HomeMy WebLinkAboutMinutes - 1966/02/28Proteedinot-of e- Villae Council Village of Mounds View Ramsey County, Minnesota The regular meeting of the Mounds View Village Council was called to order by Mayor Rustad at 8 :00 p.m. February 28, 1966 at the Village Hall, 2401 Highway 10. Present were: Mayor Ingram C. Rustad Clerk Lloyd J. Blanchard Trustee Perry Malvin Trustee Richard Johnson Trustee Gary Lang Also Present: Attorney Richard Meyers Engineer Sheldon Boehm Public Works Walter Skiba Deputy Clerk Joanne La Casse Motion by Malvin to approve minutes of February 14, 1966 as corrected: Page one, paragraph 4 delete and North. Add The "ttorney is preparing the agreement. Page two, paragraph 11 add on file paragraph 12 Seconded by Rustad. 4 ayes. paragraph 13 Seconded by Blanchard. 4 ayes. Page four, para' 4 Seconded by Blanchard. 4 ayes. Seconded by Johnson 5 ayes. Motion by Rustad to approve minutes of February 21, 1966 as corrected: Page one, paragraph 2 add in the amount of $900.00. Seconded by Malvin 5 ayes. A letter from the Engineer regarding Well #2 was read and filed. Mr. Rustad reported that the sewer contract for part of the Shoreview Village line and Lift Stations have been let. Arvid Birkeland presented the plot for Birkeland Addition. Motion by Blanchard to approve final plans for Birkeland Addition and authorize Mayor and Clerk to execute. Seconded by Rustad. 5 ayes. A representative from Skelly al presented the Council with plans for a station at the NW corner of County Road H and Highway 10. Motion by Blanchard to concur with the Building Inspectors recommendation and authorize the Building Inspector to issue a building ermit for Skelly lid at the above location and authorize the Attorney a prepare the final zoning ordinance ameu4ment to cover this rezoning. Seconded by Malvin. 5 ayes. Mr. Sullivan raised questions regarding the letter to Mr. Zane Mann from Mrs. S. Fried. The Mayor referred Mr. Sullivan to the Public Examiner. Any questions written to the Council will be answered at the next regular meeting. Motion by Lang to set a Public Hearing and invite the Public Examiner to explain to the residents, questions asked by Mr. Sullivan. Motion was lost for lack of a second. Mr. John Robertus, 2055 County Road H, questioned the right of way on Silver Lake Road. During construction they cut off his drive- way and removed a pc..tion of his garage. The Clerk's Office was directed to contact Mr. Floyd Snyker, Assistant County Engineer, to find out the set line of road right of way. Mr. Sullivan raised a question regarding insurance premiums payments and why they differ in 1962, 1963 and 1964. Mr. Blanchard explained that this was due to some policies expireing in December and some in April with billing before close of Village fiscal year. Mr. Blanchard read a petition for sewer and water. Motion by Blanchard to order preliminary report for water and sewer on Spring Lake Road from Highway 10 to County Road J. and set public hearing for 9:00 p.m. on March 28, 1966. Seconded by Malvin. 5 ayes. Mr. Rustad informed the Council that LeRoy Tomason has resign- ed from the recreation committee. Mr. Johnson, Trustee, was appointed. The Mayor opened the Public Hearing on Rezoning at 9:00 p.m. The Clerk read the legal and attested to the publishing and mailing of notices. Mr. Lang reported that the Planning Commission took no action. A petition against the rezoning was presented to the Council signed by 51 residents. Wendorf 5085 Longview Drive H. Stennemann 5045 Red ')ak Drive D. H. Siiter 5079 Red Oak Drive The Public Hearing closed at 9:30 p.m. Mr. Downing withdrew his application after short consultation. Mayor Rustad took a poll from the Council regarding the rezoning. Johnson No, Lang No, Malvin No, Rustad -No, Blanchard No. Mr. Johnson reported on the open basements in the 5100 block of Eastwood and Greenwood. Mr. Anderson and Mr. Carlson were present and explained the situation at the present time. Motion by Johnson to withold action until April 11, 1966. If no action is taken to cap the basements by that date the Council will proceed under the dilapitated building la';. Seconded by Rusted. 5 ayes. Mr. Johnson stated he is still receiving complaints about the dogs on St. Stephens. The residents are not willing to sign complaints. Mr. Lang reported that the work on the roads is not being done as needed. The maintenance bonds have expired on some projects and cannot be enforced. The roads are not repairable due to weather and construction conditions. The Clerk and Treasurer reported there is approximately $10,000 from the 1965 Budget that can be transferred to the Road Fund. We will not receive additional money until August. Mr. Lang requested $1500.00 to repair the roads. Motion by Rusted to allow up to $1500.00 for road repair for county wort: in area where maintenance bonds have expired. Seconded by Blanchard. 5 ayes. Mr. Edmond was referred to the next agenda meeting regarding the National Electrical Code. Mr. Boehm presented the plans and specs for water and sewer 1966 -1. Motion by Blanchard to accept the final plans and specs for water and sewer 1966 -1, Groveland Road extension. Seconded by Johnson. 5 ayes. Motion by Blanchard to set bid date, as March 21, 1966 at 7 :00 p.m. for water and sewer 1966 -1. Seconded by Rustad. 5 ayes. The Engineer presented a change order for Peter Lametti Construction Company, regarding the sewer on Silver Lake Road. (On file) Motion by Rustad to accept change order 1 for sewer pro- ject 1964 -3 Schedule C, and authorize Mayor and Clerk to execute. Seconded by Johnson. 5 ayes. The Engineer reported that no agreement has been reached with Barton Construction Co. regarding Silver Lake Road. Mction by Blanchard to instruct the County to delete from the Barton contract that portion of Sanitary Sewer and Water project on Silver Lake Road between County Road H -2 and Woodcrest, and to direct the Village Engineer to so notify the County Engineer. Seconded by Malvin. 5 ayes. Motion by Blanchard to order plans and specs for above Silver Lake Road projects Seconded by Johnson. 5 ayes. Motion bar Rustad to allow Comstock and Davis to survey the lot at 2728 Woodcrest. Seconded by Malvin. 5 ayes. The Attorney presented a resolution regarding sewer usage charges. Motion by Blanchard to adopt Resolution 227. Seconded by Johnson. 5 ayes. The Engineer was instructed to prepare an apportionment of assessments for resolution and action covering the land requested a' by the County for re- routeing of Rice Creek. A proposed agreement with N.S.S.S.D. for the use of Mounds View sewer lines and lift station was presented and read by the Attorney. Mr. Rustad took the proposal to N.S.S.S.D. for their approval. Motion by Blanchard to pay bills presented in the amount of $63,315.08. Seconded by Johnson. 5 ayes. Motion by Blanchard to approve licenses submitted. (list attached). Seconded by Johnson. 5 ayes. Motion by Blanchard to enter agreement with Ehlers, Mann and Associates, Inc. and authorize Mayor and Clerk to execute. Seconded by Johnson. Blanchard, Rustad, Johnson 3 ayes.
