Proceedings of the Village Council
Village of Mounds View
Ramsey County, Minnesota
Pursuant to due call and notice thereof a Special
Meeting of the Mounds View Village Council was called to
order by Mayor Rusted at 7 :10 p.m. on July 18, 1966 at
the Village Hall, 2401 Highway #10.

Trustee Richard Johnson

Attorney Richard Meyers
Inspector Walter Skiba
The Lois Knoll Hillview road problem was discussed
at length after a report from the Engineer. The original
plot has an apparent error of 1 degree thereby making
it impossible to locate the road properly.
Motion by Rustad to accept the Engineer's premise
that there is a 1 degree error on the original plot at
the intersection of Lois and Knoll and to instruct the
Engineer to make the necessary correction at that point
and to proceed with then laying out of the centerline of
those roads in question. Seconded by Blanchard. 4 Ayes.
The Mayor opened the public hearing on the Brighton
Lane curb and gutter proposal.
The Engineer stated that the cost would be approxi-
mately $275 per front foot.
The Council agreed that a corner radius would be
placed at all four corners and that the cost of said
radius would be assessed against the entire project.
The Mayor called three times for objectors and there
were none.
The hearing was closed at 8:20 p.m.
Motion by Rustad to order the improvement. Seconded
by Malvin. 4 Ayes.
The majority of the homeowners involved indicated
they would prefer a ten year assessment on the above
project. The approximate annual cost would be $24.66
per lot.
Motion by Rustad to concur with the building
inspector's recommendations and grant variance requested
at 2318 Knoll Drive, subject to receipt of proper fees and
papers. Seconded by Malvin. 4 Ayes.
Motion by Malvin to renew the building permit for
the Skelly Oil Company at County Road H and Highway #10.
Seconded by Blanchard. 4 Ayes.
4 variance request for a ten foot rear yar-! set back
for the Tom Thumb i:arket at County Road H -2 and Knollwood
was denied.
The Engineer presented a report on bids taken
July 18, 1966.
Motion by Malvin to concur with the Engineer's
recommendations and award the bid on Street Improvement
Project 1966 -7 to low bidder, Dunkley Surfacing in the
amount of $98,443.00. Seconded by Rustad. 4 Ayes.
Motion by Rustad to concur with the Engineer's
recommendations and award the bid on Street Improvement
Project 1966 -8 to low bidder, C. S. McCrossan, Inc. in
the amount of $124,721.02. Seconded by Lang. 4 Ayes.
The Engineer presented a change order for Project
1966 -5. Motion by Rustad to approve change order #2
for Project 1966 -5 and authorize the Mayor and Clerk
to execute it. Seconded by Blanchard. 4 Ayes.
The above action in no way relinquishes the Village's
right of way on the property involved.
Motion by Malvin to allow Comstock 8
to do survey work for Blanski Corporation
Loeffler. Seconded by Rustad.
Motion by Rustad to adopt Resolution
the Attorney to proceed with the condemna
right of way. (Attorney will send this in
by Lang.

Meeting adjourned at 9:05 p.m.
The Engineer was directed to notify the County
Engineer that the village will hold the County responsible
for lowering water mains on Silver Lake Road, if 7 foot
of cover has not been maintained in this construction
All Plumbers must furnish a Certificate of Insurance
upon applying for a permit as no license is now required.
Motion by Lang to adjourn. Seconded II Blanchard.
