The regular meeting of the Mounds View Village Council
was called to order by Acting Mayor Rustad at 8:00 p.m. on Novem-
ber 8, 1965 at 2401 Highway 10.

Mr. Rusted, N.S.S.S.D. Representative reported that
sewer would be available shortly after January 1, 1966. Mr.
Rusted read the Police Department Report for October. Mr.
Rusted read the B E Patrol Report for October.
Mr. LaVaque reported that the sewer construction is
on schedule. We have now received the permit to cross the St.
Paul !Mater Works Mains. Well #1 and #2 are working properly.
Mr. LaVaque submitted a lot split request for Marc
Adams, 8004 Red Oak Drive (Spring Lake Park Hillview Lot 125).
This was referred to the next meeting because of lack of inform-
ation.
Motion by LaVaque to direct En -ineer to set up spec-
ifications for bids on sewer maintenance equipment. Seconded
by Malvin. 3 ayes
Chris Piehowski, Building Inspector, presented plane
for the Sunrise Methodist Church.
Motion by Rustad to concur with Building Inspector's
recommendation and approve plans for Sunrise Methodist Church
at 2520 County Road I. Seconded by LaVaque 3 ayes
Motion by Malvin to approve secondary building at
2031 Sherwood Road. Seconded by Rustad. 3 ayes
Mr. Skiba reported that 74 temporary sewer permits
have been issued and 18 homes have the lines run in.
The Engineer submitted two change orders.
Motion by Malvin to order change order number 1 for
Sanitary Sewer Improvement Project 1965 3 Schedule A. (La-
metti and Sons). Seconded by Rusted. 3 ayes
Motion by LaVaque to order change order number 2
for Sanitary Sewer Improvement Project 1964 2 Lift Stations
(Northern Contracting). Seconded by Rustad 3 ayes
The drainage problem on Hillview and Quincy was dis-
cussed. The Engineer reported that MSA Funds were not available
at this time. The work is to be sub contracted to C. S.
McCrossan who has agreed to unit prices as allowed by the State.
Motion by LaVaque to concur with Engineers recommen-
dations and order Change Order Number 5, Schedule A for Sanitary
Sewer Interceptor and Surface '.dater Drainage Improvement Pro-
ject 1964 3, Seconded by Rustad. 3 ayes
The Engineer reported that three power poles are in
the roadway to the Maintenance Building. Northern States :Power
will move the poles at no expense. Joslyn Electric submitted
an estimate of $50.00 to reconnect to Well House #2 after pole
relocations. The Engineer was directed to contact Joslyn to
reconnect the electricity to Well House #2.
Motion by Rustad to pay bills submitted in the amount
of $207,619.02 plus $118.05 from Disaster Fund. Seconded by
Malvin. (list attached). 3 ayes
Motion by Rustad to approve licenses submitted.

A letter from the Agricultural Extension Service
requesting the use of the Village Hall from 1:00 3:00 p.m.
on November 10 and November 12 was read.
Motion by LaVaque to allow the use of the hall and
waive rental fee if left in order. Seconded by Rustad.

A request from Mrs. Warren Hegel DFL Chairwoman
to use the Village Hall from 8 :30 p.m. to 10 :00 p.m. November
15 was denied.
Motion by Rustad to terminate Gayle Alick's employment
effective November 15 and hire Detty Ehrhardt, 5126 Greenwood
Drive, at 31.50 per hour effective November 15, 1965.

Motion by Rusted to raise the salary of Jeanne Perry
$1.75 per hour effective November 15, 1965. Seconded by
Malvin. 3 ayes
The abandoned basements on Lois and Knoll were discussed.
These basements were to be filled within six months. Clerks of-
fice to notify affected property owners.
Mr. E. E. Gustafson submitted a request for rezoning
Lots 1, 2 and 30 Greenfield Addition from R1A to E -3.
Motion by Malvin that a public hearing be set for
November 22, 1965 at 9:30 p.m. on the above matter. Seconded by
Rusted. 3 ayes
No further business at this time so the meeting will
be recessed to 9:00 p.m.
Richard Meyers, Attorney, submitted the following
Resolutions and Ordinances.
Motion by LaVaque to adopt Resolution -220 an agree-
ment for reimbursing Minnesota Highway Departme •r labor
and equipment furnished during the Civil Defense Emergency
resulting from storm of May 6, 1965. Seconded by Malvin.

