HomeMy WebLinkAboutMinutes - 1966/01/24PROCEEDINGS OF THE VILLAGE C)'UNCIL VILLAGE T MOUNDS VIEW RAMSEY C"UNTY, MINNESOTA The regular meeting of the Mounds View Village Council was called to order by Mayor Rustad at 8:00 p.m., January 24, 1966 at the Village Hall, 2401 Highway 10. Present Were: Mayor Ingram C. Rustad Clerk Lloyd J. Blanchard Trustee Richard Johnson Gary Lang Perry Malvin Also Present: Attorney Richard Meyers Engineer Sheldon Boehm Deputy Clerk Joanne La Casse Public Works Walter Skiba Motion by Malvin to approve minutes of regular meeting of January 10, 1966. Seconded by Johnson. 5 ayes. Mr. Rustad, N.S.S.S.D. Representative, reported that the Shoreview contract had been let. Board. Mr. Rustad is presently serving as Chairman of the N.S.S.S.D. Motion by Blanchard to allow variances as requested for E. Dropps for Lots 9 through 18 inclusive, Block 3, Mueller Second Addition, allowing 500 feet under square footage requirement from 12,500 square feet to 12,000 square feet per lot. Variance requested subject to filing necessary papers and fees. Seconded by Malvin. 5 ayes. The Planning Commission minutes were read and filed. A Special joint meeting of the Council and Planning Commission will be held January 31, 1966 at 6 :30 p.m. Motion by Lang to adopt the following salary schedule for the Public Works Department. The Superintendent to reccommend wage change approval each year. Raises are not automatic. General Labor $400.00 per month starting salary 420.00 first year 440.00 second year 460.00 third year 480.00 fourth year 500.00 fifth year 520.00 sixth year All personnel in the Public Works Department are to be directly responsible to Mr. Skiba, Superintendant. Seconded by Rustad. 5 ayes. Motion by Malvin to adopt the following salary schedule for the Police Department. The Chief of Police and /or Police Ccmmissioner to recommend approval cf wage change each year. Raises are not automatic. Patrolmen $425.00 per month starting salary 450.00 first year 475.00 second year 500.00 third year 525.00 fourth year, maximum Police Sgt. 575.00 maximum Police Chief 625.00 maximum Seconded by Blanchard. 5 ayes The above motion will be effective February 1, 1966. Mr. Skiba reported that we have 22 homes connected to the Sanitary Sewer. Mr. Jackson, Civil Defense Director, asked approval of the Council to attend the fishing contest January 30th at White Bear and February 13 at Arden Hills and help direct traffic as requested by their Civil Defense departments. The request was granted. The Mayor opened the Public Hearing at 8 :30 p.m. for water and sewer extension on Groveland Road, 250 North of Sherwood Road to County Road J, County Road J Groveland Road to Red Oak Drive. The Clerk read the legal notice and attested to the printing and mailing. The improvement was originally petitioned by the following people and presented to the Village Council December 6, 1965. They are as follows: Frank Gabrysh 2088 County Road J H. D. Towle 2100 County Road J They both dontt want it at this time. The Mayor closed the hearing at 8 :45. Motion by Rustad to order improvement except that portion on County Rcad J between Groveland and Red lak. Seconded by Malvin. 5 ayes. Motion by Malvin to roder final plans and specs from Engineer and prepare advertisement for bids. Seconded by Lang. 5 ayes. The Engineer reported that they are preparing bids for roads and surface water drainage. The Attorney informed the Council that he wrote to O.E.P. for additional funds to complete our project. Motion by Rustad to concur with the Building Inspectors recom- mendation and approve building permit for Mr. E. Dropps. Seconded by Malvin. 5 ayes. The Attorney was directed to prepare an amendment to the zoning ordinance for the above property, Motion by Blanchard to approve licenses submitted Seconded by Lang. 5 ayes. Motion by Blanchard to pay bills as follows: General Fund $2,491.68 Sewer Fund $35,791.37 Water Fund 697.43 Dasaster 4,531.90 Motion to make final payment to Ncdland C.nstruction for Sewer Project 1964.3 and entered into maintenance bond agreement. Action was taken at Engineer's reccommendation. Seconded by Jchnson. 5 ayes. Mction by Blanchard to appoint Jeanne La Casse as Deputy Clerk at a monthly salary of $425.00 effective February 1, 1966. Seconded by Rustad. 5 ayes. Motion by Blanchard to adjourn. Seconded by Malvin. 5 ayes. Meeting was adjourned at 9:10 p.m. Respectfully submitted Lloyd J.
