The regular meeting of the Mounds View Village Council was
called to order by Acting Mayor Perry Malvin at 8:00 p.m. on March
14, 1966 at the Village Hall, 2401 Highway 10.

Motion by Johnson to approve the minutes of the regular
meeting held February 28, 1966. Seconded by Lang. 4 ayes.
Motion by Lang to approve the minutes of the special meeting
held March 7, 1966. Seconded by Johnson. 4 ayes.
Residents questioned the cost difference of the sewer permit.
The Clerk explained that the provisional permit issued from October
18, 1965 to January 18, 1965 was $15.00 due to additional inspections.
After January 18 the permit was $10.00.
Mr. Snyker, Ramsey County Assistant Engineer, appeared
regarding the construction of County Road H. The matter of assess-
ments was brought up again. The Village has paid more than half.
The matter was referred to the next agenda meeting.
Motion by Lang to send a Resolution to the New Brighton
Village Council requesting action on the storm sewer work in con-
junction with County Road H construction. Also to consider the
construction of storm sewer to relieve the water problem between
County Road H and Long Lake Road. Seconded by Johnson. 4 ayes.
Mr. E. A. Dropps questioned the size needed for sewer lines
and water lines for the property at H -2 an Knollwood. He was
referred to the Engineer.
The rezoning of Lots 8 and 9 Spring Lake Park Knolls Addition
was discussed at great length. They were informed this is a legal
matter and advised to consult an Attorney. It is a Civil matter
between the property owners and Ramsey County and the Village was
not directly involved.
Mr. Lang reported that due t t l weather the roads
are improving.

Mr. Malvin requested the Attrney 12 prepare an amendment
to the liquor ordinance regarding the r_'_c -ring of premises after
closing Hours.
Motion by Malvin to concur with he Building Inspector and
re -issue permit B -98 for Herbst C n. Seconded by Johnson.
4 ayes.
Mr. Boehm, Village Engineer, reed report on the bids sub-
mitted for cleaning and painting of the filter tanks. (On file)
Motion by Blanchard to concur vriU tLe Engineers recommend-
ation and award the contract to Master uncracting Company in the
amount of $2,677.00. Seconded by Jchns,n 4 ayes.
Sewer Installation on Pleasant 4_::.: 'Drive between County
Road H -2 and I was discussed.
Motion by Malvin to direct the A;.;: to prepare a letter
of agreement with the City of Fridley for ins' lation on
Pleasant View Drive. Seconded by Lang, 4 ayes.
County Maintenance Department :ili :iscuss County Partici-
pation in drainage costs at the Board no,c9.nq on Monday.
Motion by Malvin to allow Comst -r1d Davis to do survey
work for Phillips Petroleum at County R r: end Highway 10.
Seconded by Johnson. 4 ayes.
The Attorney informed the Council 'gnat under the Village
Resolution 227 there are no provision- r financing the N.S.S.S.D.
connection charge. The Village fee can ac financed on the quarterly
billing.
Mr. Meyers informed the Council t the Lametti case is in
Court now. The Attorney advised the C u,ic.l t- continue holding
the two checks due Lametti and Sens,
Motion by Blanchard to approve licenses submitted. Seconded
by Malvin. (List attached) 4 ayes.
Motion by Blanchard that upon c .i ;:c_.n of Mr. Herbst's
building a liquor license will be issuoc in the event said license
is available at the time. At the pres•,nt time there are five
licenses available. Seconded by J hns 4 ayes.
Motion by Blanchard to approve list of bills submitted
totaling $117,276.88 less Check 4450 for $2,399.63 and less
Check 4451 for $54,315.45. (List on file). Seconded by Johnson.

Motion by Blanchard to adopt Resolution 229 regarding
apportionment of assessments. Seconded by Lang. 4 ayes.
Motion by Blanchard to adopt Resolution 230 regarding
abatement of assessments. Seconded by Malvin. 4 ayes.
Motion by Blanchard to pay expenses incurred for Council
Members and Deputy Clerk who attend the League of Minnesota Muni-
cipalities Conference on March 22 and 23. Seconded by Jchnson.
4 ayes.
Motion by Malvin to adjourn the meeting. Seconded by Lang.
4 ayes.
