RAMSEY COUNTY, MINNESOTA The regular meeting of the Mounds View Village Council was called to order by Mayor Hodges at 8:00 P.M., February 23, 1965 at 2401 Highway 10. Boog Shelly Boehm "alter Skiba Mr. Rustad arrived from NSSSD iieeting at 8:50 P.M. 000023 Motion by Malvin to approve minutes of February 8, 1965 as presented. Seconded by Hodges. 4 Ayes. Mr. Bud Ramacher, operator of Bel Rae Ballroom, explained his sewage problem to the Council and requested the Village to as %at 'm in obtaining and outlet. Clerk's Office directed to contact the Village of Fridley pursuant to above request. Mr. Jackson, C.D. Director, informed the Council that contrary to any rumors the C.D. organization is not involved with the Public Examiners petition. Ax. La Vaque read the minutes of the Planning Commission. (on file) No action taken on any requests or applications due to the fact that said applications are not complete. Hs. Hodges reported that skating rinks would only be open on weekends from now on. Mr. Glen Dawson, chairman of Police Civil Service Commission, gave a report on the activities of the Commission. Points covered 'eluded: 1. Rule and Regulations for Commission referred to Meyers for changes. 2. Advertisied for Patrolman. (2 positions open) 3. 51 applications received. 4. Arranging time for interviews and tests. ivlr. La Vaque reported the following: 1. A complete road by road survey was held by „'r. Skiba and Mr. Le Vaque to determine repairs needed. 2. A list of all roads needing attention. Motion by Malvin to prepare "Certificate of Appreciation" for Arthur Schott and J. Sullivan for sc.. as Trustees for the '11age. Seconded by Blanchard. 4 Ayes. I 1 Mr. Boehm, Village Engineer, presented final plans and 0J0024 the Maintenance and water project 1965 -1. Motion by La Vaque to accept final plans and specs for Sanitary Sewer Project 1965 -2, 1965 -4 and water project 1965 -1; and to advertise for bids for above projects. Seconded by Blanchard. 5 Ayes Bid Closing date and time, March 22, 1965 8 :00 P.M. Masted asted reported on the following: 1. Police report for January, 1965. (on file) 2. Police use of Radar Traffic control device on loan. 3. N.S.S.S.D. meeting at which it was decided to furnish member communities with model ordinances for sewer. Motion by Blanchard to re -set Public Hearing originally scheduled for this time as developer had not been able to furnish necessary certificate of ownership as required in time for 10 day mailing. Said hearing was for rezoning from R -1A to R -3, of The East li of the West 16 cf the Northeast of the Northwest 4 of Section 8, Township 30, Range 23 and the West of the East Ji of the of the Northwest '/a of Section 8, Township 30, Range.23., for Mr. Charles Larson, developer. New hearing date to be Monday, March 8, at 9:00 P.M. Seconded by Hodges. 5 Ayes. The Mayor opened the Public Hearing for the vacating of the Edgewood Drive. The Clerk read the legal notice and verified its publishing and mailing. The Attorney explained the reasons for the hearing. The Mayor called three times for objectors there were none. The Mayor closed the hearing. Motion by Malvin to vacate the following cul -de -sac on Edgewood Drive described as follows: Beginning at the Northwest Corner of Lot 17, Block 5, Pinewood Terrace 2, Village of Mounds View, Minnesota, according to the recorded plat thereof; thence south along the West Line of said lot. 17 a distance of 55.19 feet to the actual point of beginning; thence on a curve, to the left with a radius of 20 feet and delta angle of 90? 32' 30" a distance of 31.61 feet; thence east along the South line of said lot 17, a distance of 72.19 feet; thence south on a line parallel to the West line of said Pinewood Terrace #2 a distance of 66.91 feet; thence on a curve to the right with a radius of 62.5 feet and delta angle of 90 ,32' 30" a distance of 98.77 feet; thence west on a tangent to last said curve a distance of 28.91 feet; thence North on a line parallel to and 33 feet east of said West line a distance of 149.81 feet, more or less, to the actual point of beginning. Seconded by Hodges. 5 Ayes. A certified copy of above action to be given to Mr. John Eastman, Cwner of property described above. The Attorney reported on the foz1 win items: 1. Correction of figures for Resolutio #188.) Motion by Rustad to adopt corrected Resi #188. Seconded by specs for Building, fc.r 1965-4 d interceptor project Hedges. 2. A Resolution correcting certain assessments. Motion by Blanchard adopt Resolution/ #192. j Seconded 3. A resolution u,eapportioning assessm`a.a. Motion by adopt Resolution r 191. All properties requited for sanitary sewer projects that easements have not been received for are new under condemnation. 5. A request that a check for Mr. L# N. Peterson in the amount of :v828.0O and a Check for Mr. C. Nordstrom in the amount of $350.00 be included with the 'current bills to be acted on at this meeting. Checke' ere for eeemehts 91, 92 end 115. Motion by Blanchard to pay bills submitted including the above two totaling ;:47,433.90. Seconded by Rustad: 5 Ayes. Motion by La Vaque to allow B.S.A. Troop 415 the use of the Village Hell on February 27 and Jarch 13 for the purpose of showing a movie. The :u11.00 per use fee will be waived if hall is left in good condition and no damages are incurred to village equipment. Seconded by Hodges. Motion by Blanchard to order the printing of the 1964 financial statement from the New Brighton Bulletin. Seconded by La Vaque. Motion by La Vaque to adjourn. Seconded by Malvin.
