VILLAGE OP MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
The regular meeting of the Mounds View Village Council was
called to order by Mayor Rustad at 8:00 p.m. on April 11, 1966 at
the Village Hall, 2401 Highway 10.

Motion by Rustad to approve the minute; of the regular
meeting held March 28, 1966. Seconded by Lang. 5 ayes.
Mr. Rustad reported that a federal gral: for one and a
half million dollars had been applied for by N. S.S.D.
Motion by Blanchard to adopt Resolutio 232 egarding
Highway markings on highway 35W. Seconded by M i 5 ayes.
Mr. Ben Dahl asked permission to install one sewer service
line for both buildings at 1925 Highway 10.
Motion by Rustad to grant the request eith the provision
that no other business is connected to the sincle line. Time
allowed for this type of connection is 12 month. Seconded by Lang.
5 ayes.
Mr. Roger Sandine, 1790 Woodale Drive, questioned why
the survey crew was on his property. Thia was referred to the
Engineer.
Residents from the Lois and Knoll are questioned the
possibility of improving the Judicial Ditch north of Hillview
Road. Mr. Meyers explained that this was const'ucted in 1931
to drain Anoka County and to do any work on the ditch requires
a Court ')rder.
Mr. Rustad read a letter from Premier Fealty requesting
to park a Mobile Home on the Johnson Farm property for temporary
use as an office.
Motion by Johnson to deny request and notify them to have
the trailer removed within ten days. Seconded by Blanchard.
5 ayes.
Motion by Rustad to abate the following delinquent water
accounts:
7980 Groveland 8465 Red lak Drive
5463 Adams 2203 Lois Drive
2063 Bronson Drive 7057 Pleasant View
5055 Sunnyside 2174 Belle Lane
5070 Irondale Road
Seconded by Lang. 5 ayes.
At 8:30 p.m. the Mayor opened the public hearing on
rezoning for the East of Lot 11, Block 1, Greenfield Addition.
The Clerk read the legal and attested to the publishing
and mailing of the required notices.
The Mayor called three times for objections. There were
none.
The Mayor closed the hearing at 8:35.
Motion by Blanchard to conditionally rezone the above
property from Rlb to R -2. Final rezoning subject to application
and approval of building permit. Seconded by Lang. 5 ayes.
Mr. Johnson reported that he has not had any reply in
regards to the open basements on Greenwood and Eastwood.
Motion by Blanchard to authorize and direct the Attorney
to proceed under the dilapidated building law on the above basements.
Seconded by Johnson. 5 ayes.
Mr. Lang reported that they are spot patching in bad
areas. Mr. Lang suggested that the new contracts include some
provision for soil cover to eliminate the blowing and drifting sand.
Also, a possible amendment to the Building Ordinance concerning soil
cover.
Motion by Lang to set a public hearing for rezoning the
N. 221.8 feet of the S. 506,8 feet of Lot 53, Auditors Subdivision
89 from Rlb to R -3. Public Hearing to be held April 25 at 8:30 p.m.
Seconded by Rustad. 5 ayes.
Mr. Malvin read the Police Report and B. E. Patrol Report
for March. (ln file.)
Mr. Malvin reported that the sewage problem on hillview
has not been corrected. The Attorney and Justice of Fleece suggested
calling the State Department of Health and Village Health ')fficer.
The Clerk's 'office was directed to contact the above departments
concerning the overflowing sewage. The Pclice Department is to
issue one tag each day until the problem is corrected.
The Clerk's Office was directed to prepare a resolution
regarding employee benefits and duties,
The Council expressed their appreciation to the Civil
Defense and Boy Scouts for their assistance..during;;the Easter Egg
Hunt.
Motion by Blanchard to accept Final Plans and Specs for
Improvement 1966 -3. This includes C 1 and C 3. The Public Hearing
was held July 12, 1965 and at that time the plans were ordered.
Also Spring Lake Road which was ordered on February 28, 1966 at the
time of the public hearing• Seconded by Malvin. 5 ayes.
Motion by Blanchard to advertise for bids for Improvement
Project 1966 -3, Schedule A, B, and C+ Bids to be opened May 9
at 12:30 p.m.
The Attorney reported on the six basements on Lois and
Knoll. Four of the six home owners indicated they will clean up
and possibly rebuild. The Council set May 15 as the deadline for
cleaning up or the Council will proceed under the dilapidated
building law.
The Attorney was directed to write the Ramsey County
Board requesting them to pay a portion of the c' of the Engineers
study for County Road H extension.
The Attorney read the amendments to the zoning ordinance.
Motion by Blanchard to adopt 1 rdinance 136 amending Ord-
inance 67. Seconded by Rustad. 3 ayes.
Johnson and Malvin nayes.
The proposed ordinance was referred to the Planning
Commission for a new report.
The Engineer presented the amendment to sewer Improvement
Project 1966 -2. F. D. Chapman agrees to pay the additional $50.00
per hook -up if sewer is not available by June 1, 1966. The project
should be completed by next week.
Motion by Blanchard to pay bills submitted totaling
$38,905.37. Seconded by Rustad. 5 ayes.
Motion by Blanchard to approve licenses submitted. (List
attached). Seconded by Malvin. 5 ayes.
The Engineer read a letter regarding sewer assessments for
property on Greenfield Avenue owned by Johr: Kardell.
The letter from Mr. Meyers regarding assessments for
Water Project 1960 -3 was read.
Motion by Blanchard to set assessment hearing for
Ex. the S. 200' of Lot 70, Spring Lake Park Knolls
for May 9 at 8:30 p.m. Seconded by Rustad. 5 ayes.
Motion by Blanchard to adopt Resolution 233 ecting
sanitary sewer assessments and abating same. Se y Malvin.
5 ayes.
Mr. Rustad stated he has received severe1 requests from
New Brighton residents to change the name of Ircrdale High School
to Now Brighton High School, Mr. Rusted said ti. we have confi
dence in our school board and no official actior. will be taken.
A proclamation was made by the Mayor tr have a paint -up
clean -up week. This is to be prepared by the Attorney.
Motion by Blanchard to adjourn. Seconded by Lang. 5 ayes.
