Seconded by Rusted. 4 ayes Mr. Rustad reported that the N.S.S.S.D, line in Mounds View is completed. County Road H from Long Lake Road to east Village limits done in 10 to 14 days. Mr. Meyers presented a memorandum for licenses of vending machines. On file.) This was referred to :he Agenda Meeting for further study. The Clerkls lffice was directed to write to other municipalities for ordinances regarding vending machine licenses. Mr. Holin from Gulf Oil informed the Council of changes in the plot plan. The Council approved the revised plan for a station at Highway 8 and 10. Representatives from the Local 49 appeared before the Ccuncil. The Attorney read a memorandum regarding the Union request. The origenators are to petition the Council for election. A resident questioned what the Village can do when a contrac- tor does damage to property while installing the sewer line to the home. This is a private matter between the contractor and the home owner. Mr. Charles Larson requested permission for the Spring Lake Park Lions Club to hold a Carnival on the Johnson Farm, June 20, 21, 22. The Council gave a tentative approval and asked the Attor- ney to check the ')rdinances. A resident from Knoll Drive questioned when the roads will be resurfaced and why the oiling was not done last fell. The Engineer reported that due to the tornado clean -up and heavy equip- ment the oiling was deleted and deducted from the contract. At 8:30 p.m. the Mayor opened the Public Hearing on Rezoning all of Lot 59, Auditor's Subdivision 89. The Clerk read the legal notice and attested to the publica- tion and mailing of same. Mr. Eigenheer stated that his plans were to build a car wash on the north portion of the lot. When the car wash is in full op- eration it will employ 33 employees. The Planning Commission previously approved the above proposal. The Mayor called three times for objectors and there were none. The hearing was closed. Motion by Rustad to approve the rezoning of Lot 59, Auditor's Subdivision 89 from R -3 to B -3 for the construction of a car wash subject to application and approval of a building permit. Seconded by Johnson. 4 ayes. At 8:45 the Mayor opened the Public Hering for Water Assessments. The Clerk read the legal and attested the publishing and mailing of same. This affected "Except the South 200' ,F L t 70, Spring Lake Park Knolls Addition." The property owner, Everette Kuntz, accepted the assessment as presented. This assessment can be paid at the Village Hall without interest for the next 30 days. June 10th it will be certified to Ramsey County for collection. Motion by Blanchard to adopt Assessment Role for Water Project 1960 -3. Seconded by Lang. 4 ayes. The Mayor read a report from the Building Inspector regarding 5344 Clifton Drive. The Attorney has contacted the owner and he will be painting the home shortly. They are charged with being unclean and improperly kept. Mr. Bona will be requested to appear at the next agenda meeting. The Police report for April was read am filed. A letter from Kermit Hedman, Ramsey County Sheriff regarding the Junior Sheriff Picnic was read. A petition for water on Spring View Lane was recieved and referred to the Engineer. The drahage problem at 6969 Knollwood Drive was referred to the Engineer and Attorney. Mr. Johnson reported that the Recreatiol Department has toured the Parks and the work is proceeding. Mr. Lang reported that repair work is being done on the bad streets. An application for rezoning was recaivei from Mr. Herbst. This is for 22.02 acres near the intersection of Highway 10 and County Road H. The application was referred to the Planning Commission. Motion by Rustad to set hearing date for June 6, 1966 at 7:00 p.m. Seconded by Blanchard_ 4 ayes. The possibility of destroying the old rouses at 8375 and 8386 Groveland Road was referred to the Attorrey. The Engineer reported on the results of the bid opening held at 12:30 p.m. this date. Motion by Blanchard to concur with the Engineer's recom- mendation and award contracts to low bidders as follows: 1966 -3 Schedule A. Sanitary Sewer anc. Surface Water Drainage Awarded to Northern Contracting in the amount of $393,000.00. (Between County Road H and County Rcad I). 1966 -3 Schedule B. Sanitary Sewer and Surface Water Drainage Awarded to Sandstrom and Hafner in the amount of $108,700.00. (Between County Road I and Highway 10). 1966 -3 Schedule C. Sewer and Water \warded to Sandstrom and Hafner. (Spring Lake Road) Seconded by Johnson. 4 ayes. Motion by Blanchard to accept plans and specs for Improve- ment Project 1966 -4. Seconded by Lang. 4 ayes. Motion by Rustad to advertize for bids for Improvement Project 1966 -4. Bid closing to be June 6, 1966 at 12:30 p.m. Seconded by Johnson. 4 ayes. Motion by Lang to accept plans and specs for MSA Street Project 1966 -5. Seconded by Blanchard. 4 ayes. Motion by Jonson to set bid opening date for project 1966 -5 for June 6, 1966 at 12 :45 p.m. Seconded by Rustad. 4 ayes. Motion by Blanchard to allow Comstock and Davis to do survey work for Arnold Waslien. Seconded by Rustad. 4 ayes. The contractor for the C 1 area (Sandstrom and Hefner) has agreed to the stipulations by the County Engineer to finish the sewer line on Silver Lake Road by June 1, 1966. Mr. Meyers was directed to write a let ar to Mr. Greene, of Greene Excavating denying claim for $2,002.00 for work per- formed on a sewer main. The Attorney was directed to prepare an assessment hearing covering an assessment paid by Twin City Fede_ -1 Savings and Loan by mistake. A letter from Mrs. Silvers, United Fund Chairman, was given approval to hold a United Fund Drive in Mounds View. Motion by Blanchard to adopt Resolution assessments for MA 47. Seconded by Lang. Motion by Blanchard to adopt Ordinance 137 amending Ordinance 15. Seconded by Johnson, 4 ayes. Motion by Blanchard to pay bills subm :tted totaling $86,485.51 less check 4614 to Northern C.,ntracting in the amount of 18,678.98. Seconded by Malvin. 4 ayes. Seconded by Malvine 4 ayes. The Clerk's Office was directed to contact the Clinic for a new Health Officer. Motion by Blanchard to increase the salary of Betty Ehrhardt to $1.85 per hour effective May 15. Seconded by J(,hnson. 4 ayes. Motion by Johnson to allow up to $10C.00 per person attend- ing the League of Minnesota Municipalities Convention, June 15, 16 and 17. Seconded by Blanchard. 4 ayes. Mr. Eigenheer inquired about the possibility of the Village installing sewer and water and street res' rfacing in a new developement and assessing the benefited ;property. This was referred to the Engineer and Attorney for study. A resident asked about having a stop light installed at County Road H -2 and Highway 10. He was 1 .Formed that the Council has tried several times without success. Che Attorney was directed to write a letter to Mr. McCubrey regarding the installation of a stop light.
