HomeMy WebLinkAboutMinutes - 1965/10/04PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA Pursuant to due call and notice thereof a Special Meeting of the Village Council was called to order by Acting Mayor Rustad at 8:00 P.M., on October 4, 1965 at 2401 Highway 10. PRESENT WERE: Acting Mayor: Clerk: Trustee: ABSENT: Mayor: Ingram Rusted Lloyd J. Blanchard Charles La Vaque Perry Malvin Donald C. Hodges ALSO PRESENT: Attorney: Richard Meyers Engineer: Sheldon Boehm The Village received a check from the State of Minnesota for project app. 65 -548 (Disaster Fund) in the amount of $2,505.00. This is 740 of $3,400.00, the requested amount. Motion by Blanchard to authorize the Engineer to instruct C.S. McCrossan, Inc. to finish cleening the Judicial Ditch. (This arose from the May 6th Tornado debris) Seconded by Malvin. 4 Ayes. PRECINCT 1 Iva Mae Petron Ilia Mc Cue Mildred Paone Motion by Blanchard to appoint the following election judges: PRECINCT t! 2 PRECINCT 3 Florence I3terson Ruth Sindcrson Marie Goff Ada Sopkowiak Lydia Groth Maxine Benesch Seconded by La Vaque. 4 Ayes. A letter from Ramsey County regarding Tax Forfeit Land was referred to the Attorney. Motion by Blanchard to hire Jeanne Perry at $1.50 per hour effective October 4, 1965. months probation) Seconded by Malvin. 4 Ayes. A letter was received and filed from the Water Pollution Control Commission giving tentat_ve approval to National Funds Mobile Home Park sewage system. A letter was received from Ramsey County approving the construction of County Road H fr;)m Long Lake Road to Highway 10. At G:30 this evening the bids for the Police Department Squad Car were opened and read.(Rustad, Blanchard, La Vaque, Malvin in attendance) The bid will be awarded at the next regular Council meeting. -2- At 8:00 the Assessment Hearing for Street and Water Project 1964 -1 and 1964 -2 was opened. Street and Water Project 1964 -1 is Fourth Street between Woodale and Woodcrest. Street and Water Project 1964 -2 is Quincy Street between Sherwood Road and Hillview Road. The Clerk read the legal notice and attested to publishing and to mailing of notice to affected property owners. There were no objections. The hearing was closed at 8:10 P.M. Motion by RUstad to adopt Resolutio 213 ccepting assessments as prepared for Street and rJater ent Project 1964 -1 and 19G4 -2. Seconded by Malvin. 4 Ayes. Several questions were raised regarding the method of assessing the overall sewer project. Mr. John L. Sullivan requested a breakdown of the dollars against each individual assessment. This was referred to the Engineer, Attorney, Fiscal Agent. Mr. Najurski, Attorney for the Skiba property, would like a copy of the final estimates upon •which the contracts were based. Also the actual cost of the interceptors, Laterals and Surface Drainage individually. This was referred to the Engineer, Attorney and Fiscal Agent. Mr. Boehm, Engineer, report_d that he would submit a report at the next regular meeting if possible, a complete one. The Attorney was instructe to prepare an ordinance allowing partial payments on sewer assessments within the next thirty days for adoption at the next regular meeting. The letter from Mayor Hoc( es regarding the assessment roll was read. (attached to offic._al minutes.) Mr. Zane Mann, Fiscal Agent is requested to attend the meeting to be held October 11, 19(5. Mr. Meyers, Attorney, re'd the following: AFFIDAVIT OF MAILING Lloyd J. Blanchard beino first duly sworn, on oath DEPOSES AND SAYS That he is and was on September 14, 1965, the duly qualified and acting Village Cler rr: of the Village of Mounds View, Minnesota, that on said date ha n a copy of the attached notice of assessment hearing on Einitary Sewer Improvements of the Village to the owner of each parcel proposed to be assessed for said improvement by depositing it in the United States Mails with postage fully prepaid thereon; U t the names and addresses of such owners were those appearing ns st..h on the records of the .:ounty Treasurer of Ramsey County ns of the date 30 days prior t adoption of the resolution providing for s-irt hearing, except tha the names and addresses of owners of parcels not rappearing on such records were determined by reference to maps, plats an! other documents on file in the Village Hall of said Village, and, to the extent Mound to be -3- necessary, by reference to the records of the Village Assessor and the United States Post Office, and the published listing of telephone service subscribers in the Village. Mr. Meyers, Attorney, also read the following resolution: RESOLUTION ADOPTING SPECIAL ASSESSMENTS FOR SANITARY SEWER IMPROVEMENTS. WHEREAS, following ecess of the meeting held on September 28, 1965, the Council as a whole has viewed all of the properties where objections were raised verbally or in writing. All objections were reviewed by the Village staff and Council members, mathematical corrections were made, on other objections relative to the area formula and front foot computations were considered. The amendments resulting from such considerations have now been recorded on the assessment roll which is identified as Mounds View Hearing List, Sanitary Sewer 47, September 20, 19G5, Copy 3. NOW, THEREFORE BE IT RESOVED By the Village Council of the Village of Mounds View, Minnesota, as follows: (1) The special assessments as amended for Sanitary Sewer Improvements are hereby adopted, a it is hereby found and determined that each lot, piece and parcel of property so assessed is benefited in the amounts of the respective assessments levied against it. (2) Said assessments may be paid in cash, without interest, if paid within thirty (30) days fr:m the date hereof, or may be paid in thirty (30) equal, annual instalments in the same time and manner as the payment of real estate taxes with interest at the rate of six per cent `G% per annum fro.: 1 the date hereof to December 31 of the year in which the first payment is payable to be added to each subsequent installment; PROVIDED, ::O'.'EVER, That any property owner may pay the entire unpaid balance :f the assessment against his property at any time with interes to December 31, of the year in which said payment is made. (3) The Clerk is hereby authorized and directed to certify a copy of the assessments and a r .,y of this resolution to the County Auditor of Ramsey County to be e tended on the proper tax lists of the County for collection with ether real estate taxes in and for the Village. The motion for the actor duly seconded by Member Blanch the following members voted in Rusted, La Vague (Mayor Hodges held on October 4, 1965.) and the following members voted whereupon said resolution was d, pion of the foregoing resolution was :d and upon a vote being taken, wor thereof: Malvin, Blanchard, .lot present at the reconvened meeting against the same: None clared passed and adopted. Mr. Malvin introduceithe above ,esoltuion 214 and moved its adoption. -4 Motion by Blanchard to adopt Resoltuion 216 certifying the tax levy to be collected by Ramsey County in 1964. amount certified is 74,762:94 which includes $1,400.00 for Civil Defense.
