Boog Shelly Boehm Walter Skiba 0J0026 Motion by La Vaque to approve minutes of February 23, 1965 as presented. Seconded by Malvin 5 Ayes. Mr, Rusted, Council Representative on NSSSD Board of Directors reported that the board was preparing procedure steps for taking in other municipalities into the district. He also reported that Mayor Nee of Fridley has indicated his tentative approval of the Bel Rae sewage dumping into Fridley lines. Mrs. Sawyer of 7151 Knollwood Drive reported a serious drainage water problem on Knollwood and requested some action be taken promptly. Mr. Skiba was directed to pump water out to drainage ditch and authorized to rent a pump for this purpose. The Clerk read a letter from Mrs. S. B. Fried and read a prepared answer to the letter. (Copy of letter and answer will be incorporated with official copy of minutes) The status of the citizens petition to the public examiner was asked and Mr. Boog reported that at noon on this day the Auditor's office had stated that there were not enough names on the petition. Mr. Fried showed copies of a receipt for the petition and supplemental names from the County Auditor, so it appeared that the petition was on file. The Clerk stated that in view of the above information, the accounting firm of Peat, Marwick and Mitchell would be advised that their services would not be required this year. In answer to a question regarding the stop signs at County Road I and Groveland Road, Mr. Rustad said he would check with the Police Department to see if a four -way stop should be requested from the County Engineer. Mr. Rusted read the Police report for February. (Cn file) Mr. La Vaque reported the following items: 1. Water Department report for February. (On file) 2. Two hydrants damaged by snow plows and repairer?. 3. Well 2 remains inoperative. 4. Road work being taken care of as quickly as possible. Warned residents that things will get worse with sewer laterals being put in. -1- 5. AA.estimate of when Well 3 will be needed. (On File) 1P. A petition for street light. 0J0027 Motion by La Vaque to send work order to N.S.P. f)r one 6000 lumen light to be installed at the intersection of Hillview and Sunnyside roads. Seconders by Malvin. 5 Ayes The Clerk read a letter from the Engineer, (Copy on file) setting forth sewer laterals to be constructe. in the Al A2 8. 81 sewer areas. A resolution for the Department of Highways and plans for 35W interchange at Highway 10 was presented by the Engineer. The Clerk signed a receipt for them and they were referred to the Engineer and Attorney for recommendation. (Said plans cover fence,,.lights and signs only) The Attorney reported that in the process of acquiring an easement for Silver Lake Road extension, one property owner asked if the village would want his entire parcel of 3 acres for extension of Woodcrest Park. The Council advised the Attorney to accept only if no cost wee involved. The Attorney reported that the Moga appeal has been dropped and that the final payment for that condemnation would be requested soon. A claim for $655.00 from Mary and Earl Strong for Sewer Easement #91 was presented by the Attorney. (Arden Ave. right -of -way) Motion by Blanchard to adopt Resolution water assessments. Seconded by Rusted. apportioning 5 Ayes. At 9:00 P.M. the Mayor opened the public hearing for rezoning. The Clerk informed the Council that the hearing was only for a portion of the original request due to the failure of the petitioner to furnish necessary papers in time for mailing. The Clerk then read the legal notice and verified the publishing and mailing of same. Mr. C. Larson, developer, answered several questions regarding lot sizes and apart- ment sizes. The Mayor callers three times for objectors. There were none. The Mayor closed the hearing. Motion by La Vaque to rezone The East 6 of the West 6 of the Northeast k of the Ncrthwest I of Section 8, Township 30, Range 23, from R1A to R3 subject to submission and approval of building permit. Seconded by Rusted. 5 Ayes. Mr. Meyers presented copies of a memo prepare•+ by him for the Police Civil Service Commission, which was discussed. Motion by Blanchard to approve licenses requested. (List attached) Seconders by Rustar. 5 Ayes. Motion by Blanchard to pay bills submitted totaling $71,762.55. (Incluree $655.00 fcr easement #91) Seconded by La Vaque. 5 Ayes. Motion by Blanchard to allow Sunrise Methodist Church Cnuples Club the use of the Village Hall on saturday April 3 from 8:00 P.M: to -3- 0J0028 10:00 P.M., with fee waived, providing the hall is left in satisfactory condition. Seconded by Malvin. 5 Ayes. Motion by Blanchard to allow Marian Sevick, Ramsey County Assistant Home Agent, use of the Village Hall on Monday March 29, from 4:30 P.M. until 6:00 P.M. for 4 -H training course. Fee will be waived if hall is left in satisfactory condition. Seconded by La Vaque. 5 Ayes. Motion by Blanchard to order the final plans and specifica- tions for.Sanitary Sewer laterals in the Al, A2 and B1 areas as set forth in the letter of March 8 from Comstock and Davis, Village Engi neer. Said plans and specifications to be ready so bids can be taken in near future and construction done this year. Seconded by La Vaque. 4 Ayes, Rusted Naye. A copy of a notice of hearing from 2nd. Judicial District Court was received and filed. Said hearing pertains to Edgewoo4 Drive Cul -de -Sac vacation and the Council has already approved this action. Motion by Rusted to set a clothing allowance for uniforms, of $100.00 per year for all full time police officers. Seconded by Hodges. 4 Ayes, Malvin Naye. Mr. Boehm stated that the County Engineer would like to have all service connections, off water and sewer lines installed on Silver Lake Road extension, put in at the same time as the lines themselves, to eliminate tunneling or digging after road is completed. The Council directed Mr. Boehm to contact property owners involved and obtain written permission or approval of this on an individual basis, and to inform the County Engineer that anything further along this line would be impractical if not impossible. A disbursement# is made in Mounds View when an approve in voice or statement i-s received. This still must be reviewed by the governing_body or audited by the Council. Not only the individual disbursement is audited by each member of the council (the council signs the claim slip) but each check is individually signed by the Mayor, Treasurer and Clerk. A further audit is made of each disbursement at each council meeting, that is the auditing of the list of bills, i.e. Civil Defense, Recreation, Police Department. These are internal audits of all disbursements audits conducted every meeting by your elected officials. 04)0034 A system of internal check is accomplished by segregating duties in such a way that no one person conirolsii, all the records or processes pertaining to the receipt of money. The person who makes out the bills is not the one to collect money. A physical inventory is made periodically as part of the internal check. In the matter of receipts the use of controlled stationary is one method used to insure proper safe guard of the cash. receipts. The controlled stationary consits of prenumbered receipts registers, pre- numbered inspection forms and prenumbered permits.