taxes and assessments on Lake Side Park, Audito division

It was the decision of the Village Clerk to close
the office on Veterans Day, November 11, 1965.
Acting Mayor Rusted opened the public hearing on
water project extension from Groveland Road east on Highway 10
to 'pproximately 800 feet.
The Deputy Clerk read the legal notice and attested
to the printing and mailing of same. The Acting Mayor asked
if anyone wished to speak in favor or against the project.
No one present made any statement.
The Hearing was closed at 9:05 p.m. The decision
will be made at the next council meeting.
Bide for Water Improvement Project #1965 4 were
received and opened by the Engineer at 7 :00 p.m. with the fol-
lowing Council Members Present, Malvin, LaVaque and Rustad.
This is for water extension on Arden Avenue from Long Lake Road
to Eastwood. The bide were referred to the Engineer for
recommendation at the next Council Meeting.

AGREEMENT FOR REIMBURSING MINNESOTA HIG }JAY DEPARTMENT FOR LABOR AND EQUIPMENT
FURNISHED DURING THE CIVIL DEFENSE EMERGENCY RESULTING FROM STORM OF MAY 6, 1965.
THIS AGREEMENT made and entered into by and between the State of Minnesota
acting through the Commissioner of Highways, hereinafter referred to as the "State
and the Village of Mounds View hereinafter referred to as the
"Municipality Witnesseth:
Pursuant to Sections 12.37 and 160.21 Minnesota Statutes annotated, repre-
sentatives of the aforesaid Municipality requested the Minnesota Highway Department
to furnish labor and equipment, as required, to remove debris from any and all
roads and highways (other than Trunk Highways) under the jurisdiction of the
Municipality and to otherwise restore and maintain said roads and highways in a
passable condition after the storm of May 6, 1965.
The State will furnish said labor and equipment for storm cleanup work
on said roads and highways as so requested, provided, however, that said men and
equipment shall only be furnished by the State hereunder in the event that in the
opinion and judgement of the Area Maintenance Engineer, whose decision shall be
final, said men and equipment are available therefor without impeding or affecting
the need and use of the same on the State Trunk Highway system.
The Municipality agrees to reimburse the Trunk Highway Fund for the cost
of furnishing said labor and equipment in the manner and extent hereinafter set
forth:
1. The State will prepare and submit to the Municipality an itemized
statement showing total labor and equipment used in said storm
clean up work on and after May 6, 1965, until the official of said
Municipality, in charge of said roads and highways, advises the Area
Maintenance Engineer of the Department of Highways at his office at
2055 Lilac Drive North Minnesota, that the State's assistance in
Golden Valley, Minnesota 1
clean up work on said roads and highways is no longer required.
2. Reimbursement shall be made on the basis of the actual time records
kept by the State and the hereinafter described rates plus ten per
cent of the total charges as an allowance to cover all direct or
indirect overhead charges, except the actual cost of workman's
compensation for the State's regularly employed forces, an amount
equal to the actual cost of workmen's compensation for said State's
regularly employed forces which engaged in said clean up work shall
be added to said invoice or statement.
3. The hourly charge for labor used on the aforesaid clean up work will
be the rates set forth in the Minnesota Highway Department memo
dated June 24, 1963 establishing Maintenance Labor Cost Rates to be
used effective June 26, 1963 in the computation of Maintenance Labor
Costs. A copy of said memo is attached hereto as Exhibit A hereof.
4. The hourly or mileage rates for equipment used in said clean up work
will be at the rates set forth in a Minnesota Department of Highways
Schedule effective November 11, 1964. establishing equipment rental
rates for State Owned Equipment. A copy of said schedule is attached
hereto as Exhibit B hereof.
The foregoing is the mutually ascertained cost per hour for the furnishing
of men and equipment hereunder. In addition to said ascertained cost the muni-
cipality further agrees to reimburse the trunk highway fund of the State of
Minnesota for all other and further costs or expense of any kind or nature what-
soever arising out of the furnishing of said men and the operation of said
equipment hereunder, and without limiting the general effect of the foregoing, it
is further agreed that said costs and expenses shall include but not be limited to
such costs or expenses as i^ay or might arise out of any accidents causing injury
or damage to equipment.

Within thirty days after receipt of said invoice or statement the
Municipality agrees to pay to the Trunk Highway Fund of the State of Minnesota the
amount shown to be due to the State by said invoice or statement.
