HomeMy WebLinkAboutMinutes - 1965/12/27PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA The regular meeting of the Mounds View Village Council was called to order by Mayor Hodges at 8:00 p.m. on December 27, 1965 at 2401 Highway 10. Present Were: Mayor Donald C. Hodges Clerk Lloyd J. Blanchard Trustee Charles D. La Vaque Trustee Perry Malvin Trustee Ingram Rustad Also Present: Engineer: Sheldon Boehm Attorney: Richard Meyers Treasurer: Irene Edberg Public Works: Walter Skiba Deputy Clerk Joanne La Casse Motion by Rustad to approve minutes of regular meeting, December 13, 1965. Seconded by La Vaque. 5 ayes. Ingram Rustad, N.S.S.S.D. Representative, reported that the sewer district has changed the amount of the hook -up after the first 90 days from $200.00 to $150.00. Mayor Hodges reported that two rinks are open. The hours are posted and published. Motion by Hodges to hire the following boys far rink attendant at $1.00 per hour, Dennis Carufel, George Jenks, Glen Dawson, Jr., Bill Hanggi, Richard Barry, and Dick Newville.. Seconded by Blanchard. 5 ayes. Mr. La Vaque reported that the roads are improving. Sewer is on schedule and should be ready for hook -up January 15, 1966. Motion by La Vaque to abate the following water accounts: Leo Lyte, 2297 Lois Drive 18.00 Nordstrom Odell, 2448 Ridge Lane 6.75 Thor Hanson, 2228 Oakwood 5.00 James Johnson, 5323 Clifton 7.40 Occupant, 5140 Irondale 6.75 Russel Hand, 2185 Lambert 4.90 Seconded by Malvin: 5 -ayes. Motion by La Vaque to increase the salary of Mr. Skiba $30.00 per month effective January 1, 1966. Seconded by Malvin. 5 ayes. Thursday. Mr. Rustad reported the following: 1. The new police officer is in the car and in uniform. 2. The new car has been delivered and will be in service 3. John Kardell is back to work. 4. The'Civil Service Commission adopted the amendment to the Civil Service Commission rules and regulation ordinance regarding borrowing 30 days sick leave as recommended by the Council. The Engineer reported that sewer lines are being tested. The soil testing at Silver Lake Road and Longview is being completed. The Attorney reported that Spring Lake Park and Fridley did not adopt the fish house ordinance. A letter from the County Engineer regarding County Road H exten- sion was read. Chies Brothers was low bid for the County Road H extension. This bid was rejected by the County and the next bid accepted. Motion by Blanchard to direct the Attorney to appear before the County Board regarding this matter with whatever information we can furnish concerning our experiences with this contractor. Seconded by Hodges. 5.ayes. Motion by Blanchard to adopt Resolution 225 garding appor- tionment of Sanitary Sewer Assessments, Sec y Rusted. 5 ayes. The Engineer was instructed to forward a bill to the Ramsey County Engineer for their share of the culvert under County Road H draining into Lambert Park. Motion by Blanchard to pay bills submitted totaling $12,774.40 plus $12,0 transfer from Water Utility to Bond Redemption Fund. Seconded by Rustad. 5 ayes. Motion by Blanchard to approve licenses submitted. Seconded by Malvin. 5 ayes. Motion by La Vague to adjourn. Seconded by Hodges. 5 ayes. Present Were: Mayor Donald C. Hodges Clerk Lloyd J. Blanchard Trustee Ingram C. Rustad Trustee Charles D. La Vaque Trustee Perry Malvin (Arrived at 7:25) Also Present: Engineer Sheldon Boehm Public Works Walter Skiba Deputy Clerk Joanne La Casse The Mayor opened the public hearing on rezoning the East 210' of Lot 16, Block 5, Pinewood Terrace 2 from R -1A to B -3 at 7:00 p.m. The Clerk read the legal and attested to publishing and mailing. There was no one present who spoke for or against the proposal. The Mayor called three times for objectors; there were none. The hearing was closed at 7 :10 p.m. Motion by La Vaque to rezone the East 210' of Lot 16, Block 5, Pinewood Terrace 2 from R -1A to B -3 conditioned upon approval of building permit. Seconded by Hodges. 4 ayes. Motion by Blanchard to approve lot split and allow variance requested by Marc Adams, 8004 Red Oak Drive. Variance 1 allows 74 frontage on one lot. Variance 2 allows a 1)6 side yard set back on garage side. Seconded by La Vaque. 4 ayes. At 7:30 p.m. the Mayor called for further bids on sewer main- tenance equipment and the announced bids were closed. The Clerk opened the bids and the Engineer read them as follows: Municipal Equip.
