VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
The regular meeting of the Mounds View Village Council was
called to order by Mayor Hodges at 8:00 P.M., June 14, 1965 at
2401 Highway '.0.
Present Were:

Motion by Rustad to approve minutes of regular meeting held
April 26, 1965 as presented. Seconded by Malvin. 5 Ayes.
Motion by La Vaque to approve minutes of regular meeting held
May 10, 1965 as presented. Seconded by Malvin. 5 Ayes.
Motion by Rustad to approve minutes of regular meeting held

Motion by Malvin to approve minutes of special meeting held

Mr. Rustad reported the following as Village representative
to the North Suburban Sanitary Sewer District.
1. Reaffirmed that the district does have an outlet for
the sewage.
2. Mounds View force main contracts to be let this month
and finished this fall.
3. N.S.S.S.D. may extend line to serve a portion of
Shoreview, Lexington and Circle Pines.
After checking statement by Twin City Testing Laboratory
and Comstock and Davis regarding the water treatment system, the
Attorney approved the release of the escrow money held as guarantee.
The Clerk was directed to prepare the necessary papers as soon as
possible.
A petition for Sanitary Sewer service in a portion of the
C -1 area on file) was received and discussed.
Motion by Blanchard to order the Engineer to prepare a
report on sanitary sewer service in the C -1 and C -3 areas, and further
'o set a public hearing on this matter for 9:00 p.m. on July 12, 1965.
Seconded by Hodges. 5 Ayes.

Mrs. Fried read a letter she intends to send to the Council
and the Attorney was directed to prepare an answer if aid ter is
received in time.
Mrs. Clems, 2147 +Pinewood Di,.. requested inspection of a
drainfield she believes is running into her cesspool. Mr. Skiba
was directed to investigate.
Mr. E. Gustafson questioned rebuilding his home. The
Council directed him to prepare a list of items he intends to do and
submit them to the building inspector for approval. He was warned
that the building must come up to present building code.
Mr. Staples,7710 Woodlawn Drive, requested removal of debris
from the area near his home. Matter referred to Hodges for contact
with Herbst Construction.
Mrs. Florence Peterson requested the Village to remove nails
and debris from the Lois and Knoll street surface.
The Clerk's Office was directed to contact the Highway
Department to have an electro- magnet brought in again.
Mayor Hodges reported the following items:
1. Village Hall Park was being cleaned up by sewer contractors.
2. Tables and fireplaces will be availabe soon.
3. Two more F.H.A. homes made availabel to disaster victims.
4. F.H.A. has ruled to not loan money on homes in the
Hillview area due to high water table.
Clerk Blanchard stated that Lakeside Park is open and
classes start June 15, 1965.
The outboard motor ordinance presented in 1964 was
discussed at some length.
The Attorney was directed to again present said ordinance
for Council study.
The matter of children swimming in Rice Creek was discussed
and referred to the Police Department and see if signs could be
posted for "No Swimming Allowed
Mr. Rustad presented the Police report for May. (on file)
Motion by Rustad to change status of Officer Timothy Smith
from part time to full time effective July 1, 1965. Salary will be
$400.00 per month. This eliminates all part time officers except
for relief or emergency help. Seconded by La Vaque. 5 Ayes.
Mr. La Vaque reported the following:
1. Water report for May. (on file)
2. Sewer progress report schedule only slightly behind
expectations due to water problem.
3. Minutes of the Planning Commission meeting held May 18, 19G`
read and filed.
4. Road repair being undertaken.
Mr. Malvin wili make an investigation of a yard on Gloria
Circle after receiving citizens complaints of messy yard.
Mr. Charles Jackson, Civil Defense Director, reported that
the :new walkie talkie radio had been turned over to the Ramsey County
Civil Defense to replace one stolen during disaster work.
Mr. Jackson also reported that 100 to 150 residents aided
in Saturdays unsuccessful search for the missing Shoreview girl.
Only three unclaimed autos remain behind the Village Hall.
and owners' will be contacted this week to remove them. After their
removal, snow fence will be removed by the Ramsey County Engineering,
Department.
The Engineer, Mr. Comstock, reported the following:
1. Water table North of Sherwood and West of Long Lake
Road is almost five feet higher than normal. Suggested a change
order allowing a conduit instead of open ditching..
Motion ,by Blanchard to authorize the Engineer to prepare
a change order on surface water drainage project 1964-1, Schedule A
covering the above item. Seconded by Hodges. 5'Ayes.
Mr. Meyers reported the following:
1. O.E.P. papers signed Friday, estimate cost is $85,000 for
debris removal and related items but actual cost may go to $100,000.
2. Rep. Karth has indicated that he will give all possible
assistance to processing of this application.
2. Demolition will be completed this week.
3. Rubble removal should be completed within three weeks.
4. A resident stopped the contractor on the Arden Avenue
extension Surface Water Drainage Project 1964 -1
Motion by Rustad to authorize the Attornry to institute
unlawful detainer action against Mr. Adolph Flink and Mrs. Laura Flink,`
8255 Red Oak Drive. Seconded by La Vaque. 5 Ayes.
5. Condemnation awards made but may be appealed. Suggests
3/4 payment to avoid interest charges in case of favorable appeal
decisions by any affected persons.
Motion by La Vaque to authroize Mayor, Clerk and Treasurer
to sign checks for 3/4 condemnation award as requested by Attorney.
Seconded by Hodges. 5 Ayes.
6. An amendment to the mobile home park ordinance was
presented for study.
7. The agreement between Mounds View and Spring Lake Park
regarding sewer on Hillview Road atWest end of the Village was
presented.
Motion by Rustad to authorize the Clerk and Mayor to
execute said agreement. Seconded by Malvin. 5 Ayes.
8. An amendment to the building code Ordinance 15
,vas presented and discussed.
Motion by Blanchard to adopt Ordinance 125. Seconded by
Rusted, 5 Ayes.

The debris removal where heavy equipment can not operate
is being cleaned up by youths from the NYC Disaster Clean -up Project.
