Clerk: Attorney: Engineer: Treasurer: PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA The regular meeting of the Mounds View Village Council was called to order by Mayor Hodges at 8:00 P.M., April 26, 1965 at 2401 Highway 10. Comstock Irene Edberg 0J0044 Motion Of La Vague to approve the minutes of April 12, 1965. Seconded by Blanchard. 4 Ayes. Motion Carried. Mayor Hodges opened the Public Hearing to rezone a parcel of property on Highway 10 from B -1 to B -3 for the purpose of office Ind warehouse. Clerk Blanchard read the legal published notice and reported that notices had been sent to property owners within 250 feet of this property. Mr. Charles Facer, 2138 Highway 10 stated he had not received a notice. After discussion, Attorney Richard Meyers, reported that according to the legal notice as published, the Council could not legally hold a public hearing to rezone the property. Motion by Hodges to reset the Public Hearing date to rezone this parcel of property located on Highway 10 May 24, 1965 at 9:00 P.M.. Seconded by La Vague. 4 Ayes Motion Carried. Trustee Rustad reported that the NSSSD had let the contracts to build their lift station in Mounds View. He also reported that some legislation is in progress to increase the area of NSSSD. The Council answered questions about street repair, sewer construction and tax deliquent land. Mayor Hodges reported on the Fiouridation Hearing hell on April 19, 1965. Mayor Hodges stated he thought it looks safe to add flouride to the Municipal Water System. He said it would be more democratic if this choice was put on the ballot at the next election. The Council should not request further petitions from the residents. Trustee RufAad f- that there was no rush to install flouridation. Trustee La Vague questioned whether flouridation was pass medication. Motion by lodges to pay the Little League Baseball Organization the full amount budgeted, $250.00 to help pay for various baseball equipment. Seconded by Rustad. 4 Ayes. Motion Carried. -2- 030045 Mayor Hodges reported that two picnic tables were being -wilt from funds docated by the Mounds View Lions Club and the ,tea next to the Village Hall was being cleared. Trustee Rustad reported on the large amount of dead fish along the shore of Spring Lake. The Clerk's Office was directed to write a letter to the State Conservation Department for relief of this problem. Trustee Rustad read a letter from the Chief of Police regarding the traffic problem at Highway 10 and County Road H -2 crossing. The Clerk's Office was directed to invite the District 9 Engineer, Mr. Mc Cubrey, or his representative from the Highway Dept; the Scholl Bus Company Representative; and the School Patrol Representative to a meeting May 3 at 6:30 P.M. to discuss the problem. Trustee La Vague reported the progress of the sewer construction throughout the Village. La Vague stated that a decision on how the roads will be repaired after the completion of sewer will be announced soon. Well 2 is working. Trustee La Vague requested residents to use caution while driving because of the extensive work on the roads, added to this is that warning lights are being removed from some of the construction sites making driving hazardous. Motion by La Vague to authorize N.S.P. Company to install a 6000 lumen street light on the intersection of Hillview Road and 7 reenwood Drive. Seconded by Blanchard. 4 Ayes. Motion Carried. Motion by La Vague to authorize N.S.P. Company to install a 6,000 lumen street liryht on the intersection of Terrace Drive and Quincy Street. Seconded by Rusted. 4 Ayes. Motion Carried. Mr. Milt Stole inquired about street restoration on Terrace Drive, The Engineer was instructed to investigate and report to Mr. La Vague. The minutes of the Planning Commission meeting of April 21, 1965 was read by La Vague. The request from the Tred Company was referred to the Attorney. Letter from State Attorney General referring to purchase of salt was read by Le Vague. The proposed platting by Berkeland was referred to the Planning Commission. Letter from R. J. Houle, M.D., Village Health Officer was read. The Clerk's Office was directed to request Dr. Houle to make a personal check of this area and advise the Village of his findings. Mr. Harvey Melbe, 8371 Eastwood Road asked how he could keep Iniicensed vehicle ire his yard. Mr. Melbo to be granted 15 days lrmission to park these vehicles in his yard while Trustee Perry Malvin .ivestigatef this situation. Clerk Blanchard reported that two fires were reported at Edgewood Jr High School. Neither of these fires were reported to either the Spring Lake Park Fire Department or to the Mounds View Village Police Department. -3- The Clerk's Offie was directed to write a Letter to Mx. v O O 4 6 Hellstrom, the principal of Edgewood Jr. High a copy of the letter to everyone concerned, stating that the Council believed that the proper authorities should be notified whenever there is any fire. Civil Defense. Director, Charles Jackson, announced that the Mounds View Civil Defense participated in 141 hours of volunteer time during the St. Paul Flood Disaster. Building Inspector, Chris Piehowski, recommended a :hange in the Building Code. To change the requirement of the chimney size from 5" to 6 This matter to be referred to a future agenda meeting. Engineer Comstock suggested a meeting to be held to discuss a sewer ordinance. Council Set May 3rd during its agenda meeting. Attorney Meyers submitted and read a proposed Fire Prevention Code Ordinance. The Spring Lake Park Fire Chief and Fire Department have recommended this fire ordinance. Motion by Blanchard to adopt Ordinance 124, an Ordinance adopting the Fire Prevention Code recommended by the National Board of Fire Underwriters and repealing Ordinance 71. Seconded by Hodges. 4 Ayes. Motion Carried. Attorney Meyers reported that Beauty Shops are state regulated. The Village control is only in the zoining requirement which is B -3. Motion by La Vaque to change the 'rater Billing Procedure o change from the discount of (.75) seventy -five cents if water payment is made within the proper payment date, to charging a penalty of (.75) seventy -five cents to all who pay after the due date. Seconded by Blanchard. Blanchard, Hodges, La Vaque, aye Rusted not voting on issue because he is opposed to the penalty method. 3 Ayes. Motion carried. Attorney Meyers submitted a proposed agreement to be between the Village of Mounds View and the Village of Spring Lake Park where in Mounds View shall permit the Village of Spring Lake Park to install a sanitary sewer line in a boundary street. This agreement to be sent to Spring Lake Park for their recommendation. Mayor Hodc•es stated he would investigate a garage for park use. This building is included in an easement settlement. Attorney Meyers suggested the Council authorize the Engineer to study the possibility of additional roads north of Sherwood Road. Acquiring this land could take several years. Motion by Blanchard to adopt Resolution 19€, ''titer Assessment 1960 -1 and 1960 -2, division 34883 and 3=1877. Seconded by Hodges. 4 Ayes Motion Carried. Motion by Rusted that the owner of the used car lot on 0J0047 Highway 10 be given thirty days to abide by previous agreement ,r his permit be revoked. Such as the maximum number of cars to be Mowed, the construction of a screening fence, removal of the center section where the gas pumps stood, as well as to clean up the area. That a letter be sent to him reporting the Councils action. Clerk Blanchard .reported that a copy of a Dutch Elm Ordinance was given to each Council member for study. Motion by Rustad that the filling station license of Charles Roundsley be pro -rated and a refund of $10.00 be returned to Mi. Roundsley. Seconded by La Vaque. 4 Ayes. Motion Carried. Mayor Hodges extended thanks to the Mounds View Lions Club, other organizations and all individuals who helped with the Easter Egg Hunt. Motion by La Vaque to adjourn. Seconded by Rustad. Meeting adjourned at 10:35 P.M.
