Present Were: Mayor Clerk Trustee Also Present: Attorney Engineer Treasurer Public Works Deputy Clerk PROCEEDING OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA Motion by Malvin to approve minutes of regular meeting, December 27, 1965. Seconded by Rustad. 5 ayes Motion by Rustad to approve minutes of special meeting, December 27, 1965. Seconded by Lang. 5 ayes. Motion by Malvin to approve minutes of special meeting, January 3, 1966. Seconded by Rustad. 5 ayes. Mr. Rustad, N.S.S.S.D. Representative, stated the sewer lines should by ready by January 15, 1966. If the Lift Station is not cope• plete the sewage would be transported by truck. A resident from La Porte questioned the availability of sewer. The Engineer reported the lines are over the allowable amount of infiltration. Motion by Rusted to make the Attorney Engineer Health Office Dog Catcher Public Works Supt. Motion by Rustad to send the three inspectors, Skiba, Piehowski and Edmond to the Extension Course, January 24, 25 and 26 and pay the expenses involved. Seconded by Lang. 5 ayes. A letter from the Engineer regarding the Sewer Maintenance Equipment Bids that were opened December 27, 1965 was read by S. Boehm. Motion by Blanchard to concur with the recommendation of the Attorney and Engineer and award the bid for a combination front end loader and backhoe to the George T. Ryan Company in the amount of $14,563.00. Seconded by Malvin. 5 ayes. The Attorney recommended the low bid on the dump truck, submitted by Paron Motors be rejected because the bid was not complete. Motion by Malvin to concur with the recommendation of the Attorney and Engineer and award the bid for a 24,000 G.V.W. Dump Truck to Iten Chevrolet in the amount of $4,535.00. Seconded by Johnson. 5 ayes. Motion by Johnson to concur with the recommendation of the Attor- ney and Engineer and award the bid for a sewer rodding machine to Flexi- ble Pipe and Tool Company in the amount of $4,678.20, Seconded by Malvin. 5 ayes. The low bid of Municipal Equipment Company for a rodding machine does not meet the specifications. It was the recommendation of the Engineer to reject the bid. Motion by Rustad to accept the bid of Flexible Pipe and Tool Company for a Bucket Machine in the amount of $3,789.40. Seconded by Johnson. 5 ayes. The Public Hearing for rezoning Lots 111 and 112 except the West 125' thereof Spring Lake Park Knolls Addition, Ramsey County subject to 5' easement along rear line of property from B2 to R2 was opened by Mayor Rusted at 8:30 p.m. The Clerk read the legal notice and attested to the publishing and mailing. Mr. Dropps explained the proposal. The general location of the property is north of County Road H -2 between Knollwood and Fairchild. Six duplexes are tc be built on a one lot concept. Mr. Piehowski stated there is sufficient area for the six buildings. The Mayor called three times f bjectors, there were none. The Mayor closed the hearing at 8 :45 p,m. Motion by Malvin to rezone Lots 111 and 112 except the West 125' thereof, Spring Lake Park Knolls Addition, Ramsey County, subject to 5' easement along rear line of property from 8 -2 to R -2, conditioned on application and approval of building permit. Seconded by Johnson. 5 ayes. Mr. Lang reported that he has inspected the roads and found them in poor condition. He will meet with the Engineer and Contractor re- garding the Spring break -up. Mr. Lang stated that he can be reached at 786 -2976 24 hours a day regarding any Village problems he can be of assisstance on. Mr. Malvin read the B E Patrol report for December. (In file) The December Police Report and Annual Police Report was read by Mr. Malvin. (On file) Motion by Blanchard to authorize the Mayor and Clerk to execute the contract with B E Patrol for Animal Control during 1966. Seconded by Malvin. 5 ayes. The Engineer was directed to instruct the Sewer contractors that sewage hauling contracts may be required by the Council if completion dates are not met on or before schedule, The Engineer recommended that the certified checks from bidders whose bids were not accepted be returned_ The Clerk so instructed. Mr. Meyers reported that he attended the meeting with the Board of County Commissioners regarding the bids recieved on the extension of County Road H. The low bidder, Chieo Construction, did not get the job. The second low bidder received the contract. The Village was served with papers regarding restrictions to be removed from Lots 9 and 12, Spring Lako Park Hillview Addition. The Attorney was directed not to appear. The Attorney is preparing a memorandum on the new zoning laws to be presented at the next meeting. Motion by Blanchard to adopt Ordinance 133 redesignating Fourth Street as Bona Road. Seconded by Rusted. 5 ayes. Motion by Blanchard to adopt °rdinance 134 regulating the use of highways within the Village of Mounds View, incorporating, by ref- erence, provisions of the State Highway Traffic Regulation Act and re- pealing Ordinance 105. Seconded by Rustad. 5 ayes. A letter from Mrs. Goff requesting the use of the Village Hall on February 15, 1966, was read. Motion by Malvin to grant the request and waive the fee if the Hall is cleaned after use. Seconded by Lang. 5 ayes. The Engineer read a letter regarding the final Estimate to Sandstrom and Hafner for Water Project 1965 -4. Motion by Blanchard to pay final estimate retaining $200.00 for seeding. Maintenance Bond Agreement begins upon completion of seeding and final payment. Seconded by Rustad. 5 ayes. Motion by Malvin to adjourn. Seconded by Johnson. 5 ayes.
