Rustad Perry Malvin Shelly Boehm Irene Edberg TJalter Skiba Motion by La Vaque to approve minutes of January 4 as presented. Seconded by Hodges. 5 Ayes. Minutes of January 11 corrected as follows: Page 1, Para.9 Line 3. Stike sentence "This referred to information relative to the election being contested by her husband.' Insert "This referred to a request for the number of ballots ordered for all contests in the November 3, General Election in Mounds View." Motion by Hodges to accept minutes of January 11, 1965 as corrected. Seconded by La Vaque. 5 Ayes. Motion by Rustad to approve minutes of January 18, 1965 as presented. Seconded by La Vaque. 5 Ayes. The Mayor reported that Mr. Olson, from the Public Examiners Office had met with the Council and had given a rough estimate of the cost of a Public Examiners Audit as being in the $3,000 to $7,000 range. Mr. Rustad reported for the NSSSD requesting the Council to set up a new rate schedule for water use at their proposers pumping station clue to the excessive_ amount of water required to maintain service. (referred to the next agenda) Motion by Blanchard to rezone the following land from R -1A, B -1 and L -1 to B -3 with a special use permit for establishing a trailer Mobile Home Park. Subject to Highway, the South Eight (8) acres to part of the Northeast Quarter of the Northeast Quarter (NE %,NE Westerly of line running Southeasterly 425 feet MnL from North Section line and par with and 75 feet Southwesterly from CL of STH 10 -62; thence Southeasterly to point 495 feet North of and 516.12 feet West of South and East Lines of saidV4; thence South 493 feet par with East Line of' Section 17, Township 30, Range 23; and a corridor strip no greater than 100 fc -t wije for access to TH 10 on the South east corner of !J said parcel containing 12/100th of an acre more or less. And subject to Highway, the Northwest Quarter of the North- east Quarter (NMI NEW of Section 17, Township 30, Range 23. and filed. Said rezoning is contingent upon: 1. Approval of final plans by the Village Council. 2. Conformance to the Proposed changes in the Mobile Home Park Ordinance 3. The special use permit will be non transferrable until construct ion is completed. Seconded by Malvin. The developer of Johnson Terrace informed the Council of the fact that the deed for that park property has not been properly recorded. Matter referred to the Attorney. Mr. Ron Vanelli, representing Northern States Power Company, presented the Council with cost figures for service to the Mounds View Pumping Stations as follows: 1 $1500; 2 $165.00; 3 $520.00 Referred to the Attorney for recommendation. Mr. Simcoe and Mr. Tupper from Minnesota Supply Company requested the Council set up a meeting so that they could demonstrate their voting machine. Meeting date set Monday, February 15 at 8:30 P.M.- Paper will advertise this meeting. The General Public is invited to attend. Motion by Blanchard to accept the bid of National Cash Register for the Office Billing Machine for $4,320.00. Seconded by La Vague.. 5 Ayes. The representative from the Company informed the Council that he may not be able to deliver the machine as bid. The Clerk advised the Council that the bid bond was designed to cover this eventuality. Motion by Hodges to turn over the entire operation of the pop machine includin5 profit, if any, to the Y.A.C. to help finance their program. Seconded by Blanchard. 5 Ayes. Mr. La Vague read a letter regarding Well 2 from Ziegler Company. (on file) Said Well had been repaired, tested and broke down again. The sewer pumping contract from Northern States Power was referred to the Attorney for study and recommendation. A letter from the Council to Mr. Anklan, County Engineer, was read, requesting full sanding of Village Streets (copy on file) The minutes of the Planning Commission Meeting were read -2- 0J0012 Motion by La Vaque to set a public hearing to rezone the following property: Between County Road I and Bronson Drive and between St. Stephens Street and Greenfield Avenue, from R -1 to R -3 for multiple dwellings as requested by Mr. Nordling and Mr. Babinski, No action to be taken until fees are paid. Seconded by Blanchard. 5 Ayes. Motion by La Value to set the following wage changes: 1. Part -time Police Officers to be paid $2.00 per hour for actual hours worked. 2. Increase of monthly salary of Sgt. Hagen. Increase will be $20.00 per month. -3- 0J0013 3. Increase of monthly salary of Chief Grabowski. Increase will be $20.00 per month. 4. Increase of monthly salary of Supt. Skiba. Increase will be $20.00 per month. 5. Change Mr. Johnson from weekly to monthly salary. New monthly salary will be $460.00 per month. 6. Increase of monthly salary of Dep. Clerk Boog. Increase will be $20.00 per month. All increases and changes effective February 1, 1965. Seconded by Blanchard. 5 Ayes. The matter of paying full time police officers for off duty appearance in court was referred to the next agenda meeting. Mr. Edmond and Mr. Skiba reported on the inspectors school they attended at the University of Minnesota. Mr. William Frits gave a report on the Oak Wilt problem and stated that by an Explorer Scout survey there were approximately 2,400 Head or diseased oaks inside the Village limits. He further stated that a recommendation would be made as to a course of action after he has seen the North Oaks Village Ordinance regarding this problem. The Engineer reported on the following subjects: 1. Service road and Highway 101 Copy of letter refusing this request on file, also copy sent to the persons making the request. 2. Bronson Drive drainage Price of $4,792.00 quoted by contractor doing sewer work in the area. Referred to the next agenda meeting. 3. Trees on Johnson Terrace. County will remove as soon as possible, 4. Sanitary Sewer ordinance. Engineer will compare with St. Paul ordinance for possible adoption by reference. Motion by Blanchard to pay bills submitted totaling $8523.55 Seconded by La Vague. 5 Ayes. Motion by Blanchard to approve licenses. Seconded by Rusted. 5 Ayes. The matter of a possible request for the Public Examiner was discussed and a letter from Peat, Marwich, Mitchell, CPA's was read and filed. If no petition is received by the Council before March 1, 1965 requesting the Public Examiners audit the Council will move to hire a private firm to do this work. Mr. Rusted will check on reason for purchase of new night sticks for the Police Department. A copy of a letter from the State Department of Health to the owner of the Bel Rae Ballroom was read and discussed. (copy on file) The Clerk was directed to send a letter informing Mr. Ramacher that his license to operate is in jeopardy unless he complies with the request of the Department of Health. A letter requesting the number of future sewer hook -ups in the Village for NSSSD was read and referred to the Engineer. A letter setting forth rates and charges of Comstock and Davis as Village Engineer was read and discussed. -4- Motion by La Vaque to enter into the agreement with O J O 0 1 4 Comstock and Davis as specified in their letter. Seconded by Hodges. 5 Ayes. X The matter of a new division on fees for the Building and Electrical inspector was referred to the Attorney for possible change of ordinances. Motion by Rustad to approve bond for Clerk Blanchard in the amount of $1,000.00. (copy on file) Seconded by Hodges. 5 Ayes. The Clerk's Office was directed to send a letter of thanks to Mr. Tom Grieg who officiated at the annual organizational meeting. Motion by Blanchard to change date of second regular meeting in February from Monday the 22nd to Tuesday the 23rd because of Washingtons Birthday being a legal holiday. Motion by Blanchard to hire the following as warming house attendants for the winter of 1964 -65. (agreement same as 1964 copy on file) Seconded by Malvin. 5 Ayes. Motion by La Vaque to drop the Village membership from the Ramsey County League. Seconded by Rustad. 5 Ayes.
