HomeMy WebLinkAboutMinutes - 1966/09/12Proceedings of the Village Council Village of Mounds View Ramsey County, Minnesota The regular meeting of the Mounds View Village Council was called to order by Mayor Rustad at 8 :00 p.m. on September 12, 1966 at the Village Hall, 2401 Highway #10. Officials Present: Mayor Ingram C. Rustad Clerk Lloyd J. Blanchard Trustee Richard Johnson Trustee Gary Lang Trustee Perry Malvin Also Present: Engineer Attorney Deputy Clerk Public Works Treasurer Motion by Johnson to approve the presented. Seconded by Malvin. Motion by Malvin to approve the as presented. Seconded by Johnson. 5 Ayes Mr. Kenneth Ballenger reported a drainage problem on Oakwood, between Highway #8 and Quincy. Matter referred to Engineer for report. Shelly Boehm Richard Meyers Joanne:LaCasse Walter Skiba Irene Edberg minutes of August 22, 1966 5 Ayes minutes of September 6, 1966 A subdivision request by Mr. R. Gustafson was referred to the Planning Commission. In answer to a request, Mr. Lang reported that the boulevard as would be finished as fast as the contractor could do them with black dirt and seed, but sod would be put in where it was removed for road improvement. The matter of the 500 feet of Greenwood north of County Road I was discussed. Motion by Rustad to direct the engineer to prepare a change order to have that portion of Greenwood graded up and oil treated. Seconded by Blanchard. 5 Ayes Mr. Nelson, 5459 Quin6y reported on contractor damage to curbing in front of his home. Matter referred to Engineer. The clerks office was directed to again request a traffic light on Highway #10 at County Road H, and to request the school board and the bus company to make the same plea to the Highway Dept. A resident requested some type of cover on the drainage ditch on Woodcrest and Red Oak. After discussion,the matter was referred to the Engineer for cost estimates and assessment possibility. Mr. Rustad reported that the N.S.S.S.D. main on Hillview and under Highway #8 has been completed and that Shoreview would be hooking up sometime in September. Mr. Malvin read the Police report and the B &E Patrol report for August. (on File) Petitions and requests for the following were referred to the Police Department: Stop Sign Slow School Speed Signs 4 Way Stop Sign Motion by Blanchard to pay bill Seconded by Malvin. Motion by Blanchard to approve On and Off Sale Liquor for Donatelle Seconded by Johnson. Motion by Blanchard to purchase at a cost of $340.00 plus $25.00 for Seconded by Johnson. Hillview and Eastwood Red Oak South of Sherwood Red Oak North of Highway 10 Jackson and Bronson The Council advised residents that an annual inspection of the B &E Patrol Pound would be made before the first of each year. Motion by Malvin to concur with the building inspectors necomm endation and grant a variance (allowing 8 inch front yard variance) for the home at 8110 Edgewood subject to filing of: forms and payment of fees. Seconded by Johnson. 5 Ayes The matter of the Spring View Lane public hearing for water improvement was discussed. Motion by Rustad to order the improve- ment and to direct the Engineer to prepare final plans and specs. (Improvement ordered covers only the 327 feet west from Knollwood. That portion going north 164 feet was dropped at the ublic hering and was given no further consideration by the council). by Johnson. 5 Ayes Motion by Johnson to allow Comstock and Davis to do lot survey for Mr. Hutchins. Seconded by Malvin. 5 Ayes Mr. Meyers presented the notice for the assessment hearing for September 28 28 (MA 51, 52, 53, 54, 55, 56, 57, 58, 59 The matter of a garnishment recieved by the Village was turned over to the Clerk's Office to notify the Attorney for the garnishment that the contractor involved was not working for Mounds View, but for the N.S.S.S.D. Mr. Meyers presented a letter embodying the action of the Council at the Special Meeting September 6, 1966, regarding the mobile home park at H2 and Highway #8. (on file) s presented totaling $397,761.58 5 Ayes license applications including 's Supper Club (list attached) 5 Ayes one adding machine from Friden a one year service contract. 5 Ayes Motion by Blanchard to hire as clerk typist: Marilyn Lidberg 7618 Edgewood Dr. 8 -29 -66 Mary Hudson 467 Maple Street NE 9 -19 -66 Salary as set forth in salary schedule. Starting pay $1.65 per hour. Seconded by Malvin, 5 Ayes At 9:00 p.m. the Mayor opened the public hearing for rezoning. Hearing recessed from August 22 meeting. Mr. Meyers explained the chain of events leading up to this evenings hearing. A Letter from the petitioneer, changing his request to include only rezoning for a warehouse on the eastern most 200 feet of his property was read by Trustee Lang and placed on file. The matter was discussed by residents and officials, as well as the attorney for the petitioneer for 116 hours. The Mayor called for objectors and they are as follows: 1. Don Troxel 2. &3. There being no further objectors the Mayor closed the hearing. Motion by B1anChaled to approve the rezoning, as requested, of the eastern most 200 feet of the property involved, (Rezoning from B1 to B3) subject to the condition of no outside storage, and sub- ject to the approval and issuance of a building permit. Seconded by Malvin, 4 Ayes Rusted Naye Motion passed with sequixed 4/5 majority. Motion by Blanchard to adopt resolut #258 reassessment divisions). Seconded by Malvin 4 Ayes (Mr. Johnson excused temporarily) Motion by Malvin to renew special use permit for Minneapolis Star Tribune Building at County Road I and Adams, New Brighton, Minnesota. Seconded by Lang. 5 Ayes The Clerk's Office was directed to contact the owner of the golf driving range building and have the building removed.
