VILLAGE OF MOUNDS VIEW
RAMSEY COUNTV, MINNESOTA
Pursuant to due call and notice thereof a Special Meeting of
the Mounds View Village Council was called to order by Mayor Hodges
at 7:00 P.M., September 7, 1965 at 2401 Highway 10.
Present were:
Mayor: Donald C. Hodges
Clerk: Lloyd J. Blanchard
Trustee: Charles D. La Vague
Ingram C. Rustad
Absent:
Trustee: Perry L. Malvin
The Mayor called three times for furthur bids on Water Imprc-se-
ment Project 1965 -3. Bidding was closed.
The Engineer read the bids as follows:
C.S. 41cCrossan 10% 8,581.00 As Speci
Walbon Excavating 10% 7,000.00 As Spec.
Erwin Montgomery Const. 1095 9,359.20 45 Cal. days.
The Mayor called three times for bids submitted and not read. There
were none.
Motion by La Vague to refer the bids to the Engineer for tabu-
lation and recommendation. Seconded by Hodges. 4 Ayes.
The Public Hearing for Water Improvement Project 1965 -3
was held on June 28, 1965. The Project was ordered and the Engineer
was directed to prepare final plans and specifications.
Motion by Blanchard to adopt Resolution 204 j approving
assessments for Sanitary Sewer Improvements nd callir a hearing
theron. The Special Assessments have been given preliminary approval
and ordered filed in the office of the Clerk
Motion by Rustad to allow variance to the building code for
Mr. E.C. Larson, Phillips Petroleum allowing an additional 2 square
feet for sign construction at County Road H and Highway 10. Second-
ed by Blanchard. 4 Ayes
Motion by Rustad to send out specs and advertise for bids
for new 1966 Squad Car for the Police Department. Bid closing to
be October 4, 1965 at 6:30 P.M. The Clerk was directed to advertise.
Seconded by La Vague. 4 Ayes.
Mr. Malvin arrived at 7 :30 P.M.

Motion by La Vaque to allow the Sunrise Methodist Church use
of the Village Hall on September 16, September 23 and September 26 as
requested and to waive the fees. Seconded by Rusted. 5 Ayes.
A letter from the Ramsey County Engineer regarding County Roads
and resurfacing was referred to the Village Attorney, Engineer and
Fiscal Agent for Consultation and advisement.
The Attorney is to request an easement from the owner of land
involved in drainage of low spot on County Road H -2 South of Jackson
Drainage South to Highway 10:
Motion by Blanchard to direct the Attorney to prepare a resolu-
tion regarding the connection charges and the use rates and striking
Paragraph 128.120 of Sanitary,Sewer Ordinance #'128. Seconded by
La Vaque. 5 Ayes.
Motion by Rusted to adjourn. Seconded by Blanchard. 5 Ayes.
Meeting adjourned at 8 :30 P.M.
