The regular meeting of the Mounds View Village Council was
called to order by Mayor Hodges at 8 :00 PtM. on September 13, 1965
at 2401 Highway 10.

Motion by Rustad to approve minutes of August 30, 1965
as presented, Seconded by La Vaque. 5 Ayes.
Motion by La Vaque to approve minutes of September 7, 1965
as corrected, (after correcting as follows)
1, Roll call Trustee Malvin arrived at 7:30 P.M,
2, The Mayor called three times for further bids on water
improvement project 1965 -3.
3. Regarding Sunrise Methodist Church motion 5 Ayes.
4, Motion directing Attorney to prepare a resolution
regarding sewer ordinance. 5 Ayes.
5. Motion to adjourn. 5 Ayes.
Seconded by Hodges. 4 Ayes. Malvin Abstained.
Mr. Rustad reported that the January 1, 1966 target date
for the N,S,S,S.D. hook -up was still in effect.
A ..?ort from the State Industrial Commission appeared at the
request of the Council. After a lengthy discussion regarding the
reasons for tagging the water tower unsafe, it was determined that the
Attorney would contact Mr. Rutherford, the head of that department,
and try to come to some agreement with him on behalf of the Village.
Mr, Blanchard read a proposed conditional sanitary sewer
permit hook -up policy, subject to the approval of final forms and
permits. Seconded by Rustad. 5 Ayes.
A residents question regarding Oak Wilt disease was referred
to Mr. Frits, chairman of that committee. Mr. Frits will be asked
is to prepare a report for the next council meeting.
The Engineer reported on the bids received September 7, 1965
for water improvement project 1965 -3, recommending that the low bidder
receive the award.

Motion by Malvin to concur with the Engineer's recommendation
and award the contract for Water Improvement Project 1965 -3 to
Walbon Excavating Company. Bid was $7,000.00. Seconded by La Vaque.
5 Ayes.
The Engineer reported that there would probably be a three
week delay in the actual awarding of this contract due to some
problems with Chiee Brothers Construction doing work on Silver Lake
Road project under the Ramsey County Contract.
After complaints from residents regarding the condition of
Raymond Avenue due to heavy equipment abuse by National Funds Contractor
the Attorney was directed to contact Mr. Foss and inform him that this
equipment would no longer be allowed on Village roads. The Engineer
was instructed to examine Raymond Avenue for possible serious damage
due to this equipment.

Motion by Blanchard to accept the preliminary
Sanitary Sewer Project 1965 -5 and call a public hearing
for October 11, 1965 at 9:00 P.M. Seconded by Hodges.

The Mayor opened the Public Hearing called for this night
at 9:00 P.M. Mueller Rezoning.
The Clerk read the legal notice published and mailed. Mr.
Mueller stated that some of the uses for this land were for a service
stations meat market and a dairy store.
The Mayor called for objectors and they are as follows:
1. Mr.. Joe Walker 2736 County Road H -2 object to service stations.
There were no other objectors.
Five persons spoke in favor of the proposal.
The Mayor closed the hearing 9:25 P.M..
Motion by Malvin to grant the rezoning request for tracts
G and F, Register Land Survey 153 and the West 180 feet of Lot 4
Block 1 Mueller Addition. Section 7, Township 30, Range 23
from R -3 to B -3 and R -3 subject to the application and approval
of a building permit. Seconded by Hodges. 5 Ayes.
Mr. E. Drcpps proposal for his property on County Road H -2
was referred to the Planning Commission.
Mr.. Rustad read the August Police and Animal Control reports.
Mr. Skiba was directed to keep a close check on the replacement
of street signs after sewer installation.
Mr. La Vague read the water report for August.
Motion by La Vaque to send a work order to N.S.P. for
a 6000 lumen street light to be installed at the intersection of
Sherwood and Johnson Road. Seconded by Rustad. 5 Ayes.
The Planning Commission minutes for August were read and
The building that formerly held the Tom Thumb Supermarket and was
condemned after the Mey 6th Tornado is a serious hazard according to
reports from Police, Citizens and Inspectors. The Attorney was
directed to notify the owners to raze the building in a short time
or the Council would have to order it done and assess the property
for the costs of razing.
The matter of the Chies Brothers removal of an excessive
amount of fill from the Schroeder property was discussed and the
Attorney was directed to notify the County to order the contractor
to stop this removal, as no permit for excavation has been issued
and he is in fact creating a swampy area. The Mayor will attempt
to determine if the owner of the property has allowed this removal.
Motion by Blanchard to grant the subdivision request and
necessary front footage variance to Mr. G. Hillsdale, 6951 Knollwood
Drive as per application on file. Seconded by Rustad. 4 Ayes.
La Vague Abstained.
The Clerk was directed to direct a letter to the Highway
Department requesting (Mounds View Village) signs be placed at the
North and South ends of the Village on 35W Highway 8 Highway 10.
Mr. Charles Jackson, Civil Defense Director, reported that
the new truck was not complete according to the inventory and that
Mayor Hodges will aid in settling ttis matter with the State Civil
Defense Department.

Motion by Rustad to advertise for bids on Street Improvement
Project 1965 -1. Bids to close September 27, 1965 at 7:30 P.M.
Seconded by Hodges. 5 Ayes.
(The above two motions regarding 1c65 -1 street improvement projects
are a portion of the over -all Sanitary Sewer surface water drainage
and street improvement program. 0iiginal Public Hearings held on
December 5, 12 and 19, 1963 and Jenuary 14, 1964. The improvement
was ordered on March 23, 1964.)
The Engineer was instructed to inspect the damage discovered
in the water utility building and to report to the Council regarding
probable cause and estimate as to the repair cost.

Banks debenture. Seconded by La Vague. 5 Ayes.
