VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
The regular meeting of the Mounds View Village Council was
called to order by Mayor Hodges at 8:00 p.m. on November 22, 1965
at 2401 Highway 10.
Present Were:
Mayor Donald C. Hodges
Clerk Lloyd J. Blanchard
Trustee Charles LaVaque
Trustee Ingram Rustad
Trustee Perry Malvin
Also Present:
Sheldon Boehm, Richard Meyers, Irene Edberg, Joanne
LaCasse, Walter Skiba
Motion by Rustad to approve minutes of November 8, 1965 as
presented. Seconded by LaVaque 5 ayes
Motion by LaVaque to approve minutes of November 15, 1965 as
presented. Seconded by Hodges. 5 ayes
A representative from Messiah Lutheran Church questioned the
construction of additional parking area east of the church. There
were no objections from the Council because of the fact that it is
properly rezoned.
Motion by Rusted to set a Public Hearing on Rezoning for
John Eastman, Midland Construction Company from R1A to B -3 on
December 27, 1965 at 7:00 p.m. Seconded by LaVaque.

Motion by Rustad to set a Public Hearing on Rezoning for Ge me rge
Heide, 2130 Highway 10 from B -1 and R -2 to B -3 on December 6, 1963
at 7:00 p.m. Seconded by Blanchard. 5 ayes
Motion by Blanchard to abate water bill of $1.70 for
Donald Mishler 2728 County Road H -2. Seconded by Malvin
5 ayes
Mr. LaVaque reported that there will be no more oiling of
roads unless the weather warms up.
Motion by LaVaque to hire Arthur B. Holm, 5343 St. Stephens
Street as a full time employee in the Public Works Department,
effective November 23, 1965 at $400.00 per month. Seconded by
Rustad. 5 ayes
Letters will be sent from the Public Welfare Department to
tq owners of abandoned basements in the Disaster Area.
0 Mr. Rustad informed the Council that John Kardell is in the
hospital. If Officer Kardell is not back on duty by the next meeting
the Civil Service Commission will be asked to certify a new employee
on a temporary basis.
Motion by Rustad to receive informal bids for floor tile and
wall paneling for the two offices in the Maintenance Building.
Seconded by LaVaque. 5 ayes
Mr: Boehm, Engineer, reported that Bacons's Electric will
reconnect the electric service at Well #2 on Wednesday.
A letter from the Engineer regarding the soil problem on Silver
Lake Road near Woodcrest Drive was read and filed.
Motion by Hodges to concur with the Engineers recommendation
and hire a soil testing laboratory and have necessary soil tests
made to show the most economical alternate route for the sanitary
sewer line on Silver Lake Road near Woodcrest intersection.
Seconded by LaVaque. 5 ayes
Motion by Rusted to allow the Engineer to do survey work for
Eigenheer. Seconded by Malvin. 5 ayes
Motion by LaVaque to authorize the Attorney to commence pro-
ceedings regarding the Hamilton house and open basements in the
Disaster area under the dilapitated buildings law. Seconded by
Malvin. 5 ayes
The Attorney informed the Council that the state zoning laws
would change effective January 1, 1966. The Attorney is to prepare
a memo on the zoning laws.
The Council is to meat December 6 to prepare a Resolution regard
ing sewer rates.
At 9 :00 p.m. the Mayor opened the Public Hearing on Rezoning
Lots 8 and 9, Spring Lake Park Knolls Addition.
The Clerk read the legal notice and attested to the printing and
mailing of same.
The Mayor called three times for objections, there were none.
The Mayor closed the hearing.
Motion by Malvin to approve rezoning R1A to B -3 subject to re-
ceipt and approval of building permit. Seconded by LaVaque.

Motion by Blanchard to approve bills submitted totaling
$11,484.46 which includes $18.61 from Disaster Fund. Seconded by
Hodges. 5 ayes
Motion by Blanchard to approve the following licenses:
City Wide Plumbing 129 West Lake St., Mpls., Minn.
Batzli Electric 1807 South 1st St., Mpls., Minn.
Motion by LaVaque to allow Mrs. Willis Wyatt to use the Village
Hall December 19, 1965 for a Christmas Party. The usual rental fee
will be charged. Seconded by Malvin. 5 ayes
At 9:30 p.m. the Mayor opened the Public Hearing on Rezoning
Lot 1, 2 and 30 Greenfield Addition from R1A to B -3.
The Clerk read the legal notice and attested to the printing
and mailing of same.
The Mayor called three times for objections, there were none.
The Mayor closed the hearing.
Motion by Blanchard to rezone
Addition from R1A to B -3 contingent
and approval of the building permit
Motion by Hodges to adjourn.
Meeting adjourned at 9:30 p.m.
