HomeMy WebLinkAboutMinutes - 1966/02/14Proceedings of the Village Council Village of Mounds View Ramsey County, Minnesota The regular meeting of the Mcunds View Village Council was called to order by Mayor Rustad at 8 :00 p.m. February 14, 1966 at the Village Hall, 2401 Highway 10. Present Were: Mayor Ingram C. Rustad Clerk Lloyd J. Blanchard Trustee Perry Malvin Trustee Richard Johnson Trustee Gary Lang Also Present: Attorney Richard Meyers Engineer Sheldon Boehm Public Works Walter Skiba Deputy Clerk Joanne La Casse Motion by Malvin to approve minutes of January 24, 1966 as presented. Seconded by Johnson: 5 ayes. Mr. Rustad, N,S.S:S.D1 Representative, reported that the nistrict'received one half of the Federal Grant amounting to approx- lately $4331000.004 During the recent two day thaw an extra J ,000,000 gallons went through the metering station in Minneapolis. the Villages are warned to watch the infiltration because we pay by the gallon for the amount of sewage that goes into Minneapolis. Lexington, East Blaine and Circle Pines would like permission to use the Mounds View sewer system, during the construction of N.S.S.S.D. 18" main through Mounds View. The Attorney is preparing the agreement. Motion by Rustad to enter into agreement with the N.S.S.S.D. for use of the 14" main on Quincy from Hillview to County Road H. The cost of the operation of the Lift Station is to be born by the DISTRICT and the agreement will have provision for sewage storage. Seconded by Malvin. 5 ayes. A letter from Mrs. Sandra J. McClain was read by Clerk Blanchard (on file). Motion by Malvin to allow the storage of a mobile home at 8468 Spring Lake Park Road for a period of three months for Mrs. McClain. Seconded by Johnson. 5 ayes. Mr. A. Nelson, 5373 St. Stephens Street, complained about the large number of drys running at large. The problem was referred to Mr. Johnson. Mr Nelson was advised that he could file a complaint with the Justice Court. The Clerk's Office was requested to post a copy of the bills ,n the Bulletin Board in the meeting hall before each regular meeting. Mr. Lang reported that the roads are in terrible condition but some grading is being done. Mr. Malvin read the police report and B 8 E Patrol report, for January. (On file.) Mr. Malvin was excused at 8 :45 p.m. The Village Engineer, Mr. Brehm, presented the specs for the cleaning and painting of the filtration tanks. Motion by Blanchard to accept the specifications for the cleaning and painting of the filtration tanks. Seconded by Rusted, 4 ayes. Motion by Blanchard to advertise for bids for the cleaning and painting of the filtration tanks. Bid closing date to be March 7, 1966 at 6:30 p.m. Seconded by Johnson. 4 ayes. A letter from Ramsey County regarding County Road H Rice Creek right -of -way was read and filed. Mr. Snyker, Ramsey County Assistant Engineer explained the reason for the request of assessment abatement. The estimated assessment is $1,380.00, this amount to be confirmed by the Engineer and Attorney before abatements Motion by Blanchard to direct the Attorney to prepare a ras- olution abating assessments on above mentioned property. Seconded v Rustad. 4 ayes. Well House 2 needs a heat exchanger. With the Village doing some of the work the cost would be more reasonable: The Engineer was directed to contact Ziegler Co. and ask them to appear at the next agenda meeting. Motion by Rustad to allow Comstock and Davis to do survey work for Robert Eigenheer. Seconded by Johnson. 4 ayes. Mr. Meyers reported that he had inspected the tornado clean -up with an ').E.P. Inspector. Categories A, B and C are completed. Mr. Meyers read a memo regarding the bid and monies due and owing Lametti and Sons. (On file). Motion by Johnson to order the Attorney to enforce a lein on all monies in possession of the Village due and owing Lametti and Suns in an amount of not less than $13,850 nor more than $47,998.50 and to take all other actions to protect the interests of the Village. Seconded by Rustad. 4 ayes. Motion by Rustad to authorize the Mayor and Clerk to execute and to convey certain properties to Stella Skiba and Erwin Herbst acquired for easements and that are no longer necessary. That part of the southwest quarter of southeast quarter and also that part of the southeast quarter of southeast quarter of Section 8, T. 30 N., R. 23 W., lying southwesterly of the right -of -way of Trunk Highway 10 as now laid out and established contained within a strip of land 66 feet wide whose centerline is described as follows: Beginning at a point on the south line of said Section 8, distant 897.5 feet west of the southeast corner thereof, thence run north- westerly at an angle of 54 degree 53' with said south section line for 411.70 fee+ to the actual point of beginning, thence run s'uth- westerly at:•Z4ght anglers to last described course'145 feet.to the southwesterly right -of -way line of Trunk Highway 10, thence continuing southwesterly on a curve to the left having a radius of 717.08 feet and delta angle of 11 degree 09'03" 130 feet more or less and there terminating, which lies northwesterly of the following described line: Beginning at a point on the south line of said Section 8, distant 897.5 feet west of the southeast corner thereof, thence run north- westerly at an angle of 54 degree 53' with said south section line 432.70 feet to the actual beginning of the line herein to be des- cribed, thencerun southwesterly at right angles to last described course 275 feet more or less to its intersection with the northwes- terly line of the 66 -foot wide strip of land hereinbefore described. Seconded by Johnson 4 ayes. Motion by Blanchard to adopt Ordinance 135 rezoning certain properties within the Village of Mounds View. Seconded by Johnson. 4 ayes. The Attorney presented a proposed ordinance regarding changes to the zoning ordinance. This was referred to the Agenda meeting. Motion by Rustad to abate taxes on the following property and authorize Mayor and Clerk to execute same. Motion by Blanchard to adopt Resolut split, assessment apportionments and abate Seconded by Lang. garding lot tain assessments. 4 ayes. Motion by Blanchard to grant the request of the Sunrise Meth- odist Church to use the hall on March 17 at 7:30 p.m. for their annual meeting. Rental fee to be waived if hall is left in satis- factory condition. Seconded by Rustad. 4 ayes. Mction by Blanchard to request the Public Examiner to audit the books from end of previous examiners audit to January 1, 1966. Seconded by Lang. 4 ayes. Motion by Blanchard to pay bills submitted totaling $56,586.67. Seconded by Lang. 4 ayes. Motion by Blanchard to approve licenses submitted. Seconded by Rustad. (List attached) 4 ayes. Motion by Rustad to set public hearing for John Downing for February 28, 1966 at 9:00 pm. The property involved: N) of NW of SW4 of Sec. 7, T. 30, R. 23, except the W. 65 feet by 330 feet taken for Silver Lake Road, also except any other part acquired for highway purposes. This was referred to the Planning Commission. Seconded by Blanchard+ 4 ayes. Motion by Blanchard to establish a wage schedule as follows: First 3 months Next 3 months Next 6 months Next 12 months Next 12 months Salary increases subject to recommendation by department head and approval by Council. Seconded by Johnson. 4 ayes. Motion by Blanchard to raise the sztary of Jeanne Perry to $1.85 per hour effective February 1, 1966 and Betty Ehrhardt to $1.75 per hour effective February 1, 1966. Seconded by Rustad. 4 ayes. Mr. Rustad reported the possibility of the Sewer District paying over time for issuance of sewer permits. The Council is to investigate the possibility of hiring a third man for the maintenance department. Motion by Blanchard to adjourn. Seconded by Johnson. 4 ayes.
