Home My WebLink AboutMinutes - 1965/08/23PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA The regular meeting of the Mounds View Village Council was called to order by Acting Mayor Rustad at 8:00 P.M. on August 23, 1965 at 2401 Highway 10. Present Were: Acting Mayor: Clerk: Trustee: Ingram C. Rustad Lloyd J. Blanchard Charles La Vaque Perry Malvin Absent: Mayor: Donald C. Hodges Also Present: Attorney: Richard Meyers Engineer: Eldon Comstock Public Works: Walter Skiba Motion by La Vaque to approve minutes of August 9, 1965 as presented. Seconded by Malvin. 4 Ayes. Motion by Malvin to approve minutes of August 13, 1965 as presented. Seconded by La Vaque, 4 Ayes. Mr. Rustad reported that the N.S.S.S.D. double line in Mounds View is being constructed from both ends of County Road H and and early completion is expected. Mr. Dave Mueller presented a request for rezoning. Motion by Rustad to call a public hearing on September 13, 1965 at 9:00 P.M. to rezone Tracts F and G Registered Land Survey 153 and the West 180 feet of Lot 4, Block 1, Mueller Addition, from R -3 to B -3 and R -3 for the purpose of construction Retail Business and Multiple Dwellings. The Council promised a decision at the next regular meeting on the matter of sewer hook -ups before availability of sewer. The !'Need Inspector is directed to check outthe property directly across the street from 7937 Edgewnod Drive for possible violation. Mr, Rustad reported thet a new monitor had been purchased for the Police Department. Mr. La Vaque reported on the streets and sewer progress. The Planning Commission minutes for August were read and filed. The Parks and Playground maintenance department is directed to mow the weeds on the walkway into the park East of Johnson Terrace. Motion by Rustad to instruct the building inspector to issue a building permit to Mr. Clarence Peterson for the addition on to his building on Highway 10. Seconded by La Vaque. 4 Ayes. -2- Motion by Rusted to correct the minutes of August 16, 1965 to show on the list of bills "Special Police work in place of C.D. work, as these men were acting in the former capacity. Seconded by LaVaque. 4 Ayes. A lengthly discussion on the Pinewood Terrace drainage problem took place with the end result that the maintenance department was directed to clean the existing ditch' and install a concrete catch basin at the end, if necessary. Motion by Malvin to adopt Ordinance #129, the new Civil Defense Ordinance. Seconded by Malvin 4 Ayes. Two or more tornado damaged homes in the Village are becomipg hazardous and this matter was referred to the Village Attorney. Motion by LaVaque to adopt the Civil Defense Oratipnal Survival Plan for Mounds View as Presented. Resolutio Seconded by Malvin. 4 Ayes. The possibility of extending Edgewood Drive from County Road H -2 to Highway #10 was referred to the Engineer. Motion by Blanchard to approve Licenses. (list attached) Seconded by Malvin. 4 Ayes. Motion by Blanchard to pay bills submitted totaling $10,637.55. Seconded by Rustad. 4 Ayes. Mr. SkiLd was directed to have a pole replaced blocking off the walkthru between Jackson and County Road I to auto traffic. Motion by Blanchard to sot the Assessment Hearing for Sanitary and Storm Sewer and street resurfacing including Trunk, Laterals, Lift Stations and maintenance facilities providing sewer services to properties in the area proposed to be assessed which is described belows Every lot, piece and parcel in the Village limits except the area described as C -1 and C -3 as follows: All of the Village of Mounds View in Section 6, township 30, Range 23, lying southerly and westerly of State Trunk Highway No. 10 and all of the lands and area in Section 7, Township 30, Range 23, in the Village of Mounds View lying Westerly of the following described line: Commencing at the intersection of County Road I and Groveland Road, thence south on Groveland Road to its intersection with Bronson Drive, thence west on Bronson Drive to its intersection with Knollwood Drive, thence south on Knollwood Drive to its intersection with Woodale Drive, thence west on Woodale Drive, to its intersection with Pleasant View Drive, thence south on Pleasant View Drive to the south property line extended of lot 60 Knollwood Park, thence westerly along the south property line of lot 60 extended and the south property line of said lot 60 to the west line of said Section 7. -3- Hearing is to be held on September 15, 1965 at 8:00 P.M. at the Edgewood Junior High, School. Seconded by! La VagUe► 4 Ayes. Motion by Rusted to direct the Engineer to prepare a change order to the Nodland Construction contract (1964 -3A) allowing Street resurfacing at 40 cents per square yard rather than 37 cents with the latest spec. change.
