ayes. Motion by La Vaque to approve minutes of January 4, 1965 as presented. Seconded by Hodges. M.v. Malvin stated that '.e was not notified of that meeting so he could not attend. Malvin abstain 4 Ayes. The matter of policing the Bel Bae Ballroom was discussed at some length by the Council and those present. Mr. Ramacher, who is the owner of said ballroom stated he was very satisfied with the way things are at present in regards to the Police and would not like to change. The Attorney pointed out that the Ordinance required a regular Police Officer and therefore no other person could serve in that capacity. Mr. Rustad will attend the Civil Defense meeting on January 27, 1965 to explain this to the Civil Defense Group. Mrs. Samuel B. Fried asked why she did not receive the information she requested by phone. (On two different occasions) This referred to a request for the number of ballots ordered for all clntests in the November 11 General Election in Mounds View. The Village Attorney had informed the Clerk's Office that any requested information either written or oral, relating to the Contested Election was to be referred to him. This matter was discussed by the Council and it appeared to be a case of employees being over cautious. Mrs. Fried was assured that this can happen in any business, but that this should not happen again in Mounds View. for 1965: FINANCE COMMITTEE Lloyd J. Blanchard Chairman Irene R. Mr. Blanchard stated that the Fiscal Agent does more than sell bonds, he also sets up repayment schedules, assists in finance problems, does other work as requested or needed. ...Roll call on the motion. Motion by Blanchard to adopt Resolution 183 naming Trustee Rustad as representative to the NSSSD Board of Directors for 1965. Seconded by La Vaque. 5 Ayes. Mr. Blanchard requested that Council give serious consideration to making the NSSSD appointment for a minimun of two years for each representative from the Council. Four Resolutions were presented regarding the proposed Silver Lake Road extension. Motion by Malvin to adopt Resolution 184 designating Red' Oak Drive from Highway 10 to County Road J as a County Road. Seconded by Rustad. 5 Ayes. Motion by Blanchard to adopt Resolution 185, a non encroachment agreement. Seconded by La Vaque. 5 Ayes. Motion by La Vaque to adopt Resolution 186, setting grade approval, with the Engineers recommendation. Seconded by Rustad. 5 Ayes. Motion by Hodges to adopt Resolution 187 changing State Aid Designation. Seconded by Rustad. 5 Ayes. Motion by Blanchard to authorize the Attorney to proceed Seconded by La Vaque. Mr. Rustad presented the following: 1. B and E Patrol report for December, 1964. 2. Police Report for December, 1964 3. Police Rep -rt of the year of 1964 (Copies on file) -4- Motion by La Vaque to have the Clerk's Office call the 0 3 0005 County Engineer to apply sand on all Village roads as soon as possible. Seconded by Hodges. 5 A yes. Mr. La Vaque reported that the new Pick -up Truck will be delivered tomorrow, January 12, 1965. Mr. Blanchard commended Mr. Rustad for the job he did in convincing the County Eng l.neer that a better plowing job was required in the Village. The Engineer presented the following: 1. Preliminary report for '.'ater Extension, along future County Road H (Clerk's Office to notify school board 621 of this report and public hearing February 6, 1965 at 9:00 P.M.) 2. Sewer Progress Report. 3. Letter regarding Twelve Oaks Park fill costs. (Referred to Recreation Committee) 4. A letter regarding the Bronson Drive drainage with prlces. (refer to agenda meeting) The Attorney reported on the following: 1. Still attempting to straightn out Lakeside Park Taxes. 2. Copy of judgement of contested election on file. (Copy attached to official minutes.) 3. Cul De Sac on Edgewood Drive. Motion by Blanchard to set Pulirlic Hearing on the vacating of the Edgewood Drive Cut De Sac on the John Eastman property. Hearing to be February '23, 1965 at 9:00 P.i. Seconded by La Vaque. 5 Ayes. Motion by Blanchard to pay bills submitted totaling $125,940.12. Seconded by Rusted. (List attached) 5 Ayes. WHEREAS, it is necessary, advisable and in the public interest that the Village of Mounds View construct a highway AND WHEREAS, in order to accomplish such purpose it is necessary to ac{uire: EXTRACT OF MINUTES OF MEETING OF THE VILLAGE COUNCIL OF THE VILLAGE OF MOUNDS VIEW, MINNESOTA Parcel 13. The fee title to The East 7 feet of Lot 3, of the recorded plat of Spring Lake Park Knolls Addition, Ramsey County, Minnesota. Parcel 14.
