The regular meeting of the Mounds View Village Council was
called to order by Mayor Rustad at 8:00 p.m. on April 2*, 1966 at
the Village Hall, 2401 Highway 10,

Motion by Malvin to approve the minutes of the regular
meeting held April 11, 1966 as presented. Seconded by Lang.
4 ayes.
Motion by Rustad to approve the minutes of the special
meeting held April 18, 1966 as presented. Seconded by Malvin.
4 ayes
Ingram Rustad, N.S.S.S.D. Representative, reported that
County Road H will be re- opened this week.
The Council granted the requester, use the Village Hall
May 6. The fee will be waived if the hall is left in order.
A resident complained about the unpainted shakes and broken
windows at 5344 Clifton. The Inspectors are to check for viola
tions and tag if necessary. A report will be made to the Attorney.
An explanation of the method of sewer billing was made by
the clerk.
Mr. Wesley Emerson, 7686 Knollwood, recuested information
regarding the sewer line on County Road I. Mr. Meyers explained
that sewer will be on the back lot line. Any sewer systems
disturbed during construction are protected by the Contractor.
Residents from Red Oak Drive asked when the roads will be
ready. The Engineer reported that Plans and Specs were being pre-
pared at this time for bids and construction in July.
At 8:30 the Mayor opened the Public Hering on rezoning the
North 100' of the South 385 of Lot 53, Audiior's Subdivision 89.
The Clerk read the legal notice and attested to the publish-
ing and mailing of same.
The Planning Commission recommended approval of the rezoning,
The Mayor called for objectors and they are as follows:
Simon T. Simon, 7821 Groveland Road, wrong type clients
Walt Harvey, 1960 Highway 10, don't want it.
The Mayor called three times for further objections, there
were none.
The Mayor closed the hearing at 8:40 p.m.
Motion by Lang to approve the rezoning from R -1 to R-3.
Seconded by Malvin. Roll call: Blanchard and Rustad naye
Lang and Malvin aye
Motion lost. (Motion to rezone requires 4/5 vote).
Mr. Meyers reported that the owners of the tornado basements
were given until May 15, 1966 to correct Lhe situation.

Mr. Rustad read the Resolutl'on to be sent to Mr. Reeder.
Motion by Rustad to adopt Resolutio 4 235. Seconded by
Blanchard, 1 4 ayes.
Mr. Lang reported that grading and patching are taking place,
along with some Village seeding.
Mr. Lang read the Planning Commission minutes for April.

Motion by Rustad to set May 9, 1966 at 8:30 the time for
Public Hearing on rezoning for Mr. Robert Eigenheer. Rezonigg
for Lot 59, Auditor's Subdivision 89 as a car wash. Seconded
by Blanchard. 4 ayes.
Motion by Blanchard to allow Comstock and Davis to survey
property owned by Robert Waste. Seconded by Rustad. 4 ayes.
A petition for recognition of the "49er's" as bargaining
agent for the maintenance department was presented and referred
to the attorney for a report at the next regular meeting.
The Engineer was directed to prepare water assessments
lot split for County Road H realignment.
Motion by Blanchard to authorize the Treasurer to sign
a check for Watson Construction Company. This involoves the
Highway Right of Way through the NE portion of the Village.
Seconded by Rustad. 4 ayes.
Mr. Johnson arrived at 9:30 p.m.
Motion by Rustad to adopt Resolution 234 egard ing re-
apportionnnent of legislative district invol View.
Seconded by Johnson. 5 ayes.
Copies will be forwarded to Govenor Karl Rolvaag. Repre
sentative Robert Ashback and Senator Claude Allen.
The proclamation for Clean -Up Month was read.
Motion by Blanchard to approve bills submitted totaling
$15,850.48. Seconded by Johnson. 5 ayes.
Motion by Blanchard to approve licensts submitted.
Seconded by Rustad. 5 ayes.
Motion by Blanchard to accept the proposed insurance
policy submitted by Spring Lake Park Agency (Time Insurance).
Seconded by Rustad. 5 ayes.
Motion by Lang to adjourn. Seconded by Rustad. 5 ayes.
Meeting adjourned at 10:05 p.m.
