HomeMy WebLinkAboutMinutes - 1965/10/11PROCEEDINGS CF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA The regular meeting of the Mounds View Village Council was called to order by Acting Mayor Rustad at 8:00 P.M. on October 11, 1965 at 2401 Highway #10. Present Were: Acting Mayor: Clerk: Trustee: I.C. Rustad Lloyd J. Blanchard Charles La Vaque Perry Malvin Absent: Mayor: Donald C. Hodges Also Present: Attorney: Richard Meyers Engineer: Eldon Comstock Sheldon Boehm Fiscal Agent: Zane Mann Treasurer: Irene Edberg Deputy Clerk: Joanne La Casse Motion by Malvin to accept minutes of September 13,1965 as presented. Seconded by La Vaque. 4 ayes. Motion by La Vaque to accept minutes of September 27,1965 as presented. Seconded by Malvin. 4 ayes. Motion by Malvin to accept minutes of September 20,1965 as presented. Seconded by Rustad. 4 ayes. Motion by Rustad to accept minutes of October 4,1965 as presented. Seconded by La Vaque. 4 ayes. The Engineer was instructed to prepare a change order for the lateral sewer line on Red Oak Drive North of Sherwood Road. Mr. Rustad reported that the N.S,S.S.D. target date of January 1,1965 was still going to be met. Motion by Rustad to accept the low bid on the 1966 squad car from Fairview Plymounth, in the gross amount of $2,800 and allowing 5805.00 for trade in of 1964 model squad car. Seconded by La Vaque. 4 ayes. The B E patrol report for September and the police report for September were read and filed. Mr. La Vaque read a letter to the St. Paul Water Department regarding the crossing of their line on County Road I by the sewer contracter. (Copy on file) A Safety Award for the Water Department was received and the Deparlrieut was congratulat3d by the c u-ic_l. Subdivision request for Mr. Palner, Eastwood Road, was referred to the Planning Commission. Motion by La Vaque to approve subdivision request for Mr. R.C. Shandorf, 2185 County Road H 2, New Brighton, as requested, subject to filing of necessary fees and papers. Seconded by Malvin. 4 ayes. Motion by Blanchard to approve subdivision request for Mr. DBE. Meckola, 7931 Woodlawn Drive, as requested, subject to filing of necessary fees papers. Seconded by Rustad. 4 ayes. Mr. Rustad reported that the Village of Spring Lake Park is pumping water out of Spring Lake in response to demands by Mounds View residents who complained of high water caused by Spring Lake Park, in connection with their sewer project. Motion by Blanchard to approve variance request for Mr. A.P. Nelson, 2310 Knoll Drive, allowing 5' side yard set back on west side of property. Seconded by Malvin. 4 ayes. Mr. Blanchard reported that approximately 1,500 residents has registered to vote and thanked the Civil Defense men who toured the village with the sound truck, on two occasions, to remind voters to register. The Engineer presented the compilation of figures, requested at the last meeting, for general distribution. The debris at Woodlawn and County Road I was discused and Mr. Skiba was directed to investigate and determine if this was from the tornado, and if it is tornado debris, to have it removed. Motion by Blanchard to reset hearing for Long Lake Road sewer extensions to October 25, 1965 at 9:00 P.M. Seconded by La Vaque. 4 ayes. Motion by Blanchard to approve licenses. (List attached) Seconded by Rusted. 4 ayes. Motion by Blanchard to pay bills submitted, totaling $224,857.97 Seconded by Malvin. 4 ayes. Motion by Blanchard to pay bill submitted for $100.00 from Disaster Fund. Check #W 577. Seconded by Malvin. 4 ayes. The Attorney reported that the Gifford Claim (legal process) was referred to the insurance carrier, who denied coverage. Motion by Blanchard that the Attorney be authorized to pre- pare an answer and defense in the matter of Gifford verses the Village of Mounds View and ethers including:Walter Skiba, Filbert Edmond -3- Chris Piehowski, Paul Boog, Dr. R6J, H wle, Irving Herbst. Seconded by La Vaque. 4 ayes. The assessment pre- payment Ordinance was presented and read by the Attorney. Motion b5p:Blanchard to adopt Ordinance #132. Seconded by Malvin. 4 ayes. The Nordling plat proposal was referred to the Engineer. Resolution 213 adopting special assessment for street and water 1964 -1 an 2, is to be forwarded to the Ramsey County Auditors office with assessment books. A Resolution regarding tax forfeit lands was presented and read by Attorney. Motion by Blanchard to adopt Resolutio #217. Seconded by Rustad. 4 ayes. An Ordinance redesignating; Johnson Drive to Greenfield Place was presented and read by Attorney. Motion by La Vaque to adopt Ordinance #131. Seconded by Malvin. 4 ayes. The Attorney reported that National Funds will comply with terms of agreement regarding Mobile Home Park. (Letter on file) Motion by Malvin to adjourn. Seconded by La Vaque. 4 ayes.
