Motion by Malvin to accept the low big of Lametti ana Sons for
lcteaule A Sanitary Sewer Project 1965 -3 in the amount of $242,819.00

Rusta 5 Ayes.
Motion by Malvin to accept the low big of Lametti ana Sons for Sche -'ule
B, Sanitary Sewer Froj2ct 1965 -3 in the amount of $277,001.50.
Seconaea by La Vaque, 5 Ayes.
Several requests for temporary Mobile Home parking were presentees.
Motion by La Vaque to issue permit for 90 Ways to Mr. E. Staurseth
to use Mobile Home for living quarters curing reconstruction of his home
at 1884 County Roa' H-2. SeconAea by Rustaa. 5 Ayes.
Motion by La Vaque to issue permits for 90 -'eys to Mr. J. Staples
at %710 Woodlawn Drive, Mr. J.L. Parker at 7768 Woodlawn Drive and Mr.
Visger at 7815 Woodlawn Drive to use Mobile Homes for living quarters
Suring reconstruction of their homes. *Secon Rusta' 5 Ayes.
Several Aisaster area resi -'ents complainea of rgmoval of certain
items from their homes or basements. Council State%i again that the
contractor was to remove loose aebris anA rubble an-' that many homes were
strippea by unknown persons.
The matter of bi's for Sanitary Sewer Project 1965 -3 sche'ules

The Attorney reportea that above namea Company bongs anO' specifi-
cations were in oraer.

Mi. Strangis, one of the attorneys for the Lametti Sons firm,
presente- copies of several letters sent to the Council, the Village
Engineer and the Village Attorney and requeste- that these letters
become a purtion of tie official minutes of this meeting. (Request
grante- copies filed with official copy of minutes.) In these letters
the firm pointe- out several items, mainly;
1. An error had been mane in computing the bi-.
2. This error amounte- to $54,471.00.
3. They had file- notice before the awar- was mace of withdrawal
of sap bid.
This was discusse' very thoroughly by all Councilmen, Attorney,
Engineer, Citizens, etc.
Engineer 's statement; In examination of the bid as submitted,
I fin- no obvious errors."
Attorney liste three alternatives facing Council:
1. Reject_a]. l bids ana readvcrtise.
2. Accept bid as submitte
3. Proceed against contractors bon- as bid stated No bias
may be withdrawn within 30 days."
Attorney's recommendation:
The bid appears valid, therefore I recommend to the Council the
acceptance of this bid."
Question on the motion. 5 Ayes. Motion Carried.
During the remarks on the above motion Mrs. Samuel Fried question
ed the Council ha- acted within the time limit set by law in
ordering the project after the public hearings. A check of the minutes
is to be made to show her that the Council ha- so well within the
time limit. She will also receive'- copy of a letter to the Council
from Comstock &_Davis, Engineer regarding this project._
Mayor Hodges reporte that the Village has lease seven F.H.A.
homes and subleased thesc to disaster victims for one collar for the
first month and $50.00 a month thereafter.

Mr. Rusta- read r letter of resignation from ')fficer Erwin Kish,
(On File)
Motion by Rusta- to accept resignation of Officer Erwin Kish
effective June 1, 1965 3n- to direct the Clerk's )ffice to prepare a
letter of appreciation to him for the fine service he has ren -ere- the
Village. Secon -e- by La_Vaque. 5 Ayes.
:;.r. La Vague recirte sewer work was progressing and that
emporary patching is L. :ing -one to make the etours usable.
The Building Inspector was irected to ccntact the owner of 2296
Lois Drive in regard to a rebuilding problem.
The Council will investigate the feasability of an alleyway on
the South side of Lois Drive.
Mr. Robert Edmond, Electrical reporte. that the Civil
Defense siren is in working order and again connecte-' with the telephone
alarm system
Mr. E.mon. will do the inspections on the temporary parking of
house trailers in the Village, at Council direction.
Mr, Charles Jackson gave a report on the Civil Defense activity
during and after the tornado, part of which was the 3,592 hours put in
by various Civil Defense units.
As a portion of his report the matter of the Ramsey County
Walkie- Talkie Radio wad brought up. This radio is missing and believe-'
stolen.
Motion by Rusta. to authorize Civil Defense Director to purchase
1 Walkie- Talkie at $106.52 replace missing radio of Ramsey County
Civil Defense Unit. Seconde-' by La Vague. 5 Ayes.
An informal meeting will be held on Friday, May 29, 1965 at
6 :30 P.M. with the Council and Civil Defense representatives to discuss
the future of the Mounds View Civil Defense Units.
The Attorney announced that there are no guards, on a full time
basis, on the wrecke-' vehicles behin-' the Village Hall ana that on
June 21, 1965 the Council would take action to remove any remaining
automobiles.
The low spot at Jackson ana County Roa-' H -2 an-' the matter of the
chimney on Well 2 were referred_to the Engineer for action.
Engineer Comstock oresented the change order affecting the repair
of Long Lake Road.

Motion by Rusta, to approve change order 4 2 to Sanitary Sewer
Project 1964 -1 Schedule anA authorize Clerk ana Mayor to execute.
Seconded by La Vague. 5 Ayes.
Motion by Malvin to concur with Engineers recommen -'ation ana have
the Twin City Testing 8 Engineering Lab. conduct tests to determine if
the filter plant is operating as per guarantee before engineer gives his
approval for refunding ,f escrow bonds. Seconded by Rustad. 5 Ayes.
The Engineer for National Funds presented a Trailer Court layout
for preliminary approval.
Motion by Blanchard to deny preliminary approval of this project
on the following grouns:
1. There shoul% be two exit`s on County Road H -2 (No others)
2. The roans are below standard width.
3. The Duplexes have not all been started.
4. Plans shall be approved by Building Inspector and Engineer
before resubmitting to Council.
Seconded by RustaA. 5 Ayes.
In the discussi n of the ah motion the following points were
brought out:

2. The possibility for a shelter area shoul' be taken into

3. Mechanical prints must accompany before final approval,

Mr. Braley who has purchase' the home an' lot at 2333 Knoll
Drive has promised to clean it up an remove his own ebris before
June 2, 1965.

Emergency Planning ha' surveye' the areas involve-, the preliminary
estimates have been submitte', the application request is on an'
following their the Village can receive up to 75% on
the Fe'eral Fun's nee'e' to complete this job of rubble an' 'ebris
removal.
The Mayor an' Clerk signe- the Quit Claim Deed for George an'
Flo Gustafson as 'irecte- at previous meeting.
Motion by Rusta' to authorize the Mayor an" Clerk to sign for
release of the ez crow bon- agreement with Mr. Mueller, for the filter
plant guarantee, when a favorable report is receive' from the Village
Engineer on this matter. Secon'e' by Malvin. 5 Ayes.
Gophei Exterminators are to be caIle' as soon as possible to see
what can be one to control rats in the isaster area.
Motion by tlanchar- to pay bills submitte- totaling 27,507.35.

Mr. J. Dolphy appeared stating that he will 'o the following:
1. Place a lilac he'ge aroun' the back of the garage area.
2. Pay for his special use permit.
3. Place a pea rock -ust cover in the area not black toppe
