HomeMy WebLinkAboutMinutes - 1966/03/28PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA The regular meeting of the Mounds View Village Council was called to order by Mayor Rustad at 8:00 p.m. on March 28, 1966 at the Village Hall, 2401 Highway 10. Roll Call: Mayor Clerk Trustee Trustee Trustee Also Present: Attorney Engineer Fiscal Agent Public Works Deputy Clerk Motion by Johnson meeting held March 14, 1966. Blanchard Richard Johnson Gary Lang Perry Malvin Richard Meyers Sheldon Boehm Robert Ehlers Walter Skiba Joanne La Casse to approve the minutes of the regular Seconded by Malvin. 5 ayes approve the minutes of the special Seconded by Johnson. 5 ayes Mr. Rustad reported for the N.S.S.S.D. that a 60" pipe is being installed to service Shoreview Village and Villages North of Mounds View. This pipe is being installed just north of Hillview Road under Highway 8 in Mounds View. Mr. Robert Ehlers read a letter in answer to Mr. J. L. Sullivan's letter dated March 14, 1966. Mrs. Florence Peterson, 2277 Knoll Drive, read a letter concerning Mounds View and asked about the possibility of having signs designating "This is Mounds View This was referred to the Mounds View Lions and J. C.'s to investigate the cost. Mr. Edwin A. Dropps appeared before the Council. Motion by Blanchard to concur with recommendation and approve new building plan Building Inspector to issue permit for same. the Building Inspector's for Dropps and allow Seconded by Johnson. 5 ayes Mr. Johnson reported that the matter of open basements on Lois and Knoll has been referred to the Attorney. Mr. Lang reported that spot repairing is being made on Village streets. Mr. Lang read the Planning Commission Minutes of March 15, 1966. (in file). junk cars. Mr. Malvin reported that the Police Department is tagging Motion by Malvin to order radar unit in the amount of $995.00 per 1966 Budget. Seconded by Johnson. 5 ayes The Council expressed their appreciation to Charles Jackson and the Civil Defense for the wonderful job they did in welcoming home the Mounds View Basketball Team. The Engineer read a letter to the Council regarding bids for sewer and water project 1966 -1 which were opened March 21, 1966. Sanitary Sewer 1966 -1 is part of the original Sanitary Sewer Project 1964 -1. Hearings were held on December 5, 12, 19, 1963 and January 9, 1964. Motion by Blanchard to concur with the Engineers recom- mendation and awar contract for Sewer and Water Project 1966 -1 to low bidder, Northern Contracting in the amount of $61,000.00 using plastic pipe. (Base Bid 2). Seconded by Lang. 5 ayes At 7:30 p.m. this evening bids were opened for Sewer and Water Improvement 1966 -2 with the Council in attendance. (Bid tabulation attached.) A representative from F. D. Chapman Construction Company stated that there intent was to have the project completed by June 1, 1966. Motion by Rustad to concur with the Engineers recommend- ation and award the Sewer and Water Improvement Project 1966 -2 contract to the low bidder, F. D. Chapman Construction Company in the amount of $43,181.75. Seconded by Malvin. 5 ayes. The Attorney is to prepare a clause to be inserted in the contract stating that if the project is not completed by June 1, 1966 the contractor will pay the additional $50.00 due N.S.S.S.D. if connections are not availab?n. This is 550.00 per REC. Mr. Meyers reported that he signed the final certifica- tion of Federal Funds for 1.E.P. Tornadl in the amount of $70,712.36. Letter to Highway Department requesting refund of payment for work done during tornado disaster, a such work was not covered under O.E.P. funds. Meeting. The Liquor Closing Ordinance was referred to the Agenda The Attorney reported on licenseing of Electrical Contractors. Village is not to collect for license fees for electrical con- tractors. Spring Lake Park returned the signed agreement for joint sewer installation on Spring Lake Road, Hillview Road and Gloria Circle. Motion by Blanchard to authorize Mayor and Clerk to sign the agreement. Seconded by Johnson. 5 ayes. The Attorney was directed to prepare a similar agree- ment with Fridley for sewer installation on Pleasant View Drive. Motion by Blanchard to accept preliminary report for Sewer and Water Improvement Project for Spring Lake Road from Highway 10 to County Road J. Seconded by Rustad. 5 ayes At 9:00 p.m. the Mayor opened the Public Hearing for Sewer and Water Improvement on Spring Lake Road. The Clerk read the legal and attested to the publishing and mailing of notices to benefited property owners. The Engineer gave an estimated cost break down as follows: 14.50 front foot 130.00 sewer service 115.00 water service The Mayor called for objectors and they are as follows: John L. The original petition was noted with 16 signers. The Mayor closed the hearing at 9:30 p.m. Motion by Malvin to prepare final plans and specs and order the improvement for Sewer and Water on Spring Lake Road. Seconded by Blanchard. Seconded by Rustad. 5 ayes Motion by Blanchard to approve licenses submitted. Seconded by Johnson. 5 ayes Motion by Lang to adjourn.
