Pursuant to due call and notice thereof a Special Meeting of
the Village Council was called to order at 6 :30 p.m. by Mayor Rustad
at the Village Hall, 2401 Highway 10, March 7, 1966.

The Mayor declared the bids closed on repainting of the water
treatment tanks.
The Clerk opened and the Engineer read the bids as follows:
See attached sheet.
Motion by Blanchard to refer bids to the Engineer for tabulation
and recommendation for a report at the next regular meeting.
Seconded by Lang. 5 ayes.
Motion by Blanchard to pay bills submitted totaling $618.16.
Seconded by Malvin. 5 ayes.
Motion by Blanchard to adopt Resolution 228 appointing
I. C. Rustad as the Village Representative to the North Suburban
Sanitary Sewer District. Seconded by Johnson. 4 ayes.
(Rustad abstained)
Motion by Malvin to make to make the N.S.S.S.D. appointment
term of not more than two consecutive years by any one Councilman.
Seconded by Rustad. 5 ayes.
Motion by Blanchard to accept Plans and Specs for Sewer
Project 1966 -2. This is part of the original sewer project on Silver
Lake Road. Seconded by Johnson. 5 ayes.
Mr. Edmond, Electrical Inspector, asked the Council to adopt
the National Electrical Code as revised. The Attorney was instructed
to prepare an amendment to the Electrical Code Ordinance.

Mr. Blanchard submitted to the Council his comments regarding
the Public Examiners Report.
Mr. Blanchard read a letter from Ramsey County regarding the
installation of storm sewers along County Road H.
Mr. Blanchard questioned the amendment to ')rdinance 67
regarding the lot sizes and new procedures for rezoning and sub-
division. No action was taken.
Mayor Rustad read a letter from Samuel Lechtman regarding sewer
hook -up to the Hillview Apartments. Mr. Lechtman wishes to pay the
N.S.S.S.D. connection charges in installments. This was referred to
the Attorney for recommendation at the next regular meeting.
Mr. Lang reported that he has sent a blanket work order to
Ramsey County for road repairs with specific orders directed by Walter
Skiba.
Mr. Malvin was excused at 7:30.
The Engineer presented a map showing which roads need immediate
attention. The map showed the trouble spots which need surface water
drainage. This is for the area north of Highway 10.
The Engineer reported on the property abutting Rice Creek.
178' of frontage will be taken equalling $925.60 in assessments for
lateral sewer. The Village Council agreed to abate the area assessment
of $1380.00 on the above property. The Engineer was directed to contact
Ramsey County in regards to paying the lateral sewer assessment.
The Engineer requested the Planning Commission tp meet with pro-
perty owners in the NW portion of the Village regarding developement
of new streets. The Engineer has submitted preliminary plans to the
Planning Commission.
Mr. Skiba questioned the possibility of a street light at the
east end of County Road H -2 near Highway 6. Mction by Blanchard
to direct the Clerk's 'lffice to contact N.S.P. regarding the installa-
tion of a street light at the above lvcatinn. Seconded by Lang.
