Village of Mounds View

The regular meeting of the Mounds View Village Council was
called to order by Mayor Rustad at 8:00 p.m. on June 27, 1966
at 2401 Highway 10, St. Paul, Minnesota 55112.

Motion by Malvin to approve the minutes of June 13 as
corrected. (Page #1, Paragraph #9 s/b motion by Johnson)
Seconded by Johnson. 4 ayes.
NSSSD Project on County Road H is near completion. Tuesday
they will begin black topping from Long Lake Road west to the
village limits.
Mr. Clyde Kobe, 5071 Brighton Lane, presented a petition
for concrete curb and gutter. The Engineer's estimate was
$3.00 per foot or $225.00 for a 75' lot. Sixty two -and -a -half
percent of the benefited property owners signed the petition.
Concrete curbs'and gutters are a long range benefit plan for
the Village.
Mnticn by Rustad to accept petition and refer to the
Engineer for study and report. Seconded by Johnson
4 ayes.
Motion by Rustad to set Public Hearing for improvement fcr
concrete curbs and gutters on Brighton Lane. Hearing to be
held at 7:30 p.m. on July 18, 1966. Seconded by Malvin.
4 ayes.
A letter from the State Highway Department was read by
the Attorney regarding a street light on County Road H2 and
Highway #10.
Ron Fagerstrom, Spring Lake Park Fire Department, informed
the Council that they felt more hydrants were needed in the
Pinewood Area and Lois, Knoll Area. This was referred to the
Engineer for study and recommendation
Mr. Malvin questioned the possibility of installing load
limit signs on- streets as they are completed.
Mr. McCubrey presented plans for Freeway 35 -W in Mounds
View.
Motion by Rustad to adopt Resolutio

Three of the six property owners benefited by storm sewer
on Knollwood were present. They are not in favor of an open
ditch. Would prefer conduit for a number of reasons. This
is being handled by the Attorney for easements.
The Mayor announced that July 7th at 8:00 p.m. there will
be a special meeting.
At 9:00 the Mayor opened the Public Hearing on Rezoning
Lots 106 through 111 Spring Lake Park Hillview Addition.
The Deputy Clerk read the legal notice and attested to
publishing and mailing of same. Mr. Barth explained plans for
the area. A shopping center type building is planned.
Mr. Lang reported that the Planning Commission has
approved the rezoning.
Mayor Rustad called for objectors:
Mr. Hillyard Highway #10 would like it to be residental.
Mayor Rustad called twice more for objectors. There were
no-'e.
Mr. Clarence Peterson spoke in favor of the rezoning.
The Mayor closed the hearing at 9:15. Motion by Malvin
to conditionally rezone Lots 106 through 111 Spring Lake
Park Hillview Addition from R -3 to B -3. Seconded by Lang.
Rustad Aye, Malvin Aye, Lang Aye, Johnson Aye.
Mr. Fritz, 8072 Long Lake Road, raised several questions
regarding sewer, water, roads, etc.
The Mayor declared Mr. Fritz out of order. When Mr. Fritz
refused to recognize the Chairman the meeting was recessed for
ten minutes.
The meeting was reconvened at 10:55. Mr. Fritz again
raised several questions and then thanked the Council for

.;r. Joseph Sewick presented plot plans for 5 eight unit
apartment buildings in County Rnad I and Jackson.

as per Building Inspector's recommendation for 5 units after

Motion by Rustad to accept change order #1 for Street
Improvement 1966 -4 and 1966 -5 for C. S. McCrossan.• Seconded
by Lang. 3 ayes.
The Engineer questioned the blacktopping of Woodale between
Eastwood and Long Lake Road. He was directed to eliminate this
section of Woodale from the Street Improvement Project.
Mr. Meyers read an agreement between the Village of Mounds
View and NSSSD. Motion by Malvin to authorize the Mayor and
Clerk to sign agreement. Seconded by Rustad. 3 ayes.
Motion by Rustad to adopt Resolution 244 bating
assessments. Seconded by Lang. ayes.
Motion by Rustad to pay bills submitted totaling 522,644.15.
Seconded by Malvin 3 ayes.
Motion by Rustad to approve licenses submitted. Seconded
by Lang. 3 ayes.
Motion by Malvin to adjourn. Seconded by Lang.
3 ayes.
Meeting was adjourned at 10:30 p.m.
