Pursuant to due call and notice thereof a Special Meeting
of the Mounds View Village Council was called to order by
Mayor Rustad at 6 :40 pans on July 5, 1966 at the Village
Hall, 2401 Highway #10.

Engineer Shelly Boehm
Motion by Rustad to approve the following Off Sale
Liquor Licenses:
B R Liquor 2345 County Road H -2
Simon's Liquor 2000 Highway #10
Seconded by Johnson.
5 Ayes.
The Engineer presented a resolution regarding Municipal
State Aid Projects and the basis for financing. Motion by
Rustad to adopt Resolution #246. Seconded by Lang. 5 Ayes.
The Engineer presented and read a report regarding the-
street improvement project on Knoll Drive. After discussing
the area with the residents it was determined to have the
area re- surveyed add the streets located from the center of
the right of way.
Motion by Johnson to adjourn. Seconded by Lang.
5 Ayes.

The regular meeting of the Mounds View Village Council
was called to order by Acting Mayor Malvin at 8:00 p.m. on
July 11, 1966, at the Village Hall 2401 Highway #10.
Officials Present:

Trustee Gary Lang

Attorney Richard Meyers
Engineer Shelly Boehm
A special meeting will be held Tuesday, July 12, 1966 to
set the date for public hearing for concrete curb and gutter
improvement.
The Clerk's 'office was directed to write a letter to
N.S.S.S.D. requesting them to withold the additional $50.00
fee for sewer hook -up on Fairchild Avenue. This area is
not completed and connections are not allowed.
Mr. Boehm reported that there will be a delay in street
resurfacing on Lois and Knoll. This area will be re- surveyed
to correct the road by placing it on the center of the right
of way.
It was reported that Judicial Ditch #1 was damned up.
This is a breeding place for bugs. This was referred to the
Engineer and Mr. Skiba.
A of Highway petition ay #l0 received to delete This referred
to the Engineer for report.
The Water Report for June was read and filed.
The B 8 E Patrol Report for June was read and filed.
The Police Patrol Report for June was read and filed.
The Police Department reporter that the property at 2525
County Road I is being cleaned up.
The Engineer reported on the bids that were opened at
12:30 this date.
Motion by Malvin to concur with the Engineer's "ecommendation%
and award the contract to low bidder for street improvement
1966 -6 to C.S. McCrossan in the amount of $121,973,40.
Seconded by Johnson. 3 Ayes.
The Engineer presented a report on the additional hydrants
for the Lois -Knoll Area. This was referred to the next meeting.

regarding the vacant house at 2111 Oakwood Drive.

At 9:00 the Acting Mayor opened the Public Hearing for
Water Improvement on Spring View Lane.
The Clerk read the legal nctice and attested to the publishing
and mailing of same.
Three benefited property owners spoke in favor of the
improvement.
The Engineer gave a preliminary report. It is estimated
to be $4.65 per front foot and $100.00 per service.
The Acting Mayor called for objections and they are as
follows:

The property at 1878 Spring View Lane needs municipal water.
If the 174.5 ft. of the project going North was deleted it would
be two against and two for the improvement.
A decision will be made at the next regular meeting.
The hearing was closed at 9:15 p.m.
Complaints were received regarding the dust problem near
County Road H.
Motion by Blanchard to approve licenses submitted except
plumbing contractors. Seconded by Johnson. 3 Ayes.
H.tion by Blanchard to abate the taxes on Lot 12, Block 1,
Johnson Terrace. This is property owned by the Village.
Sec nded by Malvin. 3 Ayes.
Motion by Blanchard to adopt Resolution #247 apportionment
pf assessments. Seconded by Johnson. 3 Ayes.
Motion by Blanchard to pay bills submitted totaling
$1,730,748.10. Seconded by Johnson. 3 Ayes.
Motion by Johnson to adjourn. Seconded by Blanchard.
3 Ayes.
