The Mayor asked if any bids submitted were not read. There were
none. Motion by Blanchard to refer bids to the Engineer and Attorney
for tabulation recommendation. Seconded by La Vague. 5 Ayes.

The Mayor called three times for further bins on the bonri i ssue
T he' bidding was then closers. Mr.. Zane Mann, Fiscal Agent, opened the
only bier receivers and read it as follows: A Syndicate byy the First
National Ba of St. Paul net interest cost 1,149,000.00at the
rate of 399791
The 'Mayor asked three times for further bids, there were none. Motion
by Hodges to refer bid to Zane Mann for tabulation and recommendation.
Seonred by Blanchard. 5 Ayes.
Motion by Rustad to approve minutes of March 8, 1965 as presented.
Seconders by La Vaque. 5 Ayes.
Motion by La Vaque to approve minutes of March 15, 1965 as pre-
sented: Seconded by Rustad. 4 Ayes. Malvin Abstained.
Mr. Rustad reported that the N.S.S.S.D. case in Anoka County
District Court had been decided in their favor over the Minn. Water Polu-
tion Control Commission, and that the outlook action on the disposal
plant was better than ever.
The matter of on- street parking in the winter was referred to
the Agenda Meeting.
A dispute between a resident and a local contractor was referred
to Agenda Meeting.
The Clerk was directed to send a letter to Mr. Mc Cubrey, Highway
Department District Engineer, regarding the traffic problem on Highway
10 at County Road H -2.
The Mayor commended Mr. Art Schott and Mr. J. Sullivan for their
services as trustees and presented them with a certificate of apprecia-
tion from the Council.
The Mayor read a letter from the Village of Fridley approving a
request for temporary sewage clumping from the Bel -Rae Ballroom and he
directed that a copy be forwarder; to the manager of the Ballroom. (Copy
of letter on file)
The financial report from the Spring Lake Park Fire Department
was received and placers on file. (Copies available for Council and also
copy posted on bulletin board.)
Motion by Hodges that a general public hearing be set to discuss
the possibility of flouridation of the Village water supply, on April
19, 1965 at 7 :30 P.M. Seconded by Rustad. 5 Ayes.
Mr. Rustad reporters that the Police Civil Service Commission
was preparing a roster of eligibles for the Police Department.

1. Mr. La Vaque reported that Well 2 is in operation and performing
properly.

2. Road breakup will be quite bad this year but patching will begin
as soon as possible.
3. Letter of thanks to be sent to Mc Crossan and ')rfei for volunteer
street plowing.
Minutes of Planning Commission were rears and filed. Motion by
La Vaque to concur with planning commission recommendation and set
public hearing for rezoning D. Zabel property;
to State Hwy 10/62 over Nely 75 ft. the Nely 410; 6/10
feet of part of SE Y SWLY of CL of SD ST H and Bet 2
LS run SWLY at RA from -`SD CL and from PIS measured.
Thereon 965 9/10 ft. and 1065 9/10 ft. from 5L of SD

Seconded by Malvin. 5 Ayes.
Above act dependent on receipt of proper papers and payment of fees
involved.
Mrs Mann reported on the bid received for the bond issue and ad-
vised the Council of their choices of action:
1. Dismissal and re- advertising
2. Splitting bond issue and re- advertising
3. Negotiating privately
4. Acceptance of bid received as interest rate was approximately
what was anticipated.
After some discussion the Council felt that #4 was the proper
course of action and the Fiscal Agent presented three resolutions
regarding this.

The Engineer read a letter from Comstock and Davis regarding
a request from Spring Like Park Council about placing sewer in Hillview
Hillview
Road and servicing Mounds View residents who reside on this line.
Letter referred to the Attorney for study and recommendation
The Engineer repor on the bids opened earlier this meeting
as follows:
1965 -2 Sewer Hold until next Monday for further investigation
of low bidder as Engineer was not familiar with him.

The low bidder on both projects is Knutson- Seurerand the Engineer recom-
mended acceptance of these bids.
Motion by Hodges to accept low bid for Sanitary Sewer Project
1965 -4 in the amount of $27,389.50 and 1965 -1 Water Project in the
amount of $43,843.00 and to award the contract to low bider, Knutson
Seurer, Inc. and further, to authorize the Mayor and Clerk to execute
said contracts after approval of final form. Seconded by Malvin._5 Ayes.
Motion by Blanchard to release Certified checks received as bid
suret from ;Lakeland Brick and Stone Co. as they were 4th. low bid4
Seconded by Rustarl, 5 Ayes.
Mr. Meyer reported that some progress was being mane in regard to
Little League contracts and also with the Voter Registration memo.
Motion Blanchard to pay bills submitted totaling $5,375.54.
(List attached). Seconded by La Vaque. 5 Ayes.
Motion by Blanchard to approve licenses.
Seconded by Malvin. 5 byes.
Motion by Blanchard to authorize Mr. B. Ehlers to attend con
ference County Assessors Office as Village Deputy Assessor.
Seconded by Hodges. 5 Ayes.
Motion by Blanchard to increase pay of two clerk typists (Mrs.
La Casse and Mrs. Robinson) ten cents per hour effective at start of
next pay period, April 1, 1965. Seconded- by La Vaque. 5 Ayes.
Motion by La Vaque to adjourn. Seconded by Blanchard. 5 Ayes.
