HomeMy WebLinkAboutMinutes - 1965/04/12The regular meeting of the Mounds View Village Council was called to order by Icting Mayor Rustad at 8:00 P.M., April 12, 1963 at 2401 Highway 10. Boog `'Ja lter Skiba 0j0041. Motion by Malvin to approve minutes of March 22, 1965 as presented. Seconded by Rustad. 3 Ayes. Motion by Rusted to approve minutes of March 29, 1965 as presented. Seconded by Blanchard. 3 Ayes. Mx. Rustad announced that the NSSSD sewer program is progressing n schedule. A proposal for a subdivision in the Spring Lake Park Knolls Addition was presented by the Tred Company. Motion by Malvin to refer this to the Planning Commission for a report. Seconded by Rusted. 3 Ayes,. Mr. Jack Bell, requested the Council to reaffirm their position on the rezoning of a portion of the O'Connell property on County Road 'A-2 and Highway 10. Action was originally taken on November 26, 1962 approving this rezoning, upon receipt and approval of a building permit. The Clerk's Office was directed to prepare a letter on the above matter. The matter of financing for the Little League was referred to the next agenda meeting with a definite decision to be made at the next regular council meeting. The B and E Patrol report for March was read and filed. The Police Department report for March vas read and filed. Motion by Rusted to extend the hours of Officer Kardell so as to make :im a full time patrolman At a salary of $450.00 per month ffective April 15, 1965. Seconded by La Vaque. 4 Ayes. Mr. La Vaque reported that hot mix patching has begun on village 'ads and that the worst areas were being corrected first. -2- 030042 The excellent cooperation of Mr. Skiba and Mr. Gross in the matter of pumping of excess water in the past weeks was brought up 7y Mr. La Vaque. These men have worked long hours without complaints to ease a number of difficult situations. Motion by La Vaque to allow Troop and Post 400, B.S.A. the use of the village hall parking lot on May 1, 1965 for the purpose of conducting a car wash. Seconded by Malvin. 4 Ayes. The matter of the Nordling Terrace sub division was discussed and the following action taken: Motion by Rusted to rezone the East of the Northeast of the Northwest of Section 8, Township 30, Range 23, except the North 390 feet thereof, and except the East 33 feet thereof, from R -1A to R -3 as requested, conditioned on the receipt and approval of a building permit. Seconded by La Vaque. 4 Aues. Mr. Charles Jackson, Civil Defense Director reported that the Edgewood Jr. High Shelter area was now completely stocked. Mr. Jackson also reported that the Civil Defense unit is now on a standby basis for flood service and will probably be called out near the end of the week. The Engineer presented final plans and specifications for Sanitary Sewer Projectl965 -3, the Hillview area lateral project. Motion by Blanchard to accept the final plans and specs for Sanitary Sewer Project 1965 -3. Seconded by Malvin. 4 Ayes. Motion by Rustad to authorize the Clerk and Engineer to advertise for bids on Sanitary Sewer Project 1965 -3. with bid closing date to be 6:30 P.M. on Monday, May 17, 1965. Seconded by La Vaque. 4 Ayes. A supplement to the preliminary water report was presented by the Engineer for Council study. A letter from Comstock and Davis, Inc. regarding the bidder on the Maintenance Building was read and filed. Motion by Malvin to concur with the Village Engineers recommenda- tion and award the bid for Sanitary Sewer Project 1965 -2 (maint. bldg.) to the Gene Wagner Construcgion Company, low bidder. Amount of base bid was $97,865.00, plus $7,000 for alternate 1, brick facing. Alternate 1 is included as part of this award. Seconded by Rustad 4 Ayes. A letter from Comstock and Davis, Inc. regarding the layout of St. Stephens Street was received and filed, and developers of the area wezeinfo40ed of charges required before they could receive approval of their plot plan. The Attorney gave a brief report on the Fire Prevention Code Ordinance and was directed to prepare an ordinance adopti.00_s?me: The Attorney brought up several points in regards to the use of a village street by the Village of Spring Lake Park for their sewer line and was directed to meet with their Attorney to prepare the necessary agreements. -3- 0J0043 The final payment to Mr. and Mrs. Joseph Foley will be handled through the Attorney for a satisfaction of mortgage. Motion by Blanchard to pay bills submitted totaling $91,183.20. Seconded by Malvin. 4 Ayes, Motion by Blanchard to approve licenses submitted. (list attached) Seconded by La Vaque. 4 Ayes. The matter of the Village licensing of Beauty Shops was referred to the Attorney for study and recommendation. Motion by Blanchard to approve the agreement with Ramsey County regarding the Silver Lake Road extension and to authorize the Mayor and Clerk to execute. Seconded by Austad. 4 Ayes. Motion by Blanchard to extend the time limit for the beginning of construction of the duplexes on the East side of Raymond North of County Road H -2, until May 2, 1965. Seconded by La Vaque. 4 Ayes. The request of the Nodland Construction Company for a storage area for their equipment was discussed and the following action taken. Motion by Blanchard to authorize the use of a portion of the Village Hall area by Nodland Construction for storage of equipment 'siring construction with no fee involved. Seconded by Malvin. 4 Ayes. Motion by Blanchard to remove the ter meters on La Porte Dr. Ind reset them back to zcro and to charge a flat minimum usage for the rime these meters had tr De left operating to prevent freezing. .ieconded by Malvin. 4 Ayes. The Attorney was rirected to prepare an amendment to the Water Ordinance 74 to hange the worn g on the billing procedure from discount to penalt» for late payments. Motion by Blanch 'd to close the Village office at noon on Good Friday, April 16, 1965. Seconded by La Vaque. 4 Ayes. Mr. Glen Dawson, 3ave e report for the Police Civil Service Commission as follows: 52 applications for patrolmen received; 34 written tests given; 10 oral exams; 2 applicants certified; 10 pre oral exams to be given. The Clerk's Office was directed to direct a letter to the Police Civil Service Commission requesting certification of three men for Patrolmen by May 1, 1965. The building permit report for the 1st Quarter was received and filed. Motion by La Vaque to adjourn. Seconded by Malvin. 4 Ayes. adjourned at 9:30 P.M. R__pectfully submitted L'-yd J.
