Village of Mounds View
Ramsey County, Minnesota
Pursuant to due call and notice thereof a Special Meeting of
the Village Council was called to order at 7:00 p.m. by Mayor Rusted
at the Village Hall, 2401 Highway 10, March 21, 1966.
Roll Call:

Clerk L. J. Blanchard
Trustee R. S. Johnson
Trustee G. K. Lang
Trustee P. Malvin
Also Present:
Engineer S. Boehm
Attorney R. Meyers
Fiscal Agent R. Ehlers
The Mayor called three times for further bids on Public
Improvement Project 1966 -1; there were none and the bidding was
closed. The Engineer and Attorney opened and announced the bids
is follows: See attached sheet
The Mayor called three times for any bids which were submitted
and not read. There were none. The apparent low bidder was Northern
Contracting Company in the amount of $63,000.00 and $61,000.00.
Motion by Blanchard to refer all bids to the Engineer and
Attorney for tabulation and recommendation, and have them report
at the next regular meeting. Seconded by Rusted. 5 ayes.
Motion by Lang to set Public Hearing for rezoning
Euz of Lot 11, Block 1, Greenfield Addition
from R1 to R2. Hearing to be held on April 11, 1966 at 8:30 p.m.
(Requested by E. Gustafson, owner, and approved by the Planning
Commission.) Seconded by Blanchard. 5 ayes
Request by Robert Eigenheer for rezoning. This was referred
to the Planning Commission.
Motion by Blanchard to grant preliminary approval to plot
plan submitted by Mr. Downing for
N of NWM of SW4 of SEW: of Sec. 7, T. 30, R. 23,
except the W. 65 feet by 330 feet taken for Silver
Lake Road, also except any other part acquired for
highway purposes.
as recommended by the Planning Commission. Seconded by Lang.

Motion by Rustad to adopt Resolution 231 abating certain
assessments. Seconded by Johnson. 5 ayes.
The decision of the Minnesota Supreme Court in regards to
licensing of Electrical Contractors was referred to the Attorney
for a memorandum report.
A group of citizens from the area of County Road H, Long Lake
Road, Bona Road requested the Council to explain the propcssd st
sewer action taken at the last regular meeting. They were informed
that no action other than a request for a study had been made.
Motion by Rustad to permit Comstock and Davis to do some
survey work for Mr. L. J. Downing. Seconded by Blanchard.
5 ayes.
Mr: Ehlers, Financial Consultant, gave an oral report on the
questions asked by Mr► Sullivan and will give a written report at
the next regular Council meeting.
Preliminary map of traffic signs and devices on 35W from
TH 36 to 10 and 8 junction received and filed.
Motion by Johnson to adjourn. Seconded by Rustad. 5 ayes.
Meeting adjourned at 9:00 p.m.
