called to order by Mayor Hodges at 8:00 P.M., February 8, 1965 at
2401 Highway 10.

The minutes of the regular meeting held January 25, 1965
were corrected as follows:

1. Page 1, Para. 3 Line 5, (Date not correct) Shall read
November 3, 1964, General Election in Mounds View.
2. Page 2, Para. 3, Line 4, (cost of 3 incorrect)
Shall read 3 $520.00.
Motion by Malvin to accept minutes of January 25, 1965 as
corrected. Seconded by La Vaque. 4 Ayes.
Mr. ZRne Mann, Fiscal Agent, presented a proposed
resolution for a bond sale and explained the need for this to the
Council.
Motion by La Vaque to adopt Resolution 189 as presented.
Seconded by Blanchard. 4 Ayes.
Mayor Hodges reported on the following items:
1 Woodcrest Park progress, fill being placed, brush being burned.
2. Little League Baseball contract refer- this to Attorney Meyers
for checking.
3. A letter from the Department of Highways, State of Minnesota,
expressing appreciation for the cooperation received from Mr. Boog,
regarding a building permit inventory they were conducting. (on file)
Mr. La Vaque reported on the following items:
1. Plowing in Village now satisfactory.
2. Petitions for road improvements for non sewered areas available
at Village Office.
3. A letter from the Village Engineer regarding Well 2 covering
further repairs. on file
4. The Water Department report for 1964. (on file)
The Engineer presented Change Order 2 for Schedule B
of Sanitary Sewer Project 1964 -1.
Motion by Hodges to approve Change Order 2 on Schedule B
Sanitary Sewer Project 1964 -1 and authorize the Mayor and Clerk to
execute. Seconded by Malvin. 4 Ayes.

The Engineer reported that the plans and specs for the sewer
maintenance building were nearly complete.
The Attorney reported that there was a bill introduced
in the State Legislature to increase the number of names needed to
place the liquor question of the ballot. Said bill is SF 391 and HF 54.
(Clerk directed to obtain copy of bill, Attorney to check bill over as
Village is vitally concerned with this problem.)
The Attorney advised that as the Moga appeal was still
pending the transfer of ownership of some of the land involved could
be to the advantage of the Village. (land purchased and rezoned for
Mobile Home Park.)
The Council at the Attorney's request set Monday, March 29th
6:30 P.M. as the date to resolve the proposed sewer ordinance.
Mr. Meyers requested that the Police Civil Service Commission
advise him if they have or have not adopted the rules for their
Commission.
Mr. Meyers reported on the Dedolph case:
1. An award for approx. $12,900. was made.
2. Suit was for $15,000.00.
3. Council feels that no appeal is necessary.
4. Final decision and amount will be reported at a later
meeting.
The Attorney advised the Council that most of the condemnation
oroceedings would be under way by the end of February for Sanitary
3ewer porjects and for Silver Lake Road extension.
Motion by Blanchard to adopt Resoluti 188 regarding
changes in assessments due to lot splits, etc.
Area Water Improvement 1960 -1 and 1960 -2. MA #34, Division 34430,
34431, 34632, 34667.
Lateral Water Improvement 1960 -1 and 1960 MA# 35, Division 34431 and
34632. Also abating certain water assessments or. Lot 7, Block 2,
Johnson Terrace.
The Attorney presented a resolution setting compensation
for the Electrical and Building Inspector.
Motion by La Vaque to adopt Resolution 190._
Seconded by Malvin. 4 Ayes.
Motion by La Vaque regarding the above resolution, The
Electrical Inspector shall receive an additional amount of $15.00
per month to cover costs of paper work, etc.
Seconded by Blanchard. 3 Ayes. Malvin nay. Motion Carried.
The Northern States Power Electric contract proposal
was referred to the Attorney for further negotiations.
Motion by Blanchard to pay bills submitted, totaling
$66,113.57. Seconded by La Vaque. 4 Ayes.
Motion by Blanchard to approve bonds tor tre;
J. P. Hall, and Building Inspector.
S econded by La Vaque. 4 Ayes.

Motion by Blanchard to authorize the Treasurer to re- invest
$800,000.00 in Treasury Certificate of Deposits. Seconded by La Vaque.
4 Ayes.
A letter of resignation from Lakeside Park Commission from
Mrs. Florence Peterson was referred to Mayor Hodges.
Clerk Blanchard read the office report for January, 1965.

A copy of a letter sent to NSSSD from Shelly Boehm regarding
sewer connections was read and filed.
At 9:00 P.M. the Mayor opened the Pubiic Hearing on water
improvement project 1965 -1 County Road H extension)
The Clerk read the legal notice and verified the publishing
and mailing of required notices.
Mr. Shelly Boehm, Village Engineer, explained the reasons
for the improvement, and the route and the costs involved. The Council
agreed with a $4.00 per front foot assessment figure, with the balance
to be made up from general taxes and water department revenue. The
Council also gave tentative agreement to a 15 year proposed assessment
procedure for this project.
Questions from the floor were answered.
The Mayor called three times for objectors to the porposal
and there were none.
The Mayor closed the hearing.
Motion by Blanchard to order 'later Improvement Project 1965
and to order final plans and specs from the Village Engineer.
Seconded by La Vaque. 4 Ayes.
Motion by Blanchard to adjourn. Seconded by La Vaque.
4 Ayes.
