VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
The regular meeting of the Mounds View Village Council was
called to order by Mayor Hodges at 8:00 P.M., June 28, 1965 at 2401
Highway 10.
Present Were:

Motion by Hoages to approve minutes of special meeting of June
7, 1965 as presentee. Seconde''.by Malvin. 5 Ayes.
Motion by La Vaque to approve minutes of regular meeting of
June 14, 1965 as presentees. Seconde-' by Malvin. 5 Ayes.
Trustee Rustaes reported that the N.S.S.S.D. law suit against the
Minnesota Water Pollution Control Commission was apparently progressing
satisfactorily in favor of the N.S.S.S.D.
An area resident reported a near drowning of one of his child-
ren in a flooded yard near 7555 Pleasant'View Drive and requested the
Village to pump water out. The Attorney aesvised that as private property
is concernees the Council's best course of action would be to accept
petitions for a drainage project for the area.
Motion by Blanchard to concur with Building Inspector's
recommendation and authorize the issuance of a building permit for A.
Simon at 2010 Highway 10, Minneapolis, Minn. 55432. Building will be
warehouse and office space. Attorney esirectees to cause re- zoning to be
published. Secondees by Rustad. 5 Ayes,
The Council granted informal approval to a sub division request
for the Clarence Nordstrom property on Eastwood Road.
The Council advised Mr. Charles Larson of the necessity for a
petition for street improvement to service this property before building
permits could be issued. (Mr. C. Larson, 7880 Groveland Road is the
developer of this property) Mr. Larson then state he was formally
requesting this improvement an-' would sen-' a letter to the Council to this
effect.

Motion by La Vague to grant a Five foot variance to side yard
set back requirements and allow a five foot side yard setback on the E.
siae of propelby at 2209 Lois Drive, owner, Mr. Pasiowitz.
Seconded by Hodges. 5 Ayes.
The following policy statement was made by the Council to aid
persons build;ng or rebuilding in tie Village.
The Council will not consider any requests for variance under
the zoning ordinance for less than a five foot yard setback and will only
allow that variance if the neigtboring structure has the proper setback.
The Clerk's Office and the Building Inspector will be notifies of this
action and said notice will be posted on the Village Hall Bulletin Board
for the next few months.
Motion by Hodges to hire Myron Hanson, 7767 GrovelanA Road as
part time Recreation Department employee at a salary of $1.50 per hour.
Seconded by La Vaque.. 5 Ayes.
The Mayor reported the following:
1. Two residents in the disaster area are still at o4.1$
with their Insurance Companies. (Ref. to Attorney)
2. Eight homes are under construction in the Lois Knoll
area.
3. A phone call from Rep.�Karth's office informed the
Council that the GFFICE OF EMERGENCY PLANRI G appli-
cation was approved and the village should receive
75% of the money within the week.
Village Engineer Comstock presented several change orders for
Council action.
Motion by Blanchard to approve Change Crder 3 on Project
1964 -1, ScheAule A and authorize Mayor and Clerk to execute.
Seconded by Rustad. 5 Ayes.
Motion by Hodges to approve Change Order #4 on Project 1964 -1
Schedule A and authorize Mayor and Clerk to execute. Seconded by
Rustad. 5 Ayes.
Motion by Blanchard to approve Change Order #3 on Project 1964 -1
Schedule B and authorize Mayor and Clerk to execute. Seconded by La Vague.
5 Ayes.
Motion by Malvin to approve Change Order #3 on Protect 1964 -1
ScheAule C and authorize Mayor and Clerk to execute. Seconded by
Rustad. 5 Ayes.
Motion by La Vague to approve Change Order 1 on Project 1964 -2
and authorize Mayor and Clerk to execute. Seconded by Blanchard. 5 Ayes.

The Engineer brought up the matter of an increase in the
'epth of Well 1 to increase the water flow anA recommen' the Council
take imme'iate action.
Motion by Ls Vaque to concur with Engineer's recommen'ation an'
enter into a contract with Tri -State Drilling Company to have them ad'
40 feet onto 'epth of Well 1 at a cost of $886.00.

The Engineer reporte' that the surface water inlet on Sunnysi'e
Roa' an' Hillview Roa' has been correcte'.
A letter from Mr. Eigenheer requesting gra'e levels, etc. was
referre' to the Engineer
Motion by RustaA to resche'ule the public hearing for the re-
zoning of the Toner Property, Parcel 1, from R -1A to B -3 anA Parcel
2 from R -2 to B -3, with special use permit for Mobile Home Park.
Hearing to be July 19, 1965 7:00 P.M. Hearing inclu'es lan' where
home is plus the Northwest corner. Secon'e' by La Vaq+'e.. 5 Ayes.
At 9:00 P.M. the Mayor opene' the public hearing on the water
main extension on WooAale Drive. The Clerk read the legal notice as
publAshe' anA maile'. There were no objectors to the project. The
Mayoe close' the hearing. Motion by Ho'ges to or'er the improvement
an" 'erect the Engineer to prepare final plans an' specifications.

Motion by Rusta' to inclu'e with the above project bi's,the
installation of a 12" gate valve between the filter plant anA the
street main on E'gewoo' Drive. Seconde' by La Vaque. 5 Ayes.
Motion by Blanchar' to allow National Fun's, Inc. to 'o pre-
liminary earth work on tfie Mobile Horne Park site at Highway 8 an'
County Roa' H -2, provi'e' that this 'oes not constitute a waiver of any
con'itions of the original rezoning. Secon'e' by La Vaque. 5 Ayes.

within the next two weeks.
Mr. Malvin reporte' that he ha' receive' several complaints on
owners of horses in the Village. The Police Department was directe' to
fully enforce the zoning or'inance, buil'ing or'inance an' public
nuisance or'inance in this regar'.
Mr. Malvin reporte' that the house on Gloria Circle that he ha"
receive' a complaint on ha' been checke' an' that no basis for complaint
existe'.

Motion by:
WHEREAS, pursuant to Resolution of the Village Council
of Mounds View, adopted 1rn1 the special assessments
for the construction of Twaprnvernt 1AR2 -2
were levied against the attached list of described properties, said
list made a part herein.
AND WHEREAS, The above mentioned properties have been
conveyed or replatted and are described according to the attached
list, and said list made a part herein.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL
of Mounds View, that the assessments for Lateral Wlatar'Irprovwnt 1862
against the heretofore mentioned properties be correctly certified
to the Auditor of Ramsey County for further collection in the
amount stated on the attached list, said list made a part herein.
