HomeMy WebLinkAboutMinutes - 1965/07/12PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA The regular meeting of the Mounds View Village Council was called to order by Mayor Hodges at 8:00 P.M. on July 12, 1965 at 2401 Highway 10. La Vaque Ingram Rustad Richard Meyers Eldon Comstock Zane Mann Paul E. Boog Walter Skiba Motion by Rustad to approve minutes of June 28, 1965 as presented. Seconded by La Vaque. Motion by Rustad to approve minutes of July 6, 1965 as presented. Seconded by Hodges. A letter from the N.S.S.S.D. sewer board regarding the RESIDENTIAL EQUIVILENT CONNECTION charges to other than private homes was read and filed. 5 Ayes. 5 Ayes. A letter requesting a road improvement project was read and filed. Motion by Malvin to instruct the Engineer to prepare preliminary plans for a street improvement project on Arden Avenue (extended) between Long Lake Road and Eastwood Road. Seconded by Hodges. 5 Ayes. Motion by Blanchard to set a Public Hearing on Arden Avenue Improvement (above) and direct the Clerk to cause notices to be printed and mailed as required. Hearing will be August 9, 1965 at 9:00 P.M. Seconded by Hodges. 5 Ayes. Motion by Hodges to allow Comstock and Davis, Inc. to do survey work for Clarence Nordstrom, 8205 Eastwood Road. (Subdivision) Seconded by La Vaque. 5 Ayes. The B and E Patrol report for June was received and filed. The Police Report for June was read and filed. The Road and sewer reports were given by Mr. La Vaque. In regards to a residents request, the Clerk reported that the County Entomologist had stated that since the expected infestation would be light, no spraying for canker worms would be needed this year. The weed inspector was directed to investigate a possible violation at 5323 Clifton. Mr. Charles Jackson, Civil Defense Director, reported that the C.D. Truck formerly used by Roseville was now a part of the Mounds View Civil Defense program and was being inventoried. -2- The Engineer and Attorney reported on the bids on Sanitary Sewer Project 1965 -3 Schedule B. Motion by La Vaque to accept the low bid of Northern Contracting in the amount of 5325,000.00 for Sanitary Sewer Project 1965 -3, Schedule B. (with the recommendation of the Engineer and Attorney.) Seconded by Malvin. 5 Ayes. The Attorney reported that the difference in bids between the above one and the original on May 17 by Lametti and Sons, Inc. was $47,998.50 and this should be the amount of loss or damage to the Village. Motion by Blanchard to authorize the Attorney to collect under the terms of the contract, from Lametti and Sons, Inc. the full amount of the damages in the matter of the bid received on May 17, 1965 for Sanitary Sewer Project 1965 -3, Schedule B in behalf of the Village. Seconded by Malvin. 5 Ayes. The Attorney announced that the Sanitary Sewer Ordinance would be discussed at the next agenda meeting and acted on at the next regular meeting. The first preliminary estimate of costs for tornado debris removal was received from Mr. Herbst and it amounted to approximately 559,000.00. Motion by Rustad to adopt Resolutio #20i )(regarding lot splits and assessment divisions) Seconded by B anchar 5 Ayes. Motion by Rustad to adopt Ordinance 127 (Simons Rezoning) Seconded by La Vaque. 5 Ayes. Motion by Blanchard to adopt Ordinance 128'(Pure Oil Rezoning) Seconded by La Vaque. 5 Ayes. Motion by La Vaque to allow a variance to the building code for Mr. Overgaauw 2274 Knoll Drive, permitting a 6 foot side yard set back. Variance will be 4 feet. Seconded by Malvin. 5 Ayes. At 9:00 P.M. the Mayor opened the Public Hearing on C -1 and C -3 Sanitary Sewer Improvement proposal. The Attorney read the legal notice and the Clerk stated that the notices had been published and mailed according to statues. Mr. Meyers stated the reasons for the hearing and the avenues that would be followed by the Council after the hearing. The Engineer showed on the map and explained the C -1 and C -3 boundaries as set by the Council and explained the estimated cost of the improvement. A general discussion followed and many questions were raised and answered. Secohded by La Vague. 5 Ayes. After a brief recess the meeting was reconveened at 10:30 P.M. Motion by Blanchard to pay the bills 'submitted totaling $269,268.94. Seconded by Rusted. 5 Ayes.
